INVITATION TO BID MORROW COUNTY PUBLIC WORKS ITB No. 2026-144-PR Crack Sealing Services – Various County Roads Morrow County Public Works is requesting sealed bids from qualified contractors to perform crack sealing services on various paved county roads as part of the County’s pavement preservation maintenance program. Work includes providing labor and equipment to perform crack sealing operations including crack cleaning with compressed air and application of hot-pour crack sealant using a squeegee method. The County will supply crack seal material and provide a rear shadow vehicle. ROADS | 2026IP-2 OverviewMorrow County Public Works is soliciting sealed bids from qualified crack sealingcontractors to perform crack sealing on various paved county roads as part of itspavement preservation maintenance program. Award will be made to the lowestresponsive a Contractors are encouraged to independently review projectlocations prior to submitting a bid. Project sites are public roadways and may beinspected at the contractor’s convenience.A coordinated non-mandatory site visit may be arranged by contacting MorrowCounty Public Works at:Public Works Office – 541-989-9500.No additional compensation will be provided for failure to inspect projectlocations. Submission of a bid shall be considered acknowledgment that theContractor has familiarized themselves with existing site conditions.IP-3 Scope of WorkThe Contractor shall provide all labor, equipment, and incidentals necessary toperform crack sealing operations including:• Crack cleaning using compressed air.• Hot-pour crack sealant application.• Squeegee application required – disc application not permitted.• Maintaining traffic in the correct lane during operations.County Responsibilities:• County will Provide crack seal material.• County will Provide rear shadow vehicle with proper vehicle messagingsystem.• County will Coordinate scheduling and work locations.Work Hours: Daylight hours only, Monday through Friday.All work must be completed by April 30, 2026.ITB- CRACK SEALING – VARIOUS CO. ROADS | 2026IP-4 Performance Requirements• Bid shall be submitted on a cost per linear foot basis.• All cracks shall be thoroughly cleaned with compressed air prior to sealing.• Sealant shall be applied with wand and finished with squeegee.• Disc applicators are not permitted.• Work shall comply with all applicable Oregon safety standards.• Work not meeting standards may be rejected and require correction atContractor’s expense.IP-5 Withdrawal of ProposalsA. A bid may be withdrawn at any time prior to the due date/time, by writtenrequest to Morrow County, which may be mailed, 215 NE Main Ave.,Irrigon, OR 97844 or presented in person. The request to withdraw shallbe signed by the supplier, or the supplier’s authorized representative.B. The withdrawal of a Bid does not prejudice the right of the supplier tosubmit a new proposal.C. No Bid can be withdrawn after the Invitation to Bid due time. The proposalconstitutes an offer to enter into a contract if accepted by Morrow County.IP-6 Right to Reject OffersMorrow County may reject any offer not in compliance with all prescribedpublic procurement procedures and requirements, and may reject for goodcause any or all offers upon a finding by the County that it is in the publicinterest to do so.IP-7 Contract AwardA. Bids will be evaluated by a committee appointed by the Public WorksDirector. The contract will be awarded to the proposal deemed mostadvantageous to Morrow County. Proposals will be evaluated withconsideration of the proposal schedule.B. A decision to award the contract will be made in its entirety to a singlesupplier within ten business days of the opening of submitted Bids. Awardof the contract will be made according to timelines available to the Boardof Commissioners.C. Morrow County reserves the right to accept or reject any or all offers andwaive any informalities and irregularities in offers.D. A “Services Contract” (Appendix A) will be executed by Morrow Countyand the vendor with the proposal that is most advantageous to MorrowCounty.ITB- CRACK SEALING – VARIOUS CO. ROADS | 2026IP-8 Contract DocumentsA. The contract documents are intended to be mutually cooperative and toprovide all details reasonably required for the execution of the proposedwork.B. Any person submitting a proposal shall not, at any time after submission,dispute, complain or assert that there was any misunderstanding in regardto the nature, quality or description of the materials to be supplied and thework to be performed.1. Any person submitting a proposal shall not, at any time aftersubmission, dispute, complain or assert that there was anymisunderstanding in regard to the nature, quality or description of thematerials to be supplied and the work to be performed.IP-9 Contractor’s BondsA quote bond is not required for submission of a proposal.A performance bond is not required for this contract for the supply of materials.A payment bond is not required for this contract for the supply of materials.GENERAL PROVISIONS:GP-1 Laws to be ObservedA. The Supplier shall comply with all applicable federal, state, and locallaws, ordinances, rules, and regulations affecting the work at all times.B. The Supplier shall defend, indemnify, and hold harmless Morrow County,its officers, employees, and agents from and against any claims, liabilities,damages, losses, or expenses arising from any violation of applicable lawsby the Supplier, its officers, employees, agents, or subcontractors.C.
