NOTICE TO CONTRACTORS

The City of Whitehall, Ohio, through the Mayor will receive sealed bids for the 2026 Whitehall StreetProgram via Bid Express until 10:00am local time on Friday, March 20, 2026 and at that time and place will be publicly opened and read aloud. The City of Whitehall may choose not to award the bid until 60 days after the bid opens. All questions about the project shall be submitted through Bid Express.

The work for which bids are being accepted consists of approximately 9,300 square yards of full depth residential pavement reconstruction, 6,600 linear feet of continuous curb and gutter replacement and other related work. Additionally, the work consists of parking lot improvements which include approximately 4,100 square yards of pavement resurfacing, 1,300 square yards of full depth repair and various drainage improvements.

The total estimated cost of the Base Bid is $1,579,800.00.

Hard copies of the Contract Documents and Specifications will not be provided. Payment for these items will not be refunded.

Each bid shall contain the full name and address of each person or company interested in the same and shall be accompanied by a bond meeting the requirements of the Contract Documents and written on the form included with the Contract Documents.

Each Bidder must ensure that all employees and applicants for employment are not discriminated against because of race, color, religion, sex, Vietnam Era nor disabled veterans, or National origin.

The Bidder is required to fill out and, where required, execute each of the following documents in their entirety as furnished on Bid Express.

  1. Proposal
  2. Non-Collusion Affidavit
  3. Affidavit (if applicable)
  4. Affidavit of Personal Property Tax Liability
  5. Bid Guaranty and Contract Bond
  6. Certified Check Document (if applicable)
  7. Detailed Statement of Qualifications
  8. Sub-Contractors List

Schedule: The work shall commence within ten (10) calendar days after signing of the Notice to Proceed and must be completed within 90 consecutive calendar days for the Base Bid described in the bidding and contract documents, after the issuance date of the Notice to Proceed, time being of the essence to the City of Whitehall, Ohio.

The Bidder will be required to state in full detail, with their bid, their experience in this class of work; bids from contractors inexperienced in this particular class of work may not be considered.

This project requires payment of prevailing wages to all workers during the course of construction

activities. Bidders must comply with the prevailing wage rates on public improvements in Franklin County and the City of Whitehall, Ohio, as determined by the Ohio Bureau of Labor & Worker Safety, Wage and Hour Division, 614-644-2239. State of Ohio prevailing wage rates are included in the Contract Documents, and prospective bidders shall take them into account in preparing bids.

The City of Whitehall, Ohio, reserves the right to reject any and all bids, including all bids which, in the opinion of the Engineer, show evidence of unbalancing prices, and also to waive technical defects as the interest of the City may require.
