The City of San Antonio (City), Capital Delivery Department (CDD) is issuing a Request for Competitive Sealed Proposals (RFCSP) for qualified firms (Respondents) to provide construction services for the Fire Station #21 a 2022 BOND (Project). New Construction, located at Pleasanton Rd, San Antonio TX 78073.

A non-mandatory Pre-Submittal Conference is scheduled, for February 3, 2026, at 11:00 a.m. CT. The Pre-Submittal Conference will be held via WebEx meeting. Under Section 2-309 of the Municipal Campaign Finance Code, the following are prohibitedfrom making a campaign or officeholder contribution to any member of City Council, candidate for City Councilor political action committee that contributes to City Council elections beginning on the *10th business day aftera contract solicitation has been released through the 30th calendar day following the approval by City Council(“blackout” period):1. Any individual seeking a high-profile contract;2. Any owner, officer, officer of board, executive committee member, and general board member of an entityseeking a high-profile contract;3. The legal signatory of the high-profile contract;4. Any attorney, lobbyist or consultant hired or retained to assist the individual or entity in seeking a high-profile contract;5. Subcontractors hired or retained to provide services under the high-profile contract;6. Any first-degree member of the household of any person listed in (1), (2), (3) or (5) of this subsection;and7. BACKGROUNDThe City of San Antonio (City), Capital Delivery Department (CDD) is issuing a Request for CompetitiveSealed Proposals (RFCSP) for qualified firms (Respondents) to provide construction services for theFire Station #21 a 2022 BOND (Project). New Construction, located at Pleasanton Rd, San AntonioTX 78073.II. SCOPE OF WORK AND GENERAL REQUIREMENTSOn, City Council approved Ordinance authorizing the negotiation and execution of 25 ProfessionalServices Contracts of which Debra J. Dockery, Architect, P.C. was selected to design the Fire Station21 project. Debra J. Dockery, Architect, P.C. was originally selected to design a square foot new FireStation 21 replacing the existing administration and housing areas at old fire station. Subsequentprogramming has determined that to provide a fully functional station that meets the needs of theassigned area of operations apparatus bay and supporting equipment bunker needs to be provided.New construction one (1) EMS bay with Pavement Vehicle Exhaust System, United States DigitalDesigns (USDD) Fire Alerting System /Joker Stand, Kitchen/Dining, Day Room, Public Lobby, Offices,Officers’ dorms, Fire Fighters’ dorms, EMS dorms and quarters. Exercise room, laundry, restrooms,and bathrooms, mechanical and electrical rooms, IT room, emergency generator, mechanical yard,storage, public and staff parking, entrance and exit drives, landscaping and any other work required forthe completion of the project as designed in the project plans and specifications.Additionally, an additive alternate is also being proposed.Alternates:3.1 SCHEDULE OF ALTERNATESA. ADDITIVE Alternate Bid Item No. 1: Provide and install motorized four-fold vehicle bay doors atthe three fire apparatus bays facing Pleasanton Road.B. ADDITIVE Alternate Bid Item No. 2: Provide and install suspended wood panel ceilings in the DayRoom and Kitchen as shown on the drawings and specified in Section 095117 and with linear lightfixtures.Plans and Specifications of the Construction Documents: Documents may be downloaded on theCivCast website at https://www.CivCastusa.com/bids. Questions received from potential respondentsshall be answered by the City by posting on the CivCast website. City shall not be responsible for incorrectinformation obtained through other sources.Construction Cost Estimate: $10,570,816.00Calendar Days: Respondent understands and agrees that this is a 420-calendar day contract.The construction cost estimate and calendar days listed above includes the base bid and all alternateslisted in the bid form on CivCast.Liquidated Damages for Delay in Substantial Completion and Final Completion: The Contractorwill be expected to begin construction in accordance with Article 1 –General Provisions, Section 1.2.4,Notice to Proceed and Commencement of Contract Times in the General Conditions-City of SanAntonio Construction Contracts. In the event the selected Respondent fails to achieve SubstantialCompletion and/or Final Completion of the Project by the dates established for Substantial Completionand/or Final Completion, Respondent hereby accepts and agrees it shall pay City the sum indicated onthe table below for each and every calendar day of unexcused delay in achieving SubstantialCompletion and/or Final Completion beyond the Scheduled Completion/Final Completion dates.Any sums due and payable hereunder to City shall be payable, not as a penalty, but as LiquidatedDamages representing an estimate of delay damages sustained by City, estimated at the time ofexecuting the Contract. Such Liquidated Damages shall apply regardless of whether Respondent hasbeen terminated by City prior to Substantial Completion, so long as Respondent's actions or inactionscontributed to the delay. Such Liquidated Damages shall be in addition to and not in preclusion of anyrecovery of actual damages resulting from other defects in Respondent's performance hereunder, formatters other than delays in Substantial Completion/Final Completion.When City reasonably believes that Substantial Completion/Final Completion will be inexcusablydelayed, City shall be entitled, but not required, to withhold from any amounts otherwise due toRespondent an amount then believed by City to be adequate to recover liquidated damages applicableto such delays. If and when Respondent overcomes the delay in achieving Substantial Completionand/or Final Completion or any part thereof, for which City has withheld payment, City promptly shallrelease to Respondent those funds withheld but no longer applicable as Liquidated Damages.
