Contact theProcurement Office, City of Hampton at (757) 727-2200 if assistance is needed.The Project, ITB 26-08TM, Old Buckroe Pedestrian Improvements, was developed under State / VDOTProject No: EN20-114-361/ UPC 117102, and Federal Aid Project Numbers: TAP-5A04(244).The work under this Project generally consists of installation of pedestrian sidewalk, ADAramps, curb and gutter and driveway replacement along Old Buckroe Road.This project shall be constructed in accordance with: AASHTO (American Association of State Highwayand Transportation Officials) A Policy on Geometric Design of Highways and Streets, 7th Edition dated2018, the Virginia Department of Transportation (VDOT) Road and Bridge (R&B) Specifications, dated2020; and VDOT R&B Standards, dated 2016; the Virginia Work Area Protection Manual, 2011 EditionRev. 2.1 dated 2020; the MUTCD, 11th Edition dated 2023; 2011 Virginia Supplement to the MUTCD withRevision Number 1, 2 and 3 dated July 2022; and the Supplemental Specifications, Special Provisions andSpecial Provision Copied Notes in this contract.A-1ITB 26-08 Old Buckroe Road Pedestrian ImprovementsVDOT Project No: EN20-114-361 / UPC 117102Federal Aid Project No.: TAP-5A04(244)In accordance with the Code of Virginia § 2.2-4336, a Bid Security in the amount of zero percent (0%) ofthe Bid shall be submitted with each Bid.Contractor registration is required in accordance with the Code of Virginia Title 2.2 Chapter 43 and Title54.1 Chapter 3.Bidders shall be prequalified with VDOT, in accordance with Section 102.01 of the VDOT Road andBridge Specifications and as listed at any prequalified level on VDOT’s List of Prequalified Vendors.Contract value restrictions for Probationary, Currently Inactive, and Conditional prequalificated levels arewaived for this project.It is VDOT policy that Disadvantaged Business Enterprises (DBE) as defined in 49 CFR Part 26 musthave the maximum opportunity to participate in the performance of federally funded contracts. A list ofDBE firms certified by the SBSD and MWAA is maintained on SBSD’s website(http://www.SBSD.virginia.gov) under the DBE Directory of Certified Vendors. Contractors areencouraged to take all necessary and reasonable steps to ensure that DBE firms have the maximumopportunity to compete for and perform services on contract, including participation in any subsequentsupplement contracts. If the contractor intends to subcontract a portion of the services on the project,the contractor is encouraged to seek out and consider DBEs as potential Sub-contractors. The contractor isencouraged to contact DBEs to solicit their interest, capability and qualifications. Any agreement between acontractor and a DBE whereby the DBE promises not to provide services to other contractors is prohibited.This project is federally funded with a DBE contract goal of zero percent (0%) . VDOT Forms C-49,C-110, C-111 and C-112 are not required to be submitted. DBE participation will not count towardsbid evaluations for responsiveness.Withdrawal of Bids due to error shall be subject to and in accordance with Section 2.2-4330 of the Code ofVirginia and the Contract Documents.
