Hall County, Georgia, Board of Commissioners, is soliciting proposals from Certified Public Accounting firms to provide Professional Public Auditing Services for the County beginning July 1, 2025.

Bidding Process: Hall County (herein “County”) is now accepting sealed bid proposals from qualified Certified Public Accounting firms (herein “Bidder” or “Firm”) for Professional Public Auditing Services (herein ‘Services’). The County will accept sealed bids in the Purchasing Division on the fourth (4th) floor of the Hall County Government Center, located at 2875 Browns Bridge Road, Gainesville, GA 30504, Thursday, March 27, 2025 by 2:00pm EST. Late bids may not be evaluated. All bid packets must be sealed. Additionally, all packages must be time and date stamped by the Hall County receptionist located on the 4 th floor to be considered.
Term: It is the County’s intention to award one (1) firm for all the Services listed herein, for an initial one (1) year term, followed by four (4) additional renewal options. Renewal options are not guaranteed.
Schedule of Fees: Bidder’s proposed schedule of fees, if accepted, shall be firm and fixed for the initial contract term.
Definitions: For the purpose of this RFQ/P, the terms “Contract”, “Letter of Engagement”, and “Agreement” shall mean one and the same. Furthermore, the terms “Bidder” and “Firm” shall mean one and the same. “Bid Packet” includes all documents of this solicitation, its Exhibits, and attachments.

Public Reading : Bid openings are open to the public. Bidders are not required to attend but may do so. The Issuing Officer named herein will open and publicly read all proposer’s company names and location on the date, time and address above. Cost will not be read at this time.
Addendums: If needed and in the best interest of the County, Purchasing may make any extension of the bidding period by a formal written addendum and publicly posted on the County website. All addendum must be signed by the bidder and returned with the bid packet.
Proposal Documents: Bidders may obtain all submittal documents at no cost via the County’s Website located at https://www.hallcounty.org/Bids.aspx , then click the Professional Public Auditing Services links to download all required documents. Any Addenda will also be posted at the bottom of the solicitation as needed and bidders are responsible for checking for Addenda. Addendums must be signed and returned along with the Bid Packet.

Special Requirements: Hall County, Georgia, desires comprehensive Professional Auditing Services and to establish a strong working partnership with a Firm offering highly personalized service, and is soliciting submissions for this Request for Qualifications with Cost Proposal (herein ‘RFQ/P’) for the services. The County will provide the auditor with reasonable workspace and will have access to photocopying and Wi-Fi. Auditors must provide their own telephones.
Miscellaneous: The County’s Fiscal Year ends June 30th each year. The accounting ledgers remain open until August 31st to record revenue and accounts payable. The general ledger is finalized during the first two weeks in September. The audit general ledger will be available to the auditor mid-September and the work papers will be made available electronically or by hard copy prior to field work. The auditor shall provide adjusted financial statements, adjusting entries, supporting schedules, recommendations, revisions, and suggestions for improvements to the Director of Financial Services to facilitate a complete draft of the annual comprehensive report no later than November 15th.
