The Columbia County School District (CCSD) is accepting sealed proposals as

specified in the attached Invitation For proposals documents (RFP). Proposals will

be received at the office of Hudson E. Chandler, Purchasing Supervisor, Columbia

County School District, Business Department, 4781 Hereford Farm Road, Evans, GA

30809.

or agreement, for the purposes of restricting competition, as to any matter relating to such prices with any other Offeror,

and this document and any other special terms and conditions, scopes of work, specifications, and any Columbia County

School District Contract conditions applicable to this Request For Proposal shall then constitute the entire written

contract agreement between the parties (“Contract”). This Contract supersedes all prior written or oral agreements and

there are no other promises or conditions in any other agreement, whether written or oral, having effect on this Contract.

A copy of this acceptance will be forwarded to the successful Offeror and a CCSD Purchase Order and/or General Contract

For Services will issued as a release against this Contract.

Instructions & Specifications

The Columbia County School District, 4781 Hereford Farm Road, Evans, Georgia 30809 (CCSD) is soliciting

competitive proposals for Staffing contracts:

• General Education Paraprofessionals,

• Special Education Paraprofessionals (including ASD, EBD, SID/PID, MOID, IRR, Pre K, CCETS)

• American Sign Language (ASL) Paraprofessionals

• School Nutrition Assistants

The contract is to be for one year upon date of award, with option of extending based on mutual consent for up

to four successive years thereafter.

The Contract shall be deemed to terminate absolutely and without further obligation on the part of CCSD at the

close of the calendar year in which it was executed and at the close of each succeeding calendar year for which it

may be renewed. In the event of insufficient funding, the Contract shall terminate absolutely and without

further obligation as of that moment.

All services must align with District adopted job descriptions, training requirements, physical demands, and

performance expectations.

The CCSD may award one or more contract awards if deemed in the best interest of the BOE.

The Request for Proposal (RFP) number is HC-03-10-26A.

Proposals are due no-later-than March 10, 2026 at 2:00 p.m. to the CCSD office at 4781 Hereford Farm Road,

Evans GA, 30809.

Last day for vendor question February 24, 2026 at 2:00 p.m.

The Columbia County School District will accept bids sent by email. Bidders are to consider emailed bids not

received by Hudson.Chandler@CCBOE.net, until responding email accepting receipt. Email greater than 18

megabytes exceed our size limit and cannot be received. Electronic Signatures will be accepted on bids.

GENERAL INFORMATION

This solicitation does not obligate funds, nor does it constitute a contract, offer of employment, or offer of

purchase.

The cost of preparing and submitting a proposal is the sole obligation of the vendor.

All vendors must submit a minimum of three references. References must be for projects/contracts of similar

size and scope as that contemplated herein. References must include valid email address and point of contact.

Failure to provide adequate references may result in disqualification of your proposal.

By submittingcompetitor,, the Vendor certifies that, to the best of its knowledge and belief: (1) the prices have

been arrived at independently without collusion, consultation, communication, or agreement, for the purposes

of restricting competition, as to any matter relating to such prices with any other Proposer, or to any competitor

or with any officers, agents or employees of the CCSD; and (2) unless otherwise required by Federal or Georgia

Law, the prices which have been offered in this proposal have not been knowingly disclosed by the Proposer and

Failure to comply with any or all specifications may result in immediate termination of the contract.

CCSD is a tax-exempt organization and as such, price should NOT include any federal, state or local sales tax, or

use tax (or fees) unless otherwise required by the Georgia Department of Revenue (e.g., diesel fuel tax). The

Federal Tax ID number for the CCSD is 58-6000217.

ANY DISCUSSIONS REGARDING PRICE WITH CCSD EMPLOYEES OR OTHER VENDORS PRIOR TO THE

PROPOSAL OPENING IS EXPRESSLY FORBIDDEN AND MAY RESULT IN DISQUALIFICATION OF YOUR

PROPOSAL.

It would be appreciated if vendors would also provide one electronic copy in form of a pdf.

Proposals must contain, as a minimum, the following forms:

• Certification & Acceptance Form (2-Pages)

• Business References

• Statement concerning the number of personnel with qualifications and experience

• Detail explanation of billing process and policy

• Detail explanation of process required for requesting personnel to fill openings

No later than 10 calendar days following contract award and before work or services begin, the following are

required:

• Proof of Insurance meeting requirements stated in General Contract of Services

• Signed copy of General Contract for Services

Scope of Services

Vendors shall provide qualified personnel for the following roles:

• General Education Paraprofessionals

• Special Education Paraprofessionals (including ASD, EBD, SID/PID, MOID, IRR, Pre K, CCETS)

• American Sign Language (ASL) Paraprofessionals

• School Nutrition Assistants

All services must align with District adopted job descriptions, training requirements, physical demands, and

performance expectations.

Mandatory Vendor Qualifications

• Minimum five (5) years of experience providing K 12 staffing services

• Demonstrated experience serving public school districts

• Capacity to staff multiple schools simultaneously

• Designated account manager with authority to resolve issues

• Demonstrated ability to support reading, writing, mathematics, behavior, readiness, and adaptive skills
