NOTICE TO BIDDERSPUBLIC NOTICE IS HEREBY GIVEN that sealed bids will be received by the Borough of Beachwood forthe Beachwood Water Treatment Plant Replacement in Borough of Beachwood, Ocean County, NewJersey.In general, the work on this project consists of the complete replacement of the existing Beachwood WaterTreatment Plant (WTP) for the Borough of Beachwood located in Ocean County, New Jersey. Theimprovements proposed include a selective demolition of the existing Beachwood WTP to be replaced with anew 110’ by 70’ CMU Block Building, the installation of a new high service booster pumping equipment andassociated suction and discharge piping, valves and fittings, the installation of a new state-of-the-art ironremoval pressure filtration treatment system utilizing GreenSand Plus and anthracite media, the installation ofnew chemical feed and handling systems including a lime slurry feed system and sodium hypochlorite solutionfeed system, and a complete filter backwash wastewater handling and decant / supernatant recycling system.The upgrades shall be installed with all necessary treated water and sanitary piping, valves and appurtenances,electrical, instrumentation and controls, connections to the existing system, building modifications, andstructural improvements necessary to support the structures. The project also includes modifications to theexisting above-grade steel clearwell tanks and slat tray aeration systems including piping and vesselmodifications to accommodate the connections to the new treatment plant and decant piping system.This project is funded in part by the New Jersey Environmental Infrastructure Trust Program, and thesuccessful Bidder must comply with all the provisions of N.J.A.C. 7:22-9.1 et seq. for the participation ofsmall business enterprises owned and controlled by socially and economically disadvantaged individuals(SED).This project is subject to a Project Labor Agreement (PLA) in accordance with the New Jersey Project LaborAgreement Act. All bidders, and all subcontractors performing work shall be required to comply with theterms and conditions of the PLA. Failure to comply with the requirements of the PLA may be grounds forrejection of the bid. A copy of the PLA is included in the specifications.All to be in accordance with the form of Bid, Contracts and Specifications and Instructions to Bidders on file atthe Administration Building, 1600 Pinewald Road, Beachwood, NJ 08722.Bid forms, contracts and specifications are available by contacting Remington & Vernick Engineers. At 856-795-9595 or by submittingRVEbidinterest@rve.com.Non-mandatory pre-bid meetings will be held on Thursday, April 23, 2026, at 10:00 AM and Thursday, May21, 2026 at 10:00 AM, prevailing time, at the existing treatment plant located at 1200 Beachwood Boulevard,Beachwood, NJ 08722.Said Bids will be received, opened and read aloud in public at the Administrative Building, 1600 PinewaldRoad, Beachwood, NJ 08722 on Tuesday, June 23, 2026, at 11:00 AM prevailing time.Electronic download link for copies of the bid forms, contracts and specifications may be obtained from saidRemington & Vernick Engineers, by prospective bidders upon request, upon payment of the sum of $50.00 foreach set. Should interested bidders not have the ability to handle electronic download sets, a set may bearranged to be sent overnight by calling 856-795-9595.NO BIDS ARE TO BE PICKED UP AT THE ENGINEER’S OFFICE OR AT THE MUNICIPALITYOFFICES.PAYMENT MUST BE RECEIVED PRIOR TO OBTAINING SAID SPECIFICATIONS.NO BIDS ARE TO BE DROPPED OFF AT THE ENGINEER’S OFFICE.ALL BIDS ARE TO BE DELIVERED PRIOR TO THE BID OPENING DATE AND TIME.The Borough of Beachwood reserves the right to consider the bids for sixty (60) days after the receipt thereof,and further reserves the right to reject any or all bids, either in whole or in part and also to waive anyinformality in any and make such awards or take action as may be in the best interest of the Borough ofBeachwood, in accordance with applicable law.N.J.A.C 7:22-9.7- In no case shall the advertisement for bids to be published less than thirty (30) days prior tothe date fixed for receiving bids on the purchase or contract.Bids must be on the bid form prepared by Remington & Vernick Engineers, in the manner designated thereinand required by the specifications, must be enclosed in sealed envelopes bearing the name and address of thebidder on the outside and also bearing on the outside reference to the particular work bid upon. Said bids areto be submitted and addressed to the Municipal Clerk, Susan Minock, RMC, at 1600 Pinewald Road,Beachwood, New Jersey 08722.Each bid shall be accompanied by a certified check, cashier’s check or bid bond duly executed by the bidder asprincipal and having as surety thereon a surety company listed on the Federal Treasury List (EnvironmentalProtection Department Circular 570 Surety Companies Acceptable on Federal Bonds) as required by N.J.A.C.7:22-3.17(g) and approved by the Borough of Beachwood in a goal amount not less than ten percent (10%)but in no case in excess of $20,000.00 of the amount bid. The project sponsor has identified that the SEDutilization goal for this project is 10 PERCENT. The goal of 10 percent applies to the total amount of allcontracts for building, materials, and equipment, or services (including planning, design, and building relatedactivities for a construction project. Any such bid bond shall be without endorsement or conditions. The bidshall also be accompanied by a certificate letter from a surety company stating that it will provide the bidderwith the completion bond.In accordance with N.J.A.C. 7:22-9.10 the lowest bid resulting in a payment of unreasonable price. Biddersand the office shall be notified of the rejection of all bids, the reasons for the rejection, and the contractingagency’s intent to solicit bids for a second time.The award of the contract shall be made subject to the necessary moneys to do the work being provided by theBorough of Beachwood in a lawful manner. The contract to be executed by the successful bidder will providethat it shall not become effective until the necessary moneys to do the work have been provided by theBorough of Beachwood in a lawful manner. The award shall further be subjected to the securing of necessaryState, Federal or Local permits governing the work. The invitation to bid is on an unrestricted basis wherebythe successful bidder must fulfill the SED requirements.In accordance with the provisions of N.J.S.A. 10:5-33 et seq., P.L. 1975, c. 127, N.J.S.A. 34:11-56.25 etseq.(New Jersey Prevailing Wage Act), and Americans with Disabilities Act of 1990 (42 U.S.C. S12101, etseq.) bidders are required to comply with all provisions.The contractor (subcontractor) is further notified that he must comply with provisions of N.J.S.A. 52:25-24.2and submit a Disclosure Statement listing stockholders with his bid.The contractor is further notified that he must comply with N.J.S.A. 34:11-56.48 et seq. Public WorksContractor Registration Act and he and any subcontractors must be registered in accordance with the act.The contractor is also further notified that he must comply with N.J.S.A. 52:32-44 and submit proof ofbusiness registration and submit proof of business registration for any named subcontractors in accordancewith the act.This contract or subcontract is expected to be funded in part with funds from the New Jersey Department ofEnvironmental Protection and the New Jersey Environmental Infrastructure Trust. Neither the State of NewJersey, the New Jersey Environmental Infrastructure Trust nor any of their departments, agencies, oremployees is, or will be a party to this contract or subcontract or any lower tier contractor or subcontract. Thiscontract is subject to the provisions of N.J.A.C. 7:22-3, 4, 5, 9 and 10.In accordance with the provisions of N.J.S.A. 58:11B-26, N.J.A.C. 7:22-3.17(a) 24 and 4.17(a) 24, thecontractor (subcontractor) shall comply with all of the provisions of N.J.A.C. 7:22-9.This Notice shall appear on the Borough’s website and the NJDEP Office of Equal Opportunity and PublicContract Assistance not less than ten (10) working days before the bid opening; and notice of revisions oraddenda to advertisements or bid documents will be as outlined in N.J.S.A. 40A:11-23.By Order of theBorough of BeachwoodDated: April 10, 2026
