Respondent will also provide a proposed Dot Plan detailing the optimal crowd management andguest services coverage of Huntington Bank Stadium, containing the following items (but not limited to):a) Respondent should configure Dot Plan for a capacity Gopher Football game (Attendance 50,000)b) In corresponding charts/spreadsheets, the Respondent should detail the staffing times of each position, theredeployment plans for gate personnel (ticket takers, bag check, etc.). Respondent shall identify clear,concise and timely re-positioning of staff.3MBID No. 10196.2026.30.01.mw, Crowd Management, Guest Services Support, and 24/7 Building Security at Huntington BankStadium for Home Athletic Eventsc) Respondent should identify the maximum number of staff needed to successfully facilitate a functionalgame day environment for capacity crowd utilizing IAVM and NFPA best practices; Respondent shouldalso identify the priority positions and the minimum number of staff necessary to provide adequatecoverage in a situation where personnel shortages became an issued) Dot Plan should identify the number of radios that coincide with execution of the plan, as well as locationof all said radiosRespondent shall upload the Dot Plan and submit it with their response. (Note: Dot Plan does not count towardthe 10 page limit.)B. Respondent shall provide an explanation of how they intend to meet the expected staffing call for events (atleast 90% of the mutually agreed-upon staffing levels for any event). Your explanation should includecontingency plans for no-shows and late arrivals.C. Event Operations and Protocol Plan. Respondent shall provide a complete explanation and plan for pre-eventpreparation, event facilitation and post event protocol and upload the Event Operations and Protocol Planand submit it with their response. (Note: Event Operations and Protocol Plan should be limited to 3 pagesand does not count toward the 10 page limit.)7. TrainingA. Training Program. The Respondent shall provide a complete description of proposed training program provided tocrowd management and guest services personnel. Training program plans should be thoroughly detailed as to thetype of training being provided and when it is being provided. The successful Respondent will provide acomprehensive plan that details out the weekly, monthly, and yearly training sessions, the hours and costs of thistraining, the systematic logging and updating of the status of each supervisor’s acquired training, etc. Respondentshall upload the Training Program and submit it with their response. (Note: The Training Program documentshould be limited to 3 pages and does not count toward the 10 page limit.)B. Training Program- Temporary Employees. Provide detailed description of protocols related to training oftemporary employees (fundraising groups, college teams, etc.). Respondent shall upload the description for theTraining Program for Temporary Employees and submit it with their response. (Note: The Training Program-Temporary Employees document should be limited to 2 pages and does not count toward the 10 page limit.)8. Additional Information Required from RespondentA. What difficulties or challenges do you anticipate in providing services to the University and how do you plan tomanage these? What assistance will you require from the University?B. Provide details regarding any special services or product characteristics, or other benefits offered, or advantagesto the University in selecting your company's product or service.C. Labor Staffing & Strategic Workforce Managementa) Market-Specific Staffing Strategy. Include your target retention metrics for 24/7 static sites versusevent-day surge staff.c) Compensation and Market Competitiveness. Demonstrate how your proposed wage structure aligns withor exceeds current local market data. How does your compensation philosophy directly mitigate turnoverand ensure the "highest accountability" mentioned in the Scope of Work?d) Performance Incentives and Culture. Outline your employee incentive and recognition programs. Howare these initiatives structured to drive specific outcomes, such as zero-incident shifts, exceptional guestinteractions, and 100% attendance during high-volume event windows?e) Contingency Planning for Market Overlap. Provide a formal "Peak Demand Contingency Plan." Howwill you guarantee full staffing at Huntington Bank Stadium when concurrent major events at other localvenues (e.g., U.S. Bank Stadium, Target Field) are competing for the same labor pool? The University is able to provide dedicated on-site officeand training space for the Awarded Contractor.
