Separate, sealed bids for the following bid packages as listed below for the HILLCREST
MIDDLE SCHOOL Phase 1 - Construction in Trumbull, Connecticut, will be received by
the Construction Manager’s at the Trumbull Town Hall Purchasing Department 5866 Main
Street, Trumbull, CT 06611. Bid Packages 1.00C Temp. Fencing and 1.32A Sitework are
due July 2nd, 2026 @ 2:00 pm. Immediately following each stated bid time, bids will be publicly
opened by the Construction Manager.
A Non-Mandatory Pre-Bid Conference for all listed above Bid Packages (1.00C & 1.32A)
will be held on Thursday June 18th, 2026 @ 10:00 AM. Attendance is not a prerequisite for
submission of a bid.
ALL BIDDERS ARE ENCOURAGED TO MAKE AN APPOINTMENT TO VISIT THE SITE,
THROUGH THE CONSTRUCTION MANAGER. FAILURE TO DO SO WILL NOT RELIEVE
THE BIDDER FROM CONTRACT REQUIREMENTS.

Below is a list of trade packages for this project phase. Bidders are advised that the
Department of Administrative Services Prequalification Certificate must accompany the bid
proposal for Bid Packages estimated to exceed One Million Dollars ($1,000,000.00) (C.G.S.
4b-91 as amended). Failure to supply this with the bid will result in rejection of the bid. If a
Bidder intends on bidding multiple packages, they must be submitted as separate bids in
their own respective envelopes.

The Town of Trumbull reserves the right to award based upon the evaluation of the bid package
in the best interest of the Town. The Town of Trumbull reserves the right to waive any formali-
ties, irregularities, or technical defects in the Bids and award based upon the evaluation of the
bid package in the best interest of the Town.
This project is being performed under the Construction Management at Risk form of project de-
livery. With respect to this project, the Construction Manager is the representative of the Town
of Trumbull and shall have full authority to carry out all the terms and conditions of each and

It is the bidding contractor’s responsibility to check frequently for any issued addenda through-
out the bid process.
RFIs are due on or before Thursday June 25th, 2026, end of business day. RFIs should be
emailed to gjraucci@bismarkconstruction.com and estimating@bismarkconstruction.com RFI
log will be posted on bidder’s site as an Addendum periodically.
Prospective bidders shall examine the "Instructions to Bidders" and comply and conform strictly
to the conditions and instructions contained therein.
Bidders are advised to be familiar with the requirements of the bid, including but not limited to,
wages, insurance, bond form requirements and contract compliance issues.
Bid Packages marked as “Set-Aside” are intended to be bid direct by only CT state certified
SBE/MBE companies. If the package required a prequalification, only those approved bidders
can provide pricing.
This contract is subject to state contract compliance requirements, including nondiscrimination
statutes and spending allocation goals. State law requires a minimum spending allocation goal
of twenty-five (25%) percent of the state-funded portion of the contract for award to subcontrac-
tors holding current certification as Small Business Enterprises (“SBE”) from the Connecticut
Department of Administrative Services (“DAS”). A minimum spending allocation goal of 6.25%
of the state-funded portion for subcontractors holding current DAS certification as Minority-,
Women-, and/or Disabled-owned businesses (“M/W/DisBE”). The contractor must demonstrate
good faith effort to meet the 25% spending allocation goals.
The contractor who is selected to perform this State project must comply with CONN. GEN.
STAT. §§ 4a-60, 4a-60g, and 46a-68b through 46a-68f.
State law requires a minimum spending allocation goal of twenty-five (25%) percent of the state-
funded portion of the contract for award to subcontractors holding current certification from the
Connecticut Department of Administrative Services (“DAS”) under the provisions of CONN.
GEN. STAT. § 4a-60g. (25% of the total state-funded value with DAS-certified Small Businesses
and 6.25% of the total state-funded value with DAS-certified Minority-, Women-, and/or Disa-

