INVITATION TO SUBMIT QUOTATIONS

The Town of Smyrna will accept quotations on annual pest control services. Bidders shall submit sealed quotations in the format specified in the Invitation to Submit Quotations no later than 10:30 a.m. June 23, 2026 at which time bids will be publicly opened and read aloud.  No bid may be withdrawn after the scheduled closing time for a period of 90 days.  Bidding documents may be obtained at Smyrna Town Hall during regular business hours or www.townofsmyrna.org .  Quotations should be mailed or hand delivered to:

SECTION I - GENERAL INFORMATION
A. The Town of Smyrna desires to contract for annual pest control services.

B. The Town of Smyrna reserves the right to reject any and all bids, to waive
technicalities or informalities and to accept any bid deemed to be in the best
interest of the Town. No bid may be withdrawn after the scheduled closing time
for a period of 90 days.
C. The bidder shall abide by and comply with the true intent of the specifications and
not take advantage of any unintentional error or omission, but shall fully address
the full intent and meaning of each aspect of the specifications.
D. The following shall be completed and/or included as an integral part of each
bidder’s proposal: Section III, IV, and signed Contract Agreement, copy of
insurance, copy of Tennessee Pest Control Charter, list of pest control servicing
technicians and a copy of their Tennessee Chemical Pest Control certifications.
Successful bidder will be expected to enter into a contract Agreement with the
Town of Smyrna. Agreement shall be signed and attested, but not dated, by the
proper business representative and submitted with the bid proposal. An
executed contract will be forwarded to winning vendor after Council approval.
E. The Town is a tax-exempt organization.
F. Mail is delivered after 11:00 a.m. Monday through Friday.
G. The Town of Smyrna, in accordance with Title VI of the Civil Rights Act of 1964
and Title 49, Code of Federal Regulations, hereby notifies all Bidders that it will
affirmatively ensure that in any contract entered into pursuant to this
advertisement, minority business enterprises will be afforded full opportunity to
submit bids in response to this invitation and will not be discriminated against on
the grounds of race, color, creed, sex, handicap or national origin in consideration
for an award.
H. Bid quotations must be submitted on the Town's quotation page(s). No exceptions.
I. By submission of this bid, each bidder/proposer and each person signing on
behalf of any bidder certifies, and in the case of a joint bid each party thereto
certifies as to its own organization, under penalty of perjury, that to the best of its
knowledge and belief that each bidder is not on the list created pursuant to T.C.A.
§ 12-12-106 Iran Divestment Act. For reference purposes, the list is currently

SECTION II - SPECIFICATIONS
Scope of services: The Town of Smyrna wishes to establish an annual contract for
pest control services at various Town locations. The specifications describe the
minimum requirements. Quotes are in effect for twenty four (24) months, fixed price,
no increases, surcharges, travel or environmental charges. Additions or deletions
covered by this contract are subject to change. Upon mutual agreement of both
parties, the bid quotes may be renewed for a period of two successive one-year
periods under the same price, terms, and conditions as submitted in this proposal.
The service contract may be cancelled by either party if written notice of intent is
given ninety (90) days prior to the cancellation date.
Service shall include a regular initial inspection and monthly treatment at each
location for the eradication and preventative control of all types of pests and rodents
such as rats, mice, and all insects i.e., flies and ants, any spiders, etc., through a
prescribed and approved method of extermination. The Town has food service areas
and the vendor will be required to fog all kitchens and food service areas on an as
requested basis at no additional cost. The vendor will coordinate with the facility
administrator or other personnel designated to oversee the facilities pest control for
access to the kitchen and dining areas. Normal working hours are Monday Friday
8:00 a.m. 4:30 p.m. These specifications cover all labor, material, equipment and
certifications necessary to accomplish pest control and eradication. A list of
designated Town departments and contacts are on page 12. All buildings shall be
treated at least once each month and more as may be required at no additional cost
to the Town. A recall for service to a facility will be completed within one working day
at no extra charge. The contractor shall supply between scheduled visits glue board,
roach bait station, fly bait, etc. on an as needed basis. Glue boards must be changed
on an annual basis. The successful bidder shall be responsible for any damage
incurred by chemicals used. The exterior perimeter for outside coverage shall be 3
feet with consideration given for ornamentals and mulch landscaping.
Note: Ants as listed above exclude fire and carpenter ants. These pests require
special services beyond the intended scope of any resulting contract.
1. It is the responsibility of the contractor to view the work areas and contact
each department representative concerning scheduling services and
addressing service problems on a monthly basis.
2. Bidders must satisfy themselves of the quantities for the work covered by
the proposal by examination of the sites and through discussion with each
department contact person. After bids have been submitted, the bidder
shall not assert that there was misunderstanding concerning the quantities
of work or of the nature of the work to be done.
Only Environmental Protection Agency (EPA) registered non-flammable, non-
injurious products may be used for work under this contract. All materials used under
this contract must be in compliance with the Federal and State regulations and
specifically approved for areas in which they are used.

The contractor's service representative will report to each location's contact person(s)
prior to performing any work. The contact person(s) will notify the service
representative of any infestation problems. The contact person(s) will ensure that the
required monthly service has been accomplished prior to signing the service ticket.
Successful contractor will be required to attend an on-site posting award conference
where scheduling and procedures will be presented and discussed with the
department contact person from each location.
References
Vendor shall supply a minimum of three (3) references upon request. References will
be used to determine past performance if vendor history is not known.
Specifications
The contractor shall perform all work according to these specifications:
1. Integrated Pest Management (IPM):
Integrated pest management (IPM) is a systematic approach to reducing pest
damage to tolerable levels using a variety of techniques. IPM combines
cultural, physical, and chemical tools in a way that minimizes health and
environmental risks as well as cost. IPM is a targeted approach that relies on
monitoring pest populations and applying knowledge of pest biology to
achieve the best control.
2. Preventative Methods (non-chemical):
a. Annual building inspection: the Contractor will inspect inside and
outside the facility, around the dumpsters, all crawl areas (with the
exception of crawl areas which have been identified as containing
asbestos material), around all points of possible entry and drop ceilings,
looking for pest entry points.
b. Reporting deficiencies: An annual report and walk through of the
facilities is required. The Contractor will report any structural or
sanitation deficiencies to the Location contact person, who will in turn
forward to the main contact person in that particular department, on the
appropriate form.
c. Correction of deficiencies:
1. The contractor will recommend methods of denying access or
habitat to pests, to the location contact person, i.e. watching
vendors delivering food supplies, eliminating storage of
unnecessary boxes and paper products, fixing water leaks,
sanitation improvements or other things which could harbor
pests. Identification of termite infestation. These
recommendations will be made on approved forms.
3. Preventative Methods (chemical):
a. Reporting procedures: the Contractor will give a twenty-four (24) hour
notice to the contact person(s) of the location prior to using chemicals
to control pests.

where and why chemicals will be used.
