IntroductionBurke County is seeking to obtain professional architectural and engineering services for thedesign and renovation of a newly acquired property located at 722 E. OverviewBurke County Government is seeking a qualified professional, technical, and advisoryservices for the design and renovation of an existing facility located at 722 E. UnionStreet, Morganton, NC, into a licensed 16-bed Facility-Based Crisis (FBC) Center.The project will include the renovation of an approximately 6,800 square-foot single-storybuilding, as well as evaluation and design for a potential building expansion to supportthe full operational and clinical requirements of the Facility-Based Crisis program.The selected firm will be responsible for developing a design that meets all applicablerequirements of:• NC Medicaid Clinical Coverage Policy 8A• State-Funded Facility-Based Crisis Service Definitions• Division of Health Service Regulation licensure and physical plant requirementsThe County anticipates that additional square footage may be necessary to fully supporta 16-bed Facility-Based Crisis model. Final program size and layout will be determinedthrough the design process in collaboration with Burke County and project partners.3. General Requirements3.1. The RFQ contact form must be signed and returned with firm’s proposal packagefor the services and deliverables described in Section 5 - Scope of Work.3.2. The County will not be bound to act by any communication or proposal submittedby firms other than in accordance with this RFQ.3.3. Firm’s questions and the County’s responses may or may not be forwarded to allfirms. The County reserves the right to communicate all or part of the questionsand responses, with all, or certain firms.3.4. By submitting a proposal package in response to this RFQ, firm is deemed toaccept the award selection process and criteria and County’s discretion inconnection with such process and criteria.3.5. By submitting a proposal package in response to this RFQ, the firmacknowledges and waives any claim for compensation of any kind whatsoeveragainst the County or any of its Representatives (as defined below), as a resultof its submission, any decision made by the County during the RFQ process,including when acting in its sole discretion, or arising in any other manner from itsparticipation in this RFQ.3.6. Services shall be performed under the direction and supervision of qualifiedpersonnel and an engineer or architect duly licensed and authorized to conduct apractice in the State of North Carolina.Page 4 of 11RFQ-2026-0518Architectural and Engineering Services: Crisis Center UpfitApril 27, 20263.7. Firm must have at least ten (10) years of relevant experience in the design ofsimilar projects. Preference may be given to those who have had experiencedeveloping and designing projects in North Carolina.3.8. Firms must demonstrate the ability to provide comprehensive architectural andengineering services for a highly regulated healthcare environment andcoordinate effectively with multiple stakeholders, including local government,healthcare providers, and regulatory agencies.4. Firm’s Affirmations4.1. By submitting its qualifications, the firm represents and warrants the following:a. This RFQ is a solicitation for professional proposals and is not a contractor an offer to contract.b. The submission of a proposal package by the firm in response to thisRFQ will not create a contract between the County and firm.4.2. The County makes no representation or warranty, written or oral, that one ormore contracts will be awarded under this RFQ; and4.3. The firm will bear, as its sole risk and responsibility, any cost arising from firm’spreparation of a response to this RFQ and, as applicable, contract negotiations.4.4. The firm is a reputable person that is lawfully and regularly engaged in providingand/or performing the Professional Services.4.5. The firm has the necessary experience, knowledge, abilities, skills, andresources to provide the Deliverables and/or perform the Professional Servicesupon the terms and conditions specified in this RFQ.4.6. The firm is aware of, is fully informed about, and is in full compliance with allapplicable federal, state and local laws, rules, regulations and ordinancesincluding, without limitation, those relating to bid rigging.4.7. The firm understands:a. The requirements and specifications set forth in this RFQ andb. The terms and conditions set forth under which the firm will be required tooperate.4.8. If selected by the County, the firm will not delegate any of its duties orresponsibilities under this RFQ or any resulting contract to any subcontractor,except as expressly provided in the qualifications.4.9. If selected by the County, the firm will maintain any insurance coverage requiredby the contract during the term thereof.4.10. All statements, information and representations prepared and submitted inresponse to this RFQ are current, complete, true and accurate. The firmacknowledges that the County will rely on such statements, information andrepresentations in selecting the successful professional services provider.
