Bids to be submitted by 2:00 P.M. Wednesday, November 19, 2025
Sealed bids will be received by the CITY OF PORTLAND at their offices at 100 S.
Russell St, Portland, TN 37148, until 2:00 PM CST, Wednesday, November 19, 2025, and opened
publicly at 100 S Russell St, Portland, TN 37148 at that hour. The reading of the bids will begin
at 2:01 PM CST. This bid document is for Commercially Insured Companies
Write the following on the outside of the bid envelope:

Summary and Bidding RequirementsThe City of Portland requests a commercially insured company to provide and haul roll-off dumpsters for the City of Portland.
- All prices are to be a flat rate per haul.
- Dumpsters are to be provided by the hauler
- The City will need a minimum of five (5) dumpsters on site
- Dumpsters shall be a minimum 30 yd in size
- Estimate between six (6) to eight (8) hauls per week
- Bulk / C & D materials will be the primary items hauled
- The City will pay the tipping fee separately to the transfer facility
- 2 primary haul pickup locations: 1137 Parkers Chapel Road and 128 B Morningside Drive
Copies of commercial motor vehicle and general liability insurance must be included in the bid packet.
Contract Term
The Contract is for Three (3) Years with Two (1) year renewal options.
The total maximum length of this contract is five (5) years.
The Contract will begin January 6, 2026 and End December 31 2028.
Renewal options begin January 1, 2029 and January 1, 2030.
Fuel Surcharge Provision
The Base fuel rate for this bid should be factored using the US Department of Energy; U.S. on Highway Diesel Fuel Prices (dollars per gallon) for the week of 11/3/2025. The Midwest (PADD2) average is used for this bid. The rate is $2.828 per Gallon.
A fuel surcharge may be implemented in the case that the average cost of diesel fuel exceeds twenty-five percent (25%) of this bid base fuel rate. The average fuel rate shall be determined using the US Department of Energy U.S. On Highway Diesel Fuel Prices (dollars per gallon). The fuel surcharge shall be calculated using the following formula: Current Fuel Cost – Base Fuel Cost / 4 MPG. This number will be multiplied by the number of tons being hauled and then doubled (for round trip purposes).
Example of fuel surcharge once the average cost has reached or exceeded 25% of the base bid average: $3.535 (New weekly average) - $2.828 (current base price) / 4 (MPG) = $0.176
$0.176 * 4 (tons) = $.707 Doubled (round trip) = $1.41 fuel surcharge for the dumpster being hauled.
The City of Portland hereby notifies all bidders that it will affirmatively ensure that in any
contract entered pursuant to this advertisement, disadvantaged business enterprises will be

this contract. However, the use of DBE or minority/women owned firms are encouraged.
