Description:

The City of Portland, Texas (Owner) is hereby soliciting bids for the CITYWIDE SIDEWALK IMPROVEMENTS IDIQ PROGRAM CIP #18-006 FY 2022-23. This Project is an Indefinite Delivery / Indefinite Quantity (ID/IQ) construction contract to perform rehabilitation/ replacement of sidewalk infrastructure in the City of Portland (Citywide). The work will be issued in individual work orders called “Delivery Orders” that provide specific scope and requirements, in accordance with the plans, specifications, and contract documents. The scope of work includes but is not limited to rehabilitation and/or replacement of sidewalks, as required SWPPP measures, resultant pavement, curb and gutter, sidewalk, and driveway repairs, ADA ramp replacement and temporary traffic control measures. The City intends to award this contract for an initial six (6)-month period, with the option to administratively renew it for two additional 12-month periods. The City will determine whether to exercise an option to renew based on the Contractor’s successful performance of the work on all Delivery Orders, the recommendation of the City’s Design Engineer, Construction Management & Inspection Team, approval by the City, and the concurrence of the Contractor. The contract allows for a City-approved economic adjustment to apply to a renewal period, based upon published cost-of-construction indices acceptable to the City.

The Contract amount for the first 6-months will be $750,000. The City has the right not the obligation to extend the project two additional years increasing the total contract amount with each renewal. This Project will be executed by multiple indefinite quantity Delivery Orders as required by the City, in accordance with the plans, specifications, and contract documents.  Each Delivery Order will stipulate the Substantial Completion date, it is to be completed according to the terms of the Delivery Order and is eligible for Final Payment 30 days after the date for Substantial Completion.

A Pre-Bid Meeting is scheduled for 2:00 pm on Tuesday, November 19, 2024, at the Portland City Hall, Council Chambers, 1900 Billy G. Webb Drive, Portland, Texas 78374. The Pre-Bid Meeting will be conducted by the Engineer and the City.

Bids will be received at the office of the City Manager, located at 1900 Billy G. Webb Drive, Portland, Texas 78374 until 2:00 pm on Thursday, December 5, 2024, and then publicly opened and read. Any bid received after closing time will be returned unopened.

A bid bond in the amount of 5% of the highest amount bid must accompany each proposal. Failure to provide the bid-bond will constitute a non-responsive proposal which will not be considered. Failure to provide required performance and payment bonds for contracts over $25,000.00 will result in forfeiture of the 5% bid bond to the City as liquidated damages. Plans, proposal forms, specifications and contract documents may be procured from the Engineer, LJA Engineering, Inc. (LJA), 5350 S. Staples, Suite 425, Corpus Christi, Texas 78411, upon receipt of a non-refundable payment of Seventy-Five Dollars ($75.00). Plans and Specifications will be available at no charge to download through Sharefile. The City reserves the right to reject any or all bids, to waive irregularities and to accept the bid which, in the City’s opinion, seems most advantageous to the City and in the best interest of the Public.
