Respondents are cautioned tosubmit a complete response to all requirements. The City reserves the right to amend this RFQ, waiveany requirement, informality or irregularity and reject any and all proposals for any reason. Noamendment or modification to this RFQ or the resulting submissions will be considered bona fide unlesssuch amendments or modifications are made in writing.The Request for Qualifications document may be obtained from the City’s website at cityofmelissa.com(Public Notices). Allrequestors will be added to a recipient list to receive any future correspondence and/or addenda relatedto this RFQ.SECTION 3 - PROJECTThe project consists of the construction of a new Athletic Center (approximately 126,000 sf) to beconstructed at the Z-PLEX (4220 E. Melissa Road). The scope of services for the Project is intended toprovide a complete and useable facility for the City which can be put into operation immediately afteracceptance by the City.Anticipated construction schedule:Anticipated Construction Start- F a l l 2026A draft floor layouts and a general site plan are attached hereto as Exhibit A. Prior to submitting aStatement of Qualifications, respondents shall examine the site to satisfy themselves as to theconditions which will be encountered relating to the character, quality and quantity of the work to beperformed and materials and equipment required. The filing of a response by a respondent shall beconsidered evidence that it has complied with these requirements.SECTION 4 - SCOPE OF SERVICESThe firms who participate in this RFQ process are sometimes referred to as "Respondents" and"Construction Manager."A qualified Construction Manager at Risk will be chosen in a two-step process to work alongside theCity's contracted architect in analyzing current proposed designs, providing value engineeringsuggestions, developing cost estimates, sub-contractor bidding/negotiations services, and constructionmanagement services during construction.The Construction Manager at Risk will be expected to work closely with the Architect, as the costestimator, project scheduler, and proposer of phasing alternatives for the Project upon completion ofplans sufficient to estimate the project. The final contract negotiated with the Construction Manager atRisk will determine details related to a contractual guaranteed maximum price for the Project. All costestimation by the Construction Manager at Risk will include full Project costs.In addition, the following describes the anticipated services expected during design and construction:•Provide Pre-Construction Services as described herein.•Meet with City Staff and the consultant team to gain a detailed understanding of the Projectrequirements and general parameters under which the project will be designed and constructed.•Manage the Guaranteed Maximum Price (GPM) documentation.•Establish budget by bid package for design components.•Prepare, execute & manage contractor/sub-contractor bid or proposal packages.•Conduct pre-bid meetings.•Conduct pre-construction meetings with all sub-contractors.•Conduct award of contracts/purchase orders.•Provide coordination and management of sub-contractors.•Conduct progress and coordination meeting with on-site trade foremen or superintendents.•Conduct meetings with the City's representative and Architect to review construction progress,scheduling, conflict resolution, etc.•Review and process all pay request applications by the sub-contractors.•Summarize monthly reports.•Provide change order and contingency funds control.•Establish and maintain a Quality Control and Quality Assurance program.• Supervise, direct, and manage the complete construction of the project.•Track construction costs and maintain detailed construction cost records.•Review and process shop drawings and other submittals.•Establish, monitor, and update a construction scheduling system; to be updated every two weeks.•Develop, manage and monitor comprehensive safety program for the Project.•Provide for temporary job site facilities and services.•Provide accounting functions.•Provide jobsite security functions and control site access.•Provide post-construction services, including implementation of close-out procedures.•Provide value engineering.•Maintain and provide as-built information to Architect for preparation of record drawings.•Provide warranty walk-through to occur one-year after project completion.•Other services as deemed appropriate by the City.SECTION 5 - SELECTION PROCESSThis RFQ is the first step in a two-step process for selecting a Construction Manager at Risk for theproject as provided by Texas Government Code Chapter 2269, Subchapter F. It provides informationnecessary to prepare and submit qualifications for consideration and ranking by the City. The Cityinvites the submittal of responses to this RFQ from firms that can adequately demonstrate they have theresources, experience and qualifications necessary to provide Construction Management at Risk servicesin connection with the pre-construction services and construction of the Project. The following projectnarratives are to assist you in responding to this request for RFQ.The City will evaluate the submittals and will select the highest-ranking submittal pursuant to thecriteria outlined herein. Should the City so choose, they may elect to interview the top scoringcandidates