Project 30856.0010 – Resurfacing Package DMcCormick CountyAddendum 1March 25, 20261. AMENDMENT OF SOLICITATIONThe Solicitation of this project is amended as described below. Except as provided in thisaddendum, all other provisions of the solicitation remain unchanged and in full force andeffect.2. REQUIREMENT TO ACKNOWLEDGE ADDENDUMBy submitting your bid, you are attesting that you have read, understand and acknowledge thisaddendum. Bidder shall acknowledge receipt of Addendum on Document 00313 – Bid Form.3. DESCRIPTION OF AMENDMENTa. Questions and Answers4. AUTHORIZED REPRESENTATIVEName: Allison Busch, PEDate: March 24, 2026Title: Project ManagerQuestions and Answers1. Q: Will materials testing be required?A: No2. Q: Is hydroseeding required?A: Seeding shall be in accordance with Section 02902 of the specifications.3. Q: Can lengths\areas for each road be provided?A: No additional information will be provided at this time beyond the bid quantities listed onthe bid form and the road locations shown on the exhibit.4. Q: Will full-depth patching areas be marked for the Contractor?A: Yes5. Q: Should backfill be included in the line item cost for pipe?A: Yes, the unit price for each pipe line item should include all costs needed for installation.6. Q: What class pipe is required?A: Class III7. Q: Are any pipe end treatments required?A: No8. Q:A:Will contractor be responsible for reflective cracking within the one-year warranty period?Warranty shall cover all materials and workmanship. If cracking occurs during the warrantyperiod, County will inspect the work to ensure that the minimum of 1.5” of asphalt wasplaced and to determine the cause of cracking. If it is due to reflective cracking and thecontractor has placed less than 1.5” of asphalt, contractor shall repair the area at no cost tothe County.9. Q: Are there any known utility conflicts?A: County is unaware of any conflicts.10. Q: Are any erosion control measures needed at the culvert replacements?A: None anticipated at this time.11. Q:A:Since the County has three packages currently advertised, if one contractor is selected formore than one contract, will they be required to run projects concurrently?If one contractor is selected for more than one contract, there will be flexibility on the startdates for the different packages; however, work for each subsequent package shall beginwithin a week of final completion of the previous package. Resurfacing Package B shall becompleted first.12. Q: Will there be any asphalt indexing?A: No13. Q: Does the county want the millings?A: No, assume cost to haul off in the milling line item.14. Q:A:Will contractor be allowed to close roads to traffic for culvert replacement?For roads that are not dead end and residents have more than one way to ingress\egress, atemporary road closure will be allowed. Roads shall not remain closed overnight. Opentrenches shall be covered by metal plates and open to traffic when work is not taking place.For roads that are dead end and residents do not have a secondary way to ingress\egress,temporary road closures will not be allowed. One lane shall be open to traffic at all times.Contractor shall be responsible for communication of work and upcoming future roadclosures to residents. Residents shall be given a 24-hour notice for any road closures.15. Q:A:Some of the roads are only 14’ and 16’ wide and how are we to keep one lane open withconstruction equipment onsite and trucks moving in and out of work area? We would liketo just pull one pass as was when the roads were previous paved?See response to question 14.16. Q:A:Will contractor be responsible for replacing or building up driveway aprons to meet newasphalt on roads that are receiving overlays?Contractor shall wedge down edge of asphalt to avoid any drop-offs from new edge ofpavement down to existing driveways. Driveway aprons are not anticipated to be replacedat this time.17. Q: Is the riprap pay item for the end of pipes?A: Yes18. Q: Where can equipment be stored?A: It is the responsibility of the contractor to determine this location.19. Q: Can culvert on Overlook Pt be verified?A: It has been confirmed that this culvert is not located as shown on the exhibit, and it hasbeen removed from the bid form.20. Q:A:Shoulder Buildup can that be defined? Some roads haven’t been backfilled that are beingmilling and overlayed and what will be done in that case? The pay item for grassing is tohydroseed the disturbed areas off the roads right?Shoulder buildup is only being specified for roads that are receiving overlays. Buildup shallprovide a shoulder cross-slope of 8%. See question #2 for hydroseeding.21. Q: Can milling\asphalt quantities be verified?A: Milling quantity has been updated on bid form.22. The existing stop bar on Rhett Dr at the intersection with Hwy 378 will need to be remarked. Aline item for this has been added to the bid form.
