Description: REQUEST FOR PROPOSALS The City of Billings, an Equal Opportunity Employer, is seeking Requests for Proposals from qualified and experienced General Contractor/Construction Manager (GC/CM) firms for the construction of the 2025 Terminal Project. The City of Billings will use a competitive, qualification and price-based procurement process to select and enter into a GC/CM contract with a Construction firm. This project is expected to be funded with Department of Transportation (DOT) – Federal Aviation Administration (FAA), Airport Improvement Program (AIP) grant funds, Passenger Facility Charge (PFC) funds, and other funds. The RFP package will be available Friday afternoon, July 11, 2025. All Request for Proposals must be submitted to the Office of the Director of Aviation and Transit, Billings Logan International Airport, 1901 Terminal Circle, Room 216, Billings, Montana 59105, no later than 4:00 p.m., MST, Thursday, July 31, 2025. The City may, at its option, shortlist from the RFPs submitted and request the selected firms to make a presentation before a selection panel shortly thereafter. Firms must present evidence that they are fully competent and have the necessary facilities, experience, and resources to fulfill the conditions of the agreement, which will ensure a high standard of service is afforded. Consideration shall be given to such matters as integrity, record of past performance, technical resources and accessibility to other necessary resources. Billings Logan International Airport (BIL) reserves the right to reject any applicant who, in BIL’s opinion, does not have adequate qualifications. BIL reserves the right to terminate selection proceedings at any time. The City of Billings is an Equal Opportunity Employer.
