INTENTThe Ranch Events Complex is seeking qualified contractors to complete a comprehensive renovation of a 24’ x64’ modular building built in 2003. The project will convert the existing two-classroom layout into a constructionjob-site office with:1.1 Two (2) restrooms1.2 Four (4) private offices1.3 One (1) large open conference space1.4 One (1) kitchenette1.5 One (1) storage closetWork includes a complete interior and exterior renovation down to the studs, full system upgrades, insulationreplacement, and compliance with all applicable codes. All work will occur on-site at The Ranch, located at5280 Arena Circle, Loveland, Colorado.2. QUALIFICATIONSQualifications, at a minimum, include the following items. Proposals are to clearly document explicitly how eachof the following qualifications have been met.2.1 Contractor must have a proven track record of successful completion of similar projects, with atleast two (2) completed within the past five (5) years. Attach completed Attachment A-References.2.2 Contractor must have all necessary licenses required to perform the work. Attach copies of anyrelevant certificates, credentials.3. SCOPE OF WORKThe Awarded contractor will perform all work necessary to complete interior and exterior renovations down tothe studs, provide full system upgrades and connections, and bring the unit in compliance with all applicablecodes. At a minimum, this includes the following:3.1. Demolition3.1.1 Remove all interior partitions, ceilings, finishes, and fixtures to expose framing.3.1.2 Remove all HVAC, plumbing, and electrical systems.3.1.3 Properly dispose of debris and maintain a safe, clean work area throughout the project.3.2. Framing and Layout3.2.1 Construct new interior walls for offices, restrooms, kitchenette, and storage closet.3.2.2 Frame to maintain structural integrity, proper anchoring, and plumb alignment.3.2.3 Install acoustic insulation between offices and ceilings for sound control and privacy.3.2.4 Provide sound seals on interior doors to reduce noise transmission.3.3. Exterior Work3.3.1 Replace all exterior doors with insulated metal doors and ADA hardware.3.3.2 Replace all windows with dual-pane, energy-efficient commercial units.3.3.3 Replace all gutters, downspouts, and flashing for proper drainage.3.3.4 Replace roof decking, underlayment, shingles, and flashing as needed.3.3.5 Repair siding as required; refinish entire exterior for uniform appearance.3.3.6 Install new exterior security lighting with motion or photocell control.3.3.7 Install insulated skirting around the foundation; ensure proper grading for drainage.3.3.8 Provide a secure underfloor access hatch and rodent/moisture-resistant mesh protection.3.4. Building Systems3.4.1 HVAC: Install a new energy-efficient system with ductwork, exhaust fans, and programmablethermostats.3.4.1.1 Provide air balancing to ensure even airflow in all rooms.23.4.1.2 Include fresh air intake and mechanical ventilation per mechanical code.3.4.2 Plumbing: Rebuild restrooms and kitchenette with new fixtures, underfloor plumbing, venting, anda new water heater.3.4.2.1 Use low-flow, water-efficient fixtures.3.4.2.2 Confirm and connect to existing water and sewer systems; upgrade as required.3.4.2.3 Install heat tape and insulate the water supply line.3.4.3 Electrical: Upgrade or replace the main service panel, wiring, and devices per National ElectricalCode.3.4.3.1 Confirm and connect to existing electrical service; provide new tie-ins or upgrades asneeded.3.4.4 Lighting: Install new LED lighting with occupancy sensors and emergency backup lighting.3.4.5 Data: Provide and terminate CAT6 (or better) cabling to all offices, two ceiling boxes for WIFIaccess points, and the conference room for internet/phone.3.4.6 Safety: Install smoke and CO detectors, exit signs, surge protection, and fire extinguishercabinets.3.4.6.1 Provide exit signage, emergency lighting, and extinguishers per building and fire code.3.5. Insulation and Energy Efficiency3.5.1 Remove all existing insulation in exterior walls, ceilings, and floor assemblies.3.5.2 Install new insulation meeting or exceeding the following R-values:3.5.2.1 Ceilings: R-383.5.2.2 Walls: R-213.5.2.3 Floors: R-303.5.3 Provide vapor barriers and complete air sealing at all penetrations.3.5.4 Replace any underfloor vapor barrier and secure new insulation with protective sheathing.3.5.5 Confirm full compliance with the energy code.3.6. Interior Finishes3.6.1 Install new drywall or durable wall panels; tape, prime, and paint with washable enamel.3.6.2 Install commercial-grade resilient flooring (LVP, VCT, or sheet vinyl).3.6.3 Create a mud-resistant entry zone with heavy-duty flooring and walk-off mat.3.6.4 Construct kitchenette with cabinets, countertops, sink, and GFCI outlets.3.6.5 Install suspended or drywall ceilings.3.6.6 Provide window blinds or shades for all windows.3.6.7 Use heavy-duty trim, vinyl/rubber base, and metal corner guards.3.6.8 Apply light, neutral paint colors for a professional appearance.3.6.9 Paint all walls, ceilings, doors, and trim for a uniform finish.3.7. Accessibility & Code Compliance3.7.1 Provide stairs and guardrails at doorways.3.7.2 Ensure at least one restroom meets full ADA clearance requirements.3.7.3 Confirm all egress, lighting, and signage comply with current codes.3.7.4 Provide conduit and junction boxes for future security cameras or access control systems.3.7.5 Obtain all required permits and schedule inspections with the City of Loveland and LarimerCounty.3.8. Contractor Responsibilities3.8.1 Coordinate all trades and provide complete project management.3.8.2 Obtain all building and trade permits; complete all work by current codes.3.8.3 Maintain OSHA-compliant safety procedures and secure the work area.3.8.4 Protect adjacent property and restore disturbed areas at completion.33.8.5 Provide and manage temporary utilities during construction.3.8.6 Perform daily cleanup and complete site restoration at project closeout.3.8.7 Communicate unforeseen conditions immediately and proceed with changes