Current Locations, Typical Schedule, and Hours per Week by Location12-18-25 RFP1.INTRODUCTIONThe State of Tennessee, Department of General Services, Central Procurement Office, hereinafterreferred to as “the State,” issues this Request for Proposals (RFP) to define minimum contractrequirements; solicit responses; detail response requirements; and, outline the State’s process forevaluating responses and selecting a contractor to provide the needed goods or services.Through this RFP, the State seeks to procure necessary goods or services at the most favorable,competitive prices and to give ALL qualified respondents an opportunity to do business with the state ascontractors, subcontractors or suppliers.1.1. Statement of Procurement PurposeThe Department of Safety and Homeland Security (“TDSHS”) is responsible for safeguarding Stateowned or leased assets, while providing a secure environment for visitors and State agencies to conductbusiness. In accordance with Tenn. Code Ann. § 4-3-2019 the Commissioner of Safety may appoint andcommission peace officers as provided in this Section. These peace officers shall be hereinafter referredto as Facility Protection Officers (“FPO”). Any company licensed under Tenn. Code Ann. §§ 62-35-101 etseq. as a contract security company and which has a contract with the State of Tennessee to providearmed guards may apply to the Commissioner of Safety for the appointment and commissioning of suchnumber of its employees as the company shall designate to act as FPOs. This RFP is designed to selectone (1) Contractor to perform the aforementioned services in accordance with Tenn. Code Ann. § 4-3-2019.The Tennessee Highway Patrol (THP) performs an exceptionally crucial role in support of TDSHSmissions and is typically the first contact for visitors within a State facility. In this highly visible public-facing role, THP serves as a vital defense-in-depth measure. Contractors and their employees mustrealize the magnitude of their responsibility and continuously perform their duties in a courteous andprofessional manner, in full compliance with the Pro Forma Contract.A listing of the current locations serviced under the current Facility Protection Services contract, thenumber of personnel and typical scheduled hours per week for each current location is provided as RFPAppendix 7.1.1.1.2.
