PT, on Friday, April 17, 2026”Note: Signatures must be legible, indicating full first and last name.The City of ReddingPurchasing DivisionCITY OF REDDINGSPECIFICATIONS TO FURNISHMISCELLANEOUS VEHICLE GLASS REPAIR / REPLACEMENT(RFQ #5689)GENERALThe City of Redding wishes to establish a contract with a responsible, licensed vendor for annualmobile vehicle glass repair and replacement needs for City fleet vehicles and surplus fleet vehiclesscheduled for auction. Annual usage is estimated to be approximately $20,000 based on pastusage. No specific quantity can be guaranteed.CONTRACT TERMThe term of this contract shall be from awarded date through April 30, 2027. If mutually agreedupon, with all prices, terms and conditions remaining the same, the contract may be extended two(2) additional one (1) year periods, through April 30, 2029.SCOPE OF WORKAn estimated 54 vehicles will require glass repair or replacement during a given year. This is anestimate only; the City may require more or less during the contract period. Vendor shall be afull-service glass repair/replacement operator, capable of providing the type of service(s) specifiedherein. City may provide glass for certain equipment. These locations include, butare not limited to:City Corporation Yard, 20055 Viking Way, ReddingCity Hall, 777 Cypress Avenue, ReddingRedding Airport, 6751 Woodrum Circle, ReddingWest Central Landfill, 14095 Clear Creek Road Igo, CA 96047One of the eight (8) Fire Stations located around the cityVendor shall not transport the vehicles to a separate location to perform the work, unless pre-approved by the City of Redding Fleet Supervisor.Page 1Dynamic Calibration of Smart windshields shall take place at vendor’s shop.During the contract period, the City will contact the successful Vendor to make an appointmentfor the glass repair/replacement when service is required.Vendor shall complete the work requested within twenty-four (24) hours from time of notice. IfVendor consistently does not meet this requirement, the contract may be cancelled.If the product is on back-order, vendor shall notify City within twenty-four (24) hours (from timeof notice) of expected date of completion.If the Vendor is unable to perform duties as required, the City reserves the right to have glassrepair/replacements made elsewhere, and/or terminate the contract.Should a vehicle require repairs that exceed the above-mentioned time frame, then a suitable timeframe shall be mutually agreed upon between the Vendor and the City.Successful Vendor shall provide certificates of insurance per the attached specifications.Vendor shall be responsible for any vehicle code violations or accidents that may occur while inpossession of the vehicle.INVOICING/PAYMENTInvoices shall be given to the Fleet Maintenance personnel upon completion of repair/replacement.Invoice shall include Fleet vehicle number and position of the glass repair/replacement (i.e.,windshield, RH front side, LH front side).Statement(s) shall be submitted at the end of each calendar month for deliveries made during thatmonth, with copies of invoices for that month.Copies of signed, extended invoices shall be left for every delivery.When invoicing vehicle glass purchases/installations, vendor shall specify on the invoice/workticket the NAGS glass number.MATERIALRecycled, remanufactured, or previously owned product will not be accepted.Due care shall be exercised in packing, handling and shipping to assure arrival of material at itsfinal destination(s) in excellent condition. Any damage, loss, breakage, deterioration or otherreason causing material not to arrive, or to arrive in other than excellent condition, shall be theresponsibility of the Vendor.PRICINGSECTION I: Per Vehicle Flat Fee – Windshield Replacement – Vendors shall provide a firm,all-inclusive flat fee per vehicle for windshield replacement for each vehicle type listed on thePage 2Proposal Form. These fees shall represent the total charge for a complete windshield replacementservice for that vehicle category and will be used for bid evaluation purposes. The Per Vehicle Flatfee will include all glass, labor, tools, equipment, materials, adhesives, sealants, license, permits,travel, fuel, insurance, calibration, and any other costs required to perform the services as specifiedherein.SECTION II: Includes all vehicles not covered in Section I. All glass parts shall be priced inaccordance with the current National Auto Glass Specifications (NAGS) list. Vendors shall specifythe percentage discount offered for the following glass categories: Domestic, Domestic Tempered,Foreign, Foreign Tempered, and New Gaskets. NAGS discount rate shall apply to windshieldpricing on vehicles not listed in Section I: Per-Vehicle Flat Fee. Vendor shall provide individuallabor rates (on site or vendor’s shop), calibration rates, and sealant costs.SECTION III: Provide flat rate for windshield repair and rock chip repair. Price shall include alllabor, materials, equipment, and travel.The discounts and prices quoted herein are firm and prices shall remain firm for the contract period.Fuel surcharges during the contract period will not be allowed.LICENSE REQUIREMENT Vendor shall be licensed by the State of California Bureau of Automotive Repair as anAutomobile Repair Dealer. Contractor shall hold a valid City of Redding Business License or shall obtain a Citybusiness license prior to issuance of purchase order.VENDOR REQUIREMENTSQuotes will only be considered from firms typically engaged in providing the types ofcommodities/services specified herein. The City reserves the right to inspect the Vendor'sfacilities, equipment, personnel, and organization at any time.Vendor guarantees against defective material and/or workmanship, factory seconds or factoryrejects and considered defective.Vendor agrees that the prices of glass will not exceed the automobile manufacturer list price lessdiscount as shown on Quote Form.Installation of supplied glass for agricultural and industrial equipment may be required. (Tractorcabs, Road Grader cabs, etc.)Vendor will be able to respond by appointment to all City of Redding facilities throughout the Cityand make the repair/replacement on site.Vendor shall provide a minimum of three (3) references for jobs of similar size/scope of work.CLEAN UPVendor shall keep work area clean.
