LEGAL NOTICEINVITATION TO SUBMIT QUOTATIONS
The Town of Smyrna will accept quotations on annual pest control services. Bidders shall submit sealed quotations in the format specified in the Invitation to Submit Quotations no later than 10:30 a.m. June 23, 2026 at which time bids will be publicly opened and read aloud. No bid may be withdrawn after the scheduled closing time for a period of 90 days. Bidding documents may be obtained at Smyrna Town Hall during regular business hours or www.townofsmyrna.org . Quotations should be mailed or hand delivered to:

The bidder shall abide by and comply with the true intent of the specifications andnot take advantage of any unintentional error or omission, but shall fully addressthe full intent and meaning of each aspect of the specifications.D. The Town of Smyrna, in accordance with Title VI of the Civil Rights Act of 1964and Title 49, Code of Federal Regulations, hereby notifies all Bidders that it willaffirmatively ensure that in any contract entered into pursuant to thisadvertisement, minority business enterprises will be afforded full opportunity tosubmit bids in response to this invitation and will not be discriminated against onthe grounds of race, color, creed, sex, handicap or national origin in considerationfor an award.H. Bid quotations must be submitted on the Town's quotation page(s). No exceptions.I. By submission of this bid, each bidder/proposer and each person signing onbehalf of any bidder certifies, and in the case of a joint bid each party theretocertifies as to its own organization, under penalty of perjury, that to the best of itsknowledge and belief that each bidder is not on the list created pursuant to T.C.A.§ 12-12-106 Iran Divestment Act. For reference purposes, the list is currentlyavailable online State of TN_Debarred_Vendors.pdf3SECTION II - SPECIFICATIONSScope of services: The Town of Smyrna wishes to establish an annual contract forpest control services at various Town locations. The specifications describe theminimum requirements. Quotes are in effect for twenty four (24) months, fixed price,no increases, surcharges, travel or environmental charges. Additions or deletionscovered by this contract are subject to change. Upon mutual agreement of bothparties, the bid quotes may be renewed for a period of two successive one-yearperiods under the same price, terms, and conditions as submitted in this proposal.The service contract may be cancelled by either party if written notice of intent isgiven ninety (90) days prior to the cancellation date.Service shall include a regular initial inspection and monthly treatment at eachlocation for the eradication and preventative control of all types of pests and rodentssuch as rats, mice, and all insects i.e., flies and ants, any spiders, etc., through aprescribed and approved method of extermination. The Town has food service areasand the vendor will be required to fog all kitchens and food service areas on an asrequested basis at no additional cost. The vendor will coordinate with the facilityadministrator or other personnel designated to oversee the facilities pest control foraccess to the kitchen and dining areas. Normal working hours are Monday – Friday8:00 a.m. – 4:30 p.m. These specifications cover all labor, material, equipment andcertifications necessary to accomplish pest control and eradication. A list ofdesignated Town departments and contacts are on page 12. All buildings shall betreated at least once each month and more as may be required at no additional costto the Town. A recall for service to a facility will be completed within one working dayat no extra charge. The contractor shall supply between scheduled visits glue board,roach bait station, fly bait, etc. on an as needed basis. Glue boards must be changedon an annual basis. The successful bidder shall be responsible for any damageincurred by chemicals used. The exterior perimeter for outside coverage shall be 3feet with consideration given for ornamentals and mulch landscaping.Note: Ants as listed above exclude fire and carpenter ants. These pests requirespecial services beyond the intended scope of any resulting contract.1. It is the responsibility of the contractor to view the work areas and contacteach department representative concerning scheduling services andaddressing service problems on a monthly basis.2. Bidders must satisfy themselves of the quantities for the work covered bythe proposal by examination of the sites and through discussion with eachdepartment contact person. After bids have been submitted, the biddershall not assert that there was misunderstanding concerning the quantitiesof work or of the nature of the work to be done.Only Environmental Protection Agency (EPA) registered non-flammable, non-injurious products may be used for work under this contract. All materials used underthis contract must be in compliance with the Federal and State regulations andspecifically approved for areas in which they are used.4The contractor's service representative will report to each location's contact person(s)prior to performing any work. The contact person(s) will notify the servicerepresentative of any infestation problems. The contact person(s) will ensure that therequired monthly service has been accomplished prior to signing the service ticket.Successful contractor will be required to attend an on-site posting award conferencewhere scheduling and procedures will be presented and discussed with thedepartment contact person from each location.ReferencesVendor shall supply a minimum of three (3) references upon request. References willbe used to determine past performance if vendor history is not known.SpecificationsThe contractor shall perform all work according to these specifications:1. Integrated Pest Management (IPM):Integrated pest management (IPM) is a systematic approach to reducing pestdamage to tolerable levels using a variety of techniques. IPM combinescultural, physical, and chemical tools in a way that minimizes health andenvironmental risks as well as cost. IPM is a targeted approach that relies onmonitoring pest populations and applying knowledge of pest biology toachieve the best control.2. Preventative Methods (non-chemical):a. Annual building inspection: the Contractor will inspect inside andoutside the facility, around the dumpsters, all crawl areas (with theexception of crawl areas which have been identified as containingasbestos material), around all points of possible entry and drop ceilings,looking for pest entry points.b. Reporting deficiencies: An annual report and walk through of thefacilities is required. The Contractor will report any structural orsanitation deficiencies to the Location contact person, who will in turnforward to the main contact person in that particular department, on theappropriate form.c. Correction of deficiencies:1. The contractor will recommend methods of denying access orhabitat to pests, to the location contact person, i.e. watchingvendors delivering food supplies, eliminating storage ofunnecessary boxes and paper products, fixing water leaks,sanitation improvements or other things which could harborpests. Identification of termite infestation. Theserecommendations will be made on approved forms.3. Preventative Methods (chemical):a. Reporting procedures: the Contractor will give a twenty-four (24) hournotice to the contact person(s) of the location prior to using chemicalsto control pests.1. The contractor will state on approved forms, what, when,where and why chemicals will be used.5
