The Town of Lincoln Pierce House is soliciting written quotes for removal, restoration and reinstallation of the existing decorative roof balustrade/railing assemblies to facilitate replacement of the roof system (roof replacement by others). The project is located at 17 Weston Road, Lincoln, MA. This work is being procured under M.G.L. c. 149. Prevailing Wage Rates apply and are included in the bid specifications. At least 3 of those references should be from municipal or state agencies.
Special Requirements: All quotes shall be total project cost pricing. In addition to price, responses shall include signed Authorizations (Attachment B) and Certifications (Attachment C) Payment Bond – If selected as contractor and contract price exceeds $25,000, the vendor will, within ten days (Saturdays, Sundays and legal holidays excluded), following notification of selection, provide a payment bond, from a surety company qualified to do business under the laws of the Commonwealth and satisfactory to the awarding authority, in the sum of fifty percent of the contract price, the premiums for which are to be paid by the contractor and are included in the contract price.

These Certificates shall contain a provisionthat the insurance company will notify the Town by registered mail at least thirty days in advance of any cancellation,change or expiration of the policies.7.The Pierce House Committee will make an award to the lowest responsible and responsive bidder. The responsivebidder will be the one who meets all bid requirements and submits all required information to the Town. Theresponsible bidder will also be subject to reference checks.8.All work will be performed in accordance with the relevant section(s) of the Bid Specifications below.9.This contract shall be in effect from the date of signing and must be completed not later than April 15, 2026, unlessotherwise agreed upon by the Town.10. The Town reserves the right to reassign the contract to another firm should the vendor awarded the contract fail tocarry out the contract at any time during the contracting period.11. This letter will also become part of thecontract document.BID SPECIFICATIONSPierce House Exterior Carpentry RepairsGeneral Specifications• See attachment A for specifications for repairs with associated images.• Contractor must be qualified to perform carpentry repairs and painting on historic homes identified by theMassachusetts Historical Commission (MHC) (Records page attached as ATTACHMENT G.)• Contractor must provide and dispose of their own dumpster or dispose of all debris offsite.ATTACHMENT ABID SPECIFICATIONS FOR REPAIR WITH ASSOCIATED IMAGESPierce House Porch Repair 2026 (B-Side Porch)A. Existing Conditions (Observed)The review of existing conditions including selective removal and discovery verifies that the existing carrying beam and otherroof framing members will require replacement. Additionally, the existing roof system including flashing and gutters willrequire replacement to correct failing conditions and restore the roof system properly, while eliminating existing design flawsand membrane roof penetrations.The B-Side Porch Roof area has required active support to ensure it is safe and secure, as well as sectioning it off to eliminateaccess to an unsafe area. Contractor shall maintain safe conditions, including barriers and restricted access.B. General Specifications• Contractor shall visit the site and verify all existing conditions and dimensions. (Mandatory pre-bid site visit required perInvitation to Bid.)• Maintain all existing safety barriers and restricted access measures. Provide additional temporary protection, signage,and controls as needed.• Temporary shoring/supports are currently in place. Contractor shall maintain, adjust, supplement, and/or redesignshoring as required to safely complete work. Shoring shall not be removed until new structural members are installedand the structure is stable.• Provide temporary weather protection during any open-framing / exposed conditions to prevent water infiltration anddamage.• Protect historic/architectural elements (columns, capitals, fascia/entablature, trim, ceiling finishes, railing/balustradecomponents). Where removal is necessary, carefully detach, store, and reinstall. New work shall be in-kind and matchexisting profiles and appearance unless otherwise directed by the Town.• Roofing, flashing, and gutter work shall restore a complete and weathertight system, correcting failing conditions andeliminating design flaws and membrane penetrations to the extent practicable.• Contractor shall provide complete debris removal and leave the site broom clean upon completion.C. Final Repair Sequence1. Structural Member Replacement including carrying beam and deteriorated rafters/sheathing replacement, as well asdeck framing carrying beam and column replacement as required.2. Following repairs, remove shoring, replace deck surface and reinstall ceiling, and trim details.3. Final exterior trim installation throughout porch fascia.D.
