Summary Program Description:The New Jersey Department of Children and Families (DCF) Division on Women(DOW) announces its intent to award up to two (2) contracts for the provision ofdomestic violence abuse intervention services to reduce and prevent domesticviolence by awarding one contract in each of the following counties: Monmouthand Ocean. Respondents may submit responses for both counties but must submita separate application for each.The Domestic Violence Abuse Intervention Program (DV AIP) will shift from a time-driven, one-size-fits-all model by employing the Risk, Needs, Responsivity (RNR)principles to provide individualized evaluation, assessment, and treatment toparticipants. Adherence to the RNR principles has been shown to be effective inreducing general offender recidivism1 and has been adapted for the domesticviolence offender population in many states and jurisdictions, most notably inColorado2 and Washington3.The RNR principles state the following4:• Risk: Services shall align with the offenders’ risk level, based onvalid risk assessments. Low-risk offenders shall not be served inthe same group as high-risk offenders.• Need: Services shall focus on the needs of the participant.• Responsivity: Services are responsive to the participants’strengths, culture, learning style, and personality, and reducebarriers to full participation.Program participants will be assessed and assigned a risk level (high, moderate,low). Programs will be required to collaboratewith key stakeholders, including survivor advocates and referring agencies, toconvene a Multi-Disciplinary Treatment Team (MTT). The MTT will review risk leveland progress on Treatment Plans every two (2) months. Discharge from theprogram will be based on the progress of the participants on their individualizedTreatment Plan.Throughout the duration of treatment, program staff will employ MotivationalInterviewing techniques to further assess and promote readiness for change, andto address issues around treatment resistance and denial.B. Funding Information:All funding is subject to appropriation. The continuation of funding is contingent uponthe availability of funds and resources in future fiscal years.This is a competitive process. Respondents are on notice that no annual increaseswill be considered as part of this contract to salaries, fringe, or benefits in futurenegotiations or contracts, unless approved by the State legislature for all contractingentities. Funds awarded under this program may not be used to supplant or duplicateexisting funding.The intended funding period for the contract is: April 1, 2026, through June 30, 2027.The funds available are to be budgeted to cover the expenses incurred during theinitial contract term to implement the program and operate program services forfifteen (15) months.FY2026: DCF will make available up to $85,071 in state funding per award for up totwo (2) awards in FY2026. Each award supports anticipated operating costs of up to$60,071 for three (3) months, and one-time approved start-up costs of up to $25,000.Additional information on these start-up costs is included below.Start-up: DCF may reimburse start-up for these initial contracts. Up to a total of$25,000 for start-up expenditures in FY2026 may be proposed. Expendituresproposed to begin program operations must be entered into the appropriate Start-upFunding column of the Proposed Budget Forms. All start-up costs are subject tocontract negotiations and DCF approval. Funds for approved start-up cost funds willbe released upon the execution of a finalized contract and are paid via ScheduledPayments. NOTE: All start-up funds must be expended during FY2026.FY2027: DCF anticipates making available up to $240,284 in state funding per awardfor the twelve (12) month budget period beginning July 1, 2026, through June 30,2027, contingent on availability.Page 2 of 37The funds support the initial term of contracts subject to renewal. The annualizedaward amount, effective July 1, 2027, is anticipated to be $240,284. Contract renewalis contingent on the availability of funds.Proposed budgets: Note: two (2) proposed budgets are required with this RFP. One(1) proposed budget is required for the initial three (3) month budget period from April1, 2026, through June 30, 2026, for up to $60,071 for operating expenses and up to$25,000 for start-up expenses; and a second proposed budget is required for thetwelve (12) month budget period from July 1, 2026, through June 30, 2027, for up to$240,284 for operating expenses.The anticipated costs required for program operations must be submitted using theProposed Budget Form found at:https://www.nj.gov/dcf/providers/contracting/forms/.Budget narratives: A justification and detailed summary of the costs, including basisof allocation, must be provided in Proposed Budget Narratives for each of the two (2)proposed budgets.The Proposed Budget Form(s) and the Proposed Budget Narrative(s) must besubmitted as documents included in PDF 3: Section III - Documents to be Submittedwith This Response, Subsection B. Additional Documents Requested to beSubmitted in Support of This Response.Matching funds: Matching funds are not required.Responses that demonstrate the leveraging of other financial resources areencouraged.NOTE: The Proposed Budgets submitted with a response are not the actual budgetsan awarded respondent will submit for DCF approval as part of the contract. Ifawarded a contract, the awarded respondent then shall submit their budgetinformation again using the more detailed Annex B Budget Form found at:https://www.nj.gov/dcf/documents/contract/forms/AnnexB.xls.The awarded respondent shall prepare and submit an annual budget each fiscal year.DCF will issue payments to the provider on a scheduled basis up to the contract’sapproved budget amount.Each budget will require Reports of Expenditures and be subject to the DCF contractclose out process following the end of the contract term in accordance with the DCFContract Close Out policy at:https://www.nj.gov/dcf/documents/contract/manuals/CPIM_p7_closeout.pdfDCF will compare the actual approved expenditures appearing on the final report ofexpenditures and the independent audit with the total contract revenue realizedthrough the receipt of scheduled payments and may recoup as an overpayment thePage 3 of 37
