Scope of Services
Many corporate entities contribute to the opioid epidemic, so in 2018, the State of Florida entered
historic litigation to recover funds to abate the issue. Brevard County recognized the harmful effects
of the opioid epidemic on the County, as did the entire State of Florida; therefore, the Board of County
Commissioners adopted Resolution 21-071 on May 18, 2021 to participate in the Florida Plan that is
in the best interest of the County and its citizens in that such plan ensures the almost all of the
settlement funds go to abate and help resolve the opioid epidemic. After four years of discovery, the
lawsuit proceeded toward trial in April 2022. All the corporations involved settled before the trial
began, except for Walgreens, which eventually also settled. Walmart approached the State and
negotiated an additional settlement, even though the State had not yet sued Walmart.
Florida’s Statewide Drug Policy Advisory Council 2024 Annual Report acknowledges the State of
Florida`s efforts to address the overdose epidemic in Florida, including the passage of the Florida
Prescription Drug Reform Act in 2023. Although progress has been made, the opioid crisis continues
to burden the health of the State and its services. In 2023, there were 2,263 suspected opioid involved
overdoses reported by Emergency Medical Services responses in Brevard County.
The State of Florida is expected to receive over $3.2 billion over the next 18 years. Brevard County
is a recipient of opioid settlement funds and is expected to receive $44.4 million.
