RFP NO. 011526Request for ProposalCarteret County GovernmentStraits Living Shoreline and Upland ImprovementsIssued: January 15, 2026Submission Deadline: February 3, 2026 by 1:00 PM, EST.Carteret County Government Straits Living Shoreline and Upland Improvements RFP1RFP NO. 011526CARTERET COUNTY PUBLIC BUILDINGSPhone: 252-648-7877REQUEST FOR PROPOSALDate:01/15/2026To:General ContractorsProject Name:Straits Living Shoreline and Upland ImprovementsScope of Work:Carteret County Government is seeking competitive proposals to complete a living shoreline and upland improvements at theStraits Water Access between Straits and Harkers Island, North Carolina, PIN: 732604811455000.General Scope of Work• Saw cutting and demolition of approximately 2,000 square feet of existing asphalt pavement.• Installation of approximately 490 linear feet of 8’ wide granite living shoreline.• Construction of an approximately 20’ x 40’ timber framed gazebo with 4” breakaway concrete slab.• Construction of approximately 139 linear feet of concrete marine slat and timber ramp.• Installation of 31 linear feet of 5’ wide concrete sidewalk and timber stairs.• Miscellaneous concrete installation.• The awarded Contractor shall enter into a Contract with the County, adhering to the Terms and Conditions andAgreement for Services therein.• The Contractor shall obtain the required permits, if required, give all notices to the County POC (including a copy ofany permits), and comply with all laws, ordinances, codes, rules and regulations bearing on the conduct of the work.Permits shall be posted onsite at project location. No time extensions shall be granted or financial consideration givento the Contractor for time or monies lost due to violations of any such ordinance, code, law or regulations that mayoccur.• The Contractor shall abide by the details and shall refer to the associated diagrams in addition to the scope of workspecified within the documents provided below.Carteret County Government Straits Living Shoreline and Upland Improvements RFP2RFP NO. 011526Performance and Payment Bonds will be required in the amount of 100 percent of the Contract Price. Failure to comply with anyrequirement may cause the proposal to be considered irregular and may be grounds for rejection.Carteret County Government Straits Living Shoreline and Upland Improvements RFP4RFP NO. 011526GENERAL CONDITIONSGENERALa) It is understood and agreed that by submitting a bid that the Contractor has examined these contractdocuments, drawings and specifications and has visited the site of the Work, and has satisfied himself rela-tive to the Work to be performed.MATERIALS, EQUIPMENT AND EMPLOYEESa) The contractor shall, unless otherwise specified, supply and pay for all labor, transportation, materials,tools, apparatus, lights, power, fuel, sanitary facilities and incidentals necessary for the completion of hiswork, and shall install, maintain and remove all equipment of the construction, other utensils or things, andbe responsible for the safe, proper and lawful construction, maintenance and use of same, and shallconstruct in the best and most workmanlike manner, a complete job and everything incidental thereto, asshown on the plans, stated in the specifications, or reasonably implied there from, all in accordance withthe contract documents.b) All materials shall be new and of quality specified, except where reclaimed material is authorized hereinand approved for use. Workmanship shall at all times be of a grade accepted as the best practice of theparticular trade involved, and as stipulated in written standards of recognized organizations or institutes ofthe respective trades except as exceeded or qualified by the specifications.c) No changes shall be made in the Work except upon written approval and change order by Director,Carteret County General Services.d) Products are generally specified by ASTM or other reference standard and/or by manufacturer’s name andmodel number or trade name. When specified only by reference standard, the Contractor may select anyproduct meeting this standard, by any manufacturer. When several products or manufacturers are specifiedas being equally acceptable, the Contractor has the option of using any product and manufacturercombination listed.e) However, the contractor shall be aware that the cited examples are used only to denote the quality standardof product desired and that they do not restrict bidders to a specific brand, make, manufacturer or specificname; that they are used only to set forth and convey to bidders the general style, type, character andquality of product desired; and that equivalent products will be acceptable. Substitution of materials, itemsor equipment of equal or equivalent design shall be submitted to the architect or engineer for approval ordisapproval; such approval or disapproval shall be made by the architect or engineer prior to the opening ofbids.f) If at any time during the construction and completion of the work covered by these contract documents, theconduct of any worker of the various crafts be adjudged a nuisance to the Owner or if any worker beconsidered detrimental to the work, the Contractor shall order such parties removed immediately from thesite.g) The contractor shall designate a foreman/superintendent who shall direct the work.CODES, PERMITS AND INSPECTIONSa) The Contractor shall obtain the required permits, if required, give all notices, and comply with all federal,state, and local laws, ordinances, codes, rules and regulations bearing on the conduct of the work underthis contract. If the Contractor observes that the drawings and specifications are at variance therewith, heshall promptly notify the Designer in writing.
