BACKGROUND AND PURPOSEThe Greene County Department of Job and Family Services (GCDJFS) is a public agency serving the county in theareas of Public Assistance, Child Support, Children Services, and Workforce Development. There are currentlyover 30,000 Medicaid recipients in Greene County. In 2025, over 11,000 one-way trips were provided through theNon-Emergency Medicaid Transportation (NEMT) program in Greene County.Non-Emergency Medicaid Transportation (NEMT) is administered by the county department of job and familyservices in accordance with Ohio Administrative Code 5160-15. The program provides transportation to Medicaid-covered appointments for Medicaid recipients without other transportation resources. The program includes thescheduling, coordination, delivery, and tracking of specialized transportation services to a diverse populationincluding children, adults, disabled, and elderly participants with a variety of needs. Transportation occurs bothin-county and out-of-county, primarily in Greene County and its contiguous counties. Contracted providers areresponsible for coordinating service efficiently and effectively through collaboration with the GCDJFS, consumers,Medicaid managed care plans, and other contracted providers.All eligibility is determined by the GCDJFS, and reimbursement is provided only for documented, eligible,completed trips for eligible customers. Services provided to consumers are cost-reimbursable based on priorapproval by GCDJFS for eligible individuals only within the scope of allowable trips. Cancellations and no-showsare not completed trips and will not be reimbursed.The purpose of this proposal is for the provision of NEMT services to eligible Medicaid recipients. Proposals mustprovide a clear, detailed description of how allowable services will be provided, including scheduling,coordination, delivery, tracking, collaboration, and appropriate billing.II. FUNDINGFunding for this program is comprised of federal and state allocations that come from the Ohio Department of Joband Family Services to the GCDJFS. Allowable program costs are reimbursed to contracted providers throughmonthly invoices. The funding period for contracts resulting from this process will be July 1, 2026 through June 30,2027. Contracts may be extended for up to two periods by agreement.III. SCOPE OF WORKSuccessful proposers will provide effective, high-quality customer service for the provision of in-county and out-of-county transportation to Medicaid-covered appointments for Medicaid recipients, including specializedpopulations and persons with special needs. Contracted entities will respond to requests for transportation in atimely manner in order to reasonably accommodate customers’ scheduled medical appointments with advancednotice. Contracted entities will schedule, coordinate, provide, and track transportation services to customersonce GCDJFS has communicated eligibility to the contractor. The contractor will submit monthly invoices forreimbursement for approved activity. Detailed records must be maintained with customer confidentiality todocument and verify the provision of services. Services are monitored for quality assurance.IV. ELIGIBLE SERVICE PROVIDERSPublic, private non-profit, and private for-profit entities are eligible to submit proposals. Service providers musthave a proven track record in providing transportation services and experience in working with the targetpopulations specified. Proposals targeting a specific segment of the target population or proposals providingservices on a smaller scale are also welcomed.Greene CDJFS NEMT RFP 2026Page 2 of 12Private transportation vendors as defined in Ohio Administrative Code 5160-15-14 (A) must meet the conditionsand disclosure requirements outlined in Ohio Administrative Code 5160-15-14 (B) and (C) for all existing andapplicant direct-service employees.V. INSTRUCTIONS FOR PROPOSAL SUBMISSIONOnly proposals which adhere to the enclosed instructions and criteria will be reviewed. This process does notcommit GCDJFS to award a contract, pay for costs incurred in the preparation of the RFP, or otherwise procureservices.Proposals will be reviewed for accuracy, consistency, and completeness. GCDJFS reserves the right to accept orreject any or all proposals in full or in part. GCDJFS reserves the right to reject any proposal in which the proposertakes exception to the terms and conditions of the request for proposals; fails to meet the terms and conditions ofthe request for proposals, including but not limited to the standards, specifications, and requirements specified inthe request for proposals; or submits prices that GCDJFS considers to be excessive, compared to existing marketconditions, or determines exceed the available funds of the contracting authority. GCDJFS may request additionalinformation to aid in review and selection. Funding levels are subject to change. Each proposal will be reviewedwith respect to price, administrative program capabilities, and conformance to the RFP criteria.Please be advised that conditions or factors affecting the terms of this RFP may be amended due to changes inMedicaid or fiscal policies at the local, state, or federal level. All accepted proposals are subject to finalnegotiation based upon final approval by GCDJFS and the Board of Greene County Commissioners.PROPOSALS MUST BE RECEIVED BY 4/6/26 BY 5PM. EVALUATIONEach proposal will be reviewed and evaluated by GCDJFS management. Proposals will be evaluated and selectedbased on their ability to assure the following, which are rated as follows for a maximum total score of 250 points:Service Delivery and CapacityThe best and most successful delivery of services, including ability to provide coordinatedservices and organization capabilitiesCostThe most competitive costs, including cost reasonablenessTracking and MonitoringA history of competent tracking, monitoring, and evaluation of systems of delivery andprogram reportsTransportation PerformanceA history of successful transportation performanceTarget PopulationA history of success in serving target populations (i.e., Medicaid recipients including children,adults, disabled, and elderly participants)50 points50 points50 points50 points50 pointsSelection should be made within approximately 4 weeks after the submission deadline. Proposers will be notifiedin writing of their results. Tabulated rating results are available by written request to Beth Rubin, GCDJFS Director,541 Ledbetter Rd., Xenia, OH 45385. Proposals selected for possible contracts will be available for perusal byappointment only.Contracts will be awarded to responsible vendors whose proposal is most advantageous to GCDJFS with price andother factors considered. Contracts resulting from this process will be cost-reimbursement agreements. The cost-reimbursement agreement reimburses the contractor for approved costs in compliance with the terms of thecontract and involves the processing of invoices with complete documentation through GCDJFS, the Board ofCounty Commissioners, and the Greene County Auditor before payment is made. Claims made to the GCDJFS forreimbursement shall not duplicate claims made by the contractor to other sources of funds for the same service.The GCDJFS reserves the right extend contracts awarded through this RFP for successful performance for up totwo periods.
