Additionaldetailed information about the District may be found at www.fhsdschools.orgSection 2.0 – Project OverviewThe Facilities and Operations Department of the Francis Howell School District (District) is seekingproposals from qualified roofing contractors to remove and replace the existing shingle roof on thestadium concession stand at Francis Howell High School. The project scope includes removal of existingroofing materials, installation of new architectural, impact-resistant shingles, replacement of flashing andvents as specified, and compliance with all applicable building codes and safety standards.Section 3.0 – Scope of WorkThe selected contractor shall provide all labor, materials, equipment, supervision, and disposal necessaryto complete the project as outlined below:● Removal and proper disposal of existing roof shingles and underlayment.● Inspection of existing roof decking.● Replacement of damaged plywood sheathing as necessary. (see Section 4 for unit pricing).● Installation of new architectural, impact-resistant asphalt shingles.● Installation of new ice and water shield, underlayment, and appropriate drip edge.● Flashing of all plumbing vent pipes with lead vent pipe flashing.● Removal and replacement of all other roof vents with like vents.● Installation of new ridge caps, sealants, and accessories per manufacturer’s specifications.● Work to be completed during normal business hours.● The project must be substantially complete by January 5, 2026.Section 4.0 - PricingProposers shall provide a detailed cost breakdown including:● Total project cost for roof removal and replacement.● Unit cost per sheet of replacement plywood if required: $______ per 4’x8’ sheet.● Any additional costs for materials, permits, or disposal fees.All pricing shall be firm for the duration of the project.Section 5.0 - Contractor Requirements● All workers must undergo a background check prior to working on site.● Contractor must adhere to prevailing wage requirements.● Contractor must be properly licensed and insured.Page 3Section 6.0 – Timeline for ProcessThe timeline listed below is the District’s estimation of time required to complete the process. The following will serve as the basiccriteria for the selection.1. Offeror's demonstration of a complete understanding of the District’s requirements and needs.2. The qualifications and experience of the Company3. The Proposed timeline for project completion.4. Evaluation of past performance, references, interviews, presentations, etc.5. The total cost of the services offered to the DistrictSection 8.0 – Proposal Requirements1. The Certification Form must be completed and included.2. Proposed timeline for project completion.3. Cost breakdown by center and total project bid amount.4. The Company shall complete Attachment 1, Company Identification Form.5. The Company shall complete Attachment 2A and 2B, providing the District a listing of all similarprojects completed within the last five years. The Company shall additionally provide the District alisting of all public school clients that have discontinued service from the Company in the past fiveyears due to poor performance or non-performance.6. The Company shall complete Attachment 3, Federal Work Authorization Program Addendum.7. The Company shall complete Attachment 4, Federal Work Authorization Program Affidavit.8. The Company shall complete Attachment 5, Felony Conviction Notification.Page 49. The Company shall provide proof of Registration with the Missouri Secretary of State.Section 9.0 – Selection ProcessAfter evaluating all Proposals properly submitted, the District staff responsible for the evaluation willmake a recommendation for selection to the District’s Board of Education. The Board of Education shallmake the final selection of the Company that will provide the services. However, no contract shall beformed and the District shall not be bound to any selection until such time as a final, written contract withthe selected Company is approved by the Board of Education. The District reserves the right to negotiatethe contract terms with the Company that will be recommended to, or that is selected by, the Board ofEducation. The District further reserves the right to reject any and all Proposals and to waive any"informalities" in the Proposals received whenever such selection, rejection, or waiver is in its bestinterest. All Proposal documents become public record once a negotiated contract has been executed.Page 5
