NOTICE INVITING BIDSThe City of Oxnard is requesting your bid for the Fire Suppression Repairs at Performing Arts andConvention Center (PACC) Project, Specification No. PW 26-71 located at 800 Hobson Way,Oxnard, CA 93030. The project will entail the work detailed in the attached Scope of Work. Pleasesubmit your bid by electronic submission at Planet Bids at the link listed here:https://vendors.planetbids.com/portal/69575/portal-home until 2:00 pm on June 3, 2026. TheCity will not consider any bid submitted in a different manner and/or after that deadline. Bid resultswill be available on Planet Bids.Your pricing must include prevailing wage, delivery, taxes, labor, materials, equipment andsupplies for the project to the satisfaction and under the direction of the Project Manager.Schedule: This project is to be completed within fourteen (14) Working Days after the City issuesa Notice to Proceed. There will be a $250 assessment for each Calendar Day that Work remainsincomplete beyond the completion deadline.Optional Pre-Bid Meeting and Site Visit. An optional pre-bid meeting and site visit will be heldon May 13, 2026, at 10:00 a.m. at the Performing Arts and Convention Center (PACC) located at800 Hobson Way, Oxnard, CA 93030.License: The project requires a valid California Class C-16 Fire Protection Contractor’s licenseissued by the Contractor’s State License Board, and a current City business license upon Contractaward.Contract: Attached is a sample contract that may be used as a template to the contract signedbetween the City and the successful bidder. The City reserves the right to amend this contractany time before execution.Insurance: The City requires the insurance listed in document INS-I, which can be found in thesample contract form attached.Bonds: Upon Contract award, the successful Bidder may be required to provide both Paymentand Performance Bonds, each at 100% of the Contract Price, to the City Clerk or his or herdesignee if your project is $25,000 or more. The bond forms can be found in the sample contractform attached.Prevailing Wages: This project is a “public work” subject to the requirements of Labor CodeSection 1720 to 1861 and California Code of Regulations Title 8, Sections 16450 through 16464.The selected contractor and all subcontractors must pay prevailing wages in accordance with thedetermination of the Director of the DIR. Copies of prevailing wage rates for each craft,classification, or type of worker needed for this project are on file at City Hall and will be madeavailable to any interested party on request. They are also availableNIB 1at http://www.dir.ca.gov/Public-Works/Prevailing-Wage.html. This Project is subject tocompliance monitoring and enforcement by the DIR. The Contractor shall furnish certified payrollrecords directly to the Labor Commissioner. Contractor and all Subcontractors are not qualifiedto bid on, be listed in a Bid proposal, or engage in the performance of any contract for public work,as defined in Labor Code Sections 1720 through 1861, unless registered and qualified to performpublic work pursuant to Labor Code Section 1725.5 at the time of Bid submission.Addenda: The City Engineer may issue Addenda to the Contract Documents during theperiod of advertisement for any reason. Addenda may be issued to answer pre-bidquestions and/or to clarify or make any corrections in this Bid Package. Bidders areresponsible for ensuring that they have received all Addenda, if any. Bidders may contactthe City to verify that they have received all Addenda issued. Addenda are posted to thePlanet Bids portal and registered plan holders will be notified through Planet Bids.How to Bid: Prospective Bidders must obtain bid documents and submit their Bid forms throughthe City of Oxnard’s Planet Bids electronic bidding portal for the Project which can be found atthe following link: https://vendors.planetbids.com/portal/69575/portal-home. Bid forms requiredto be completed and uploaded to the Planet Bids portal for the Project include a Bid Schedulewith your total cost for the project, a Designation of Subcontractors form, and a Fleet ComplianceCertification (CARB) form. Only the forms provided on the Planet Bids portal for the Project willbe accepted. Bids submitted on any other form or in any other manner will be deemed non-responsive.Bid Deadline: Please submit your bid response through electronic submission at Planet Bids atthe link listed here https://vendors.planetbids.com/portal/69575/portal-home.
