Should there be reasons why the contract cannot be awarded within the specifiedperiod, the time may be extended by mutual agreement between the City and theBidder.All forms are included. Bidders shall submit Documents as noted in Section 2,Requirements for Bidders. Bidders who submit bid form only will be rejected.The Project Documents may be examined on the City’s website atwww.cityofowasso.com or at the following location:Owasso City Hall200 South MainOwasso, OK 74055(918) 376-1500Copies of the PROJECT DOCUMENTS may be purchased at Owasso City Hall uponpayment of Eleven Dollars ($11.50) for each set, which is the cost of reproduction and willNOT be refunded.SECTION 2 - REQUIREMENTS FOR BID SUBMITTALFailure to submit all of the items called for may render the bid proposal incomplete, thuseliminating the bidder from further consideration.Required documents are: Bid Submittal Form Statement of Bidder's Qualifications Non-Collusion Certificate Certificate of Non-DiscriminationSECTION 3 – BIDDER’S INSTRUCTIONS1. PURPOSEThe purpose of these Specifications is to provide for Old Central Roof coating for the Cityof Owasso, Oklahoma. The CONTRACTOR is to provide all material and labor forconstruction and completion in every detail the work described.The Project Manual, Plans, and Details included herein, along with other relevant local,state, and federal codes, shall prevail as guidelines throughout said project until it iscompleted.2. DEFINED TERMSTerms used in these Instructions to Bidders, which are defined in the Standard GeneralConditions of the Construction Contract, have the meanings assigned to them in theGeneral Conditions.3. QUALIFICATIONS OF BIDDERSBidders shall complete "Statement of Bidder's Qualifications" and submit with their bidproposal.A Mandatory pre-bid conference will be held for this project as advertised.4. EXAMINATION OF PROJECT DOCUMENTS AND SITE4.1 Before submitting bid, each Bidder must: (a) Examine the Project Documents,to include the Agreement and General Conditions, thoroughly; (b) Visit the siteto familiarize himself/herself with local conditions that may in any manneraffect cost, progress or performance of the work; (c) Familiarize himself/herselfwith federal, state and local laws, ordinances, rules and regulations that mayin any manner affect cost, progress, or performance of the Work; and (d) Studyand carefully correlate Bidder's observations with the Project Documents.4.2 Before submitting a bid, each Bidder may, at Bidder’s own expense, make suchadditional investigations and tests as the Bidder may deem necessary todetermine the Bid for performance of work in accordance with the time, priceand other terms and conditions of the Project Documents.4.3 Copies of documents pertaining to exploration and tests of subsurfaceconditions at the site, used in preparing the Project Documents, are availableupon written request to the OWNER. The Bidder shall be held solely responsiblefor any interpretation or conclusion drawn from this technical data.4.4 The submission of a Bid will constitute an incontrovertible representation by theBidder that he/she has complied with every requirement and the ProjectDocuments are sufficient in scope and detail to indicate and conveyunderstanding of all terms and conditions for performance of the Work. Noconditional bids are to be accepted.5. INTERPRETATIONS5.1 All questions about the meaning or intent of the Project Documents shall besubmitted in writing to the City of Owasso Facilities Maintenance Division, Attn:Jennifer Morgans via email (jmorgans@cityofowasso.com) or mail addressedto 452 South Main Street, Owasso, Oklahoma, 74055. Replies will be issued byAddenda, posted on the City’s website at www.cityofowasso.com, no laterthan five days before the bid acceptance deadline5.2 Each Bidder shall be responsible for determining receipt of all Addenda issued.6. CONSTRUCTION TIMEThe construction contract time for this project is thirty (30) calendar days untilsubstantial completion, and the time is thirty (30) calendar days in which to becompleted and ready for final payment. Time extensions may be granted by theOWNER for delays considered beyond the CONTRACTOR's control.7. SUBSTITUTE MATERIAL AND EQUIPMENTThe Contract, if awarded, will be on the basis of material and equipment describedin the Plans and Details or specified in the Specifications without consideration ofpossible substitute or "or-equal" items. Whenever it is indicated in the Plans andDetails or specified in the Specifications that a substitute or "or- equal" item ofmaterials may be furnished or used by the CONTRACTOR, if acceptable to OWNER,application for such acceptance will not be considered by OWNER until after the"effective date of the Agreement". The procedure for submittal of any suchapplication by CONTRACTOR and consideration by OWNER is set forth in theGeneral Conditions, which may be supplemented in the General Requirements.8. SUBCONTRACTORS, ETC.8.1 If the Project Specifications require, the identity of certain SubCONTRACTORs,supplies and manufacturers must be submitted to OWNER with submittal ofproposal.8.2 In contracts where the Contract Price is based on a lump sum price, theapparent Successful Bidder, prior to the Notice of Award, shall identify in writingto OWNER those portions of the work that Bidder proposes to