only upon writtenauthorization.3.8.8 Attend required inspections and provide documentation for permit closeout.3.9. Materials and Workmanship3.9.1 All materials shall be new, commercial-grade, and suitable for high-use environments.3.9.2 Finishes shall be durable, washable, and moisture-resistant.3.9.3 HVAC, insulation, and glazing shall meet current energy efficiency standards.3.9.4 Licensed professionals shall perform all trades.3.9.5 The completed facility shall present a clean, professional, and like-new appearance.4. AWARD AND CONTRACTThis solicitation will be awarded to the vendor with the most responsive, responsible, reasonable quotationmeeting all specifications and deemed the best value, best fit and most advantageous to Larimer County. Toassist in the decision for award: interviews may be held, background checks may be performed, referencesmay be contacted, and other inquiries may be taken to determine the abilities of the vendor.A formal agreement will be awarded to the vendor with the most responsible, responsive, reasonable quote,deemed the best value, best fit, and most advantageous to Larimer County. Interviews may be held, andreferences may be contacted, to assist in the decision for award. A Sample of Larimer County’s Agreement isincluded with this Request for Quotation as Attachment C - Agreement.The vendor will be required to furnish Performance and Payment Bonds totaling 100% of the project price.Sample performance & payment bonds are included with this RFQ (Attachment B).Upon Notice of Award, the Award Vendor will be required to submit a valid Certificate of Insurance (COI) thatmeets, at a minimum, the Insurance Requirements published in the solicitation. This valid COI must bereceived by Larimer County within 10 calendar days of the Notice of Award and must include Larimer Countylisted as Additional Insured and Certificate Holder. Work may only begin after the COI has been approved byRisk Management.5. INSURANCE REQUIREMENTSBEFORE submitting your company quote, confirm with your insurance carrier that your company can meet theinsurance requirements published in the solicitation. Your company insurance coverages should be correctlynoted in the most current EOC. NOTE: All Larimer County contracts require that the Award Vendor possessappropriate insurance at all times during the contract; these coverages are purchased at the company'sexpense. The County’s insurance requirements may necessitate a company adding or increasingcoverage/limits, and those changes may impact pricing for the proposed project. These costs must be includedin your pricing at the time of submission and will not be permitted to be added later.Prior to commencement of any work, contractor/vendor shall provide a Certificate of Insurance issued toLarimer County, 200 West Oak St., Suite 4000, Fort Collins, Colorado 80521 as the Certificate Holder. Theinsurance required herein shall be procured and maintained in full force and effect for the duration of theContract or Agreement and shall be written for not less than the following amounts, or greater if required bylaw. Such certificate shall be delivered to InsuranceCert@larimer.org.4I. Workers' Compensation and Employers' Liability (waiver available if no employees)A. Workers’ Compensation:StatutoryB. Employer's Liability:$100,000 Each Accident$500,000 Disease-Policy Limit$100,000 Disease-Each EmployeeC. Waiver of Subrogation in favor of Larimer CountyD. If the contractor/vendor is not required to carry Workers’ Compensation coverage per ColoradoWorkers’ Compensation Act 8-40-202(2)(b) a signed Workers’ Compensation waiver must beprovided.II. Commercial General Liability on an Occurrence Form with minimum limits as follows:A. Per Occurrence Limit$1,000,000B. General Aggregate Limit$2,000,000C. Contractor/Vendor agrees that the insurance afforded the County is primary non-contributory.III. Automobile Liability Insurance including coverage for all owned, non-owned, & hired autos. Limits tobe as follows:A. Bodily Injury & Property Damage Combined Single Limit$1,000,000B. Lower limits may be accepted if automobiles are not used for transport in relation togoods/service provided as outlined in agreement (i.e. only commuting to job site).C. Personal Auto Coverage is also applicable if commercial auto does not apply.IV. Professional Liability/Errors & Omissions$1,000,000V. Minimum required limits set forth herein may be met by utilizing a combination of excess/umbrellapolicies in conjunction with primary insurance policies if necessary.VI. General Liability and Automobile Liability insurance policies shall include Larimer County andits elected and appointed officials and employees as additional insureds as their interests mayappear.VII. The County reserves the right to reject any insurer it deems not financially acceptable by insuranceindustry standards. Insurance Companies shall be licensed to do business in the State of Colorado andshall have an AM Best rating of not less than A- VII.VIII. Notice of Cancellation: Each insurance policy required by the insurance provision of this Contract orAgreement shall provide the required coverage and shall not be suspended, voided, or canceled.Should any of the required policies be cancelled before the expiration date, notice shall be delivered toLarimer County, 200 West Oak St. Suite 4000, Fort Collins, CO 80521 or InsuranceCert@larimer.org.IX. Subcontractors: If subcontractors are used by contractor/vendor in the performance of contractedservices, all subcontractors are required to carry insurance coverage consistent with the limits as listedin this document and the subcontractor must include Larimer County an additional insured as describedin section VI.ANY DEVIATIONS FROM THE STANDARDS GIVEN ABOVE MUST BE APPROVED BY THELARIMER COUNTY RISK MANAGEMENT DIVISION.6. EVALUATION CRITERIA:The criteria below will be the basis for review of the quote submittals. The rating scale will be for availablepoints; receiving the maximum points available per criteria would be considered an outstanding rating.5
