Description: Request for Proposals for Professional Services ELENA-BLANCA PRESSURE ZONE CONSOLIDATION DESIGN AND ENGINEERING SERVICES DURING CONSTRUCTION The City of Morro Bay (City) is requesting technical and cost proposals from qualified firms, consultants, or individuals for design services for the Elena-Blanca Pressure Zone Consolidation Project and associated Engineering Services During Construction (ESDC) as part of the City water system infrastructure upgrades outlined in the OneWater Plan. The Consultant shall be responsible for preparing an effective, clear, and concise proposal. CITY OF MORRO BAY

ELENA-BLANCA PRESSURE ZONE CONSOLIDATION DESIGN AND ENGINEERING SERVICES DURING

CONSTRUCTION

The City of Morro Bay (City) is requesting technical and cost proposals from qualified firms, consultants, or

individuals for design services for the Elena-Blanca Pressure Zone Consolidation Project and associated

Engineering Services During Construction (ESDC) as part of the City water system infrastructure upgrades

outlined in the OneWater Plan.

No proposer (Consultant) shall discriminate in employment practices on the basis of race, color, national

origin, ancestry, disability, gender, or religion. No qualified handicapped person shall, on the basis of

handicap, be excluded from participating in, be denied the benefits of, or otherwise be subjected to

discrimination in any matter leading to the award of contract.

The Consultant shall be responsible for preparing an effective, clear, and concise proposal. The Proposal shall

be in pdf format and submitted on a usb portable drive to the address below and also sent via email to

mevers@morrobayca.gov.

All proposals must be received before Thursday, January 29, 2026 at 4:00 PM at the address below

Proposals received after the date and time specified will not be considered. Also, the not-to-exceed

project budget and cost proposal must be submitted on the usb drive in a separate password

protected pdf file named “Cost Proposal” as a companion document to the proposal.

There is no expressed or implied obligation for the City to reimburse the responding firms for any

expenses incurred in preparing proposals in response to this request. The City reserves the right to

reject any or all proposals submitted, to waive any irregularities or informalities not affected by law,

to evaluate the proposals submitted, and to award the contract according to the proposal which

best serves the interests of the City. All proposals will be compared on the basis of the Consultant’s

demonstrated understanding of the scope of work to be performed, methods and procedures to be

used, management, personnel and experience, and consultation and coordination with the City.

Proposals are not publicly opened (disclosed).