to assist in a selection. However, the City reserves the right to terminate its negotiationswith the CMAR in writing if it appears to the City that the negotiations will not result in the execution ofa contract. In such event, the City will select the next highest-ranking CMAR and attempt to negotiate acontract with that CMAR, and so on and so forth until the City has successfully negotiated a contractwith a selected CMAR.After the City selects the highest-ranking Construction Manager at Risk, the City will attempt tonegotiate a contract with the CMAR for performing Pre-Construction Services, includingConstructability Reviews, Value Engineering Recommendations and Estimating Services Fees, toreview during the final phases of the design process and only to a point sufficient to establish aGuaranteed Maximum Price (GMP). Please note, construction approval of this project is solelydetermined by the City based on the Guaranteed Maximum Price provided by CMAR.Following execution of the pre-construction services contract, the CMAR will receive a 85%construction document set of drawings and specifications for their use in providing the following:(a) A review of constructability and estimated timeline based on critical path items.(b) A pricing review of all major items as established through qualified sub-contractor preliminarypricing.(c) A list of potential or recommended value engineering options for the City's consideration.Following the City's direction on the submittals above, the CMAR will provide a Guaranteed MaximumPrice (GMP) for the work. This GMP will be inclusive of Value Engineering and Estimating Servicesfees, General Conditions, Construction Manager's Fee, bonds, insurance, and other agreed upon costs;including the City's General Contingency Allowance. Should the GMP fit within the budget allowed andestablished by the City and the City is satisfied with the work of the CMAR, the CMAR contract will becontinued through general construction of the Project.The City will give prime consideration to the respondent with significant, current experience in thedevelopment, design, and construction of buildings of similar size, scope, budget, and constructionmethods and techniques to the proposed Melissa Athletic Complex. The City reserves the right tonegotiate with one or more parties and is not obligated to enter into any contract with any Respondent onany terms or conditions. Consideration will be given to all qualified Respondents. The City will selectthe Respondent that provides the best value to the City.The City reserves the right to disqualify any submittal without cause. By submission of a response,respondents waive any rights to make a claim against the City, its employees, agents and consultantsrelated in any way to the submission of the proposal or the City's disqualification of the proposal as aresult.The successful respondent will enter into a Construction Manager at Risk Agreement ("Agreement")with the City as Owner, where basis of payment is the Cost of Work Plus a Fee with a GuaranteedMaximum Price, and General Conditions for the Contract for Construction, respectively, as modified forthis Project, using AIA form documents. The finalized and signed Agreement and Conditions willinclude such language and modifications as required by the City. The City reserves the right to notenter into a contract with any respondent if it so chooses.SECTION 6 - EVALUATION CRITERIAThe evaluation committee may include any or all of the following: City staff representatives, Boardrepresentatives, the Architect, and City Council representative(s).Per Chapter 2269, Subchapter F of the Texas Local Government Code, the City may consider thefollowing in determining to whom to award the contract for Construction Manager-At-Risk services.The selection process is weighted heavily on important issues critical to the success of the Project. Indetermining the best value to the City, the information requested in the submittal requirements abovecan and will be evaluated along with any other key issues deemed important to the City.The following weighted criteria will be considered in selecting the Construction Manager at Risk(CMAR):A. FIRM EXPERIENCE AND FINANCIAL CAPABILITY - (40% of scoring)B. FIRM EXPERIENCE AS A CMAR- (10% of scoring)C. REFERENCES - (10% of scoring)D. EXPERIENCE ON SIMILAR PROJECTS OR PROJECTS OF SAME SCALE (10% of Total Score)•Proposers will be evaluated on their experience with projects of similar size, scope, andcomplexity in Melissa or comparable North Texas communities. Consideration will begiven to demonstrated familiarity with local conditions, including but not limited topermitting processes, inspection coordination, utility providers, site constraints, and theability to operate effectively in a rapidly growing municipal environment.E. PRIOR EXPERIENCE WITH THE CITY OF MELISSA (5%)•Proposers will be evaluated on their prior experience working with the City of Melissa, ifany. Evaluation will focus on documented performance outcomes, including scheduleadherence, cost control, change order management, communication, responsiveness, andoverall quality of service.F. EXPERIENCE WITH FIRM BY MELISSA ON NON-CITY DEVELOPMENT PROJECTS (10%)G. NARRATIVE DESCRIPTION OF SITE COORDINATION PHILOSOPHY, AS THE REMAINDEROF THE Z-PLEX IS OPEN AND ACTIVE TO LOCAL USES (15% of scoring)