bled-owned Businesses.) The contractor must demonstrate good faith effort to meet the spend-
ing allocation goals.
As security, each bid must be accompanied by a bid bond or certified check in an
amount which shall be five Percent (5%) of any bid for work with an estimated value of at
least Fifty Thousand Dollars ($50,000.00). If the bidder is a small contractor or minority
business enterprise pursuant to Connecticut General Statutes Section 4a-60g, it may
provide in lieu of a bid bond, a letter of credit in an amount equal to Ten Percent (10%) of
the bid if the estimated value is less than one hundred thousand dollars and in an
amount equal to Twenty-Five Percent (25%) if the estimated value is one hundred thou-
sand dollar or greater.
Bid Proposals shall be submitted in duplicate and shall be considered valid and stand available
for acceptance for a period of one hundred twenty (120) days from the date the proposals are
received. No bidder may withdraw their bid during this one-hundred-and twenty-day (120) peri-
od.

Each bid must be submitted as two (2) hard copies of all bid documents. Late bids, electronic
bids, or bids received at any other location will not be accepted.
Individual bids must be sent in separately sealed envelopes with accompanying bid security for
each bid package. If submitting a combination bid, the combination bid must be sent separately
from the individual bid packages in a separately sealed envelope marked as such, with accom-
panying bid security.
Bidders are hereby instructed to not include in your Bid Proposal taxes, for which Bismark
Construction is not liable, as tax exemption certificates will be furnished upon request. The
bidder is to include any Federal, State or Town taxes that do not fall under the above-mentioned
tax-exempt certificates.
The bidder must not discriminate, nor permit discrimination against any person on the grounds
of race, national origin, religion, sex, handicap, sexual orientation, or veteran status.
This project (Set-Aside Packages Exempt) has a mandatory goal of awarding 25% of the value
of the work to a combination of SBE/MBE/WBE/DisBE and 6.25% MBE. These contractors must
be currently certified at date of bid.
Any other mention of bid dates or plan availability locations is hereby rescinded.

All Bidders must guarantee their proposal for (120) days from the time of submittal.
Bidder Question Procedure
All technical and bid questions must be in writing (not phoned) via email to Bismark Construc-
tion, Attn: Greg J Raucci at gjraucci@bismarkconstruction.com and estimat-
ing@bismarkconstruction.com
No questions shall be accepted after Thursday, June 25th, 2026. Answers will be responded
via addenda and issued to all bidders via the Bismark website.
All bidders must utilize the specified manufacturers and vendors. Any requests for substitutions
must be submitted in writing no later than the Request for Information (RFI) deadline indicated
above. Acceptance or rejection of a substitution will be issued to all bidders via addendum.
Liquidated Damages
Liquidated Damages are required at $1,000.00 per day.
Prevailing Wage Rates
Each subcontractor who is awarded a contract shall be subject to provisions of the Connecticut
General Statutes, Section 31-55a concerning annual adjustments to prevailing wages.
Wage Rates will be posted each July 1st on the Department of Labor website:
www.ctdol.state.ct.us Such prevailing wage adjustment shall not be considered a matter for any
contract amendment. The wages paid on an hourly basis to any mechanic, laborer or workman
employed upon the work herein contracted to be done and the amount of payment or contribu-
tion paid or payable on behalf of each such employee to any employee welfare fund, as defined
in subsection (h) of section 31-53 of the Connecticut General Statutes, shall be at a rate equal
to the rate customary or prevailing for the same work in the same trade or occupation in the
town in which such public works project is being constructed. Any subcontractor who is not ob-
ligated by agreement to make payment or contribution on behalf of such employees to any such
employee welfare fund shall pay to each employee as part of his wages the amount of payment
or contribution for his classification on each pay day.
CHRO REQUIREMENTS
This contract is subject to state set-aside and contract compliance requirements. As outlined
under State of Connecticut CHRO requirements. See instructions to bidders. All bidders must
complete, sign, and return the “CHRO Compliance Acknowledgement Agreement.” form to the
grantee at the time of bid opening. Bids not including this form should be considered incom-
plete and rejected. Please find this form under Spec Section 00 43 38 CHRO Compliance
Acknowledgement Agreement.
