(hereinafter referred to as "Homecomings”) invites responses tothis Request for Proposals (RFP) for a qualified licensed real estate appraiser toprepare property appraisals of four (4) single-family homes and three (3) duplexes.Responses to the RFP are invited from currently licensed California real estateappraisers.I. OVERVIEWHomecomings intends to apply for the U.S. Department of Housing and UrbanDevelopment (HUD) Section 18 Program to request their permission to dispose of 10properties from its public housing portfolio via an open bid process. Homecomingsis required to provide a Fair Market Value appraisal to HUD before the dispositionapproval.II. APPRAISAL SERVICES WE ARE SEEKINGHomecomings is seeking a qualified real estate appraiser with proven expertise in theCity of Ventura real estate market, with a focus on residential properties.III. EXPENSE ASSOCIATED WITH PROPOSAL SUBMISSIONAll costs associated with preparing and submitting proposals to Homecomings shallbe the sole responsibility of the Respondent.IV. HOMECOMINGS’ OPTIONSHomecomings may, at its sole discretion, reject any and all, or parts of any and all,proposals; re-advertise this RFP; postpone or cancel, at any time this RFP process; orwaive any irregularities in this RFP or in the proposals received as a result of this RFP.Also, the determination of the criteria and process whereby proposals are evaluated,the decision as to who shall receive a contract award, or whether or not an award shallever be made as a result of this RFP, shall be at the sole and absolute discretion ofHomecomings.V. OTHER STAFF COMMUNICATIONSUnder no circumstances may any member of the Board or any staff member other thanthe contact specified in this RFP be contacted during this RFP process by any entityintending to submit a response to this RFP. Failure to comply with this request willresult in disqualification. All questions should be directed to the individual identifiedherein.3VI. CONTRACTA. General InformationAny firm or individual selected must be willing to carry out a Professional ServicesAgreement. The agreement will require that the Respondent provide appropriateState and Local certifications/licensing and meet Homecomings’ Insurancerequirements as outlined in Exhibit B.B. TermTime is of the essence in preparing these appraisals, which are required to apply forthe U.S. Department of Housing and Urban Development (HUD) Section 18 Program.C. Scope of WorkThe scope of appraisal will include, but not be limited to the following:• Analyze and detail the appraisal assignment and highest and best useof the property.• Valuations of the land and show the land by acreage and squarefootage.• Valuation of the building(s).• Analyze and detail comparable improved sales, land sales, and rentaldata as appropriate.• Consider and develop the sales comparison and incomecapitalization approaches to value.• Analyze collected data and synthesize information into appropriatevalue estimates.• Prepare an email response, in Adobe PDF format, and a summaryappraisal report.D. General Information1. All proposals shall be emailed, and the subject line should include“Proposal for Duplex & Single-Family Home Appraisals”.2. Respondent shall submit a cover letter which must include name andaddress of firm and name and contact information of the person(s) authorizedto make representations and respond to questions.3. Submissions shall consist of one (1) PDF of the response containing allrequired materials.4. The response will be reviewed and a selection made by Homecomingsbased on free and open competition.B. Additional Information to be Submitted as Part of RFP1. Number of years the individual or firm has been in business undercurrent or previous business names.2. The name and resume of the lead appraiser and, if applicable, theappraiser and or the team of appraisers assigned to back-up the primaryperson in his/her absence.3. The name and title of the person(s) authorized to execute a contract onbehalf of the firm.4. Provide a schedule for how you would proceed and how long youanticipate it would take to complete all the 7 appraisals indicated.5. Provide a detailed cost estimate and the basis for your pricing (e.g., flatfee per complex or per-unit pricing). Include anticipated costs for updatedappraisals within one year. Ensure clarity so proposals can be compared fairlyand the selection process can proceed efficiently.6. Three (3) client references, particularly those with similar needs andvolume requirements. References should include firm, contact person,address, and contact phone number or email address.7. Minority/Women Business Enterprises (M/WBE) status anddocumentation, as applicable.
