IntroductionThe City of Bangor (City) requests proposals to furnish and deliver one (1) full size;three-quarter (3/4) ton; four-wheel drive (4wd); four (4) door crew cab with eight-foot(8ft) bed and liftgate. FOB Destination to the City of Bangor Fleet Maintenance Division,481 Maine Avenue. The vehicles shall be new, current-year trucks furnished anddelivered in accordance with the attached specifications. The City will consideralternate proposals for the purchase of an unsold previous-year models if they meet orexceed the requested specifications. The City reserves the right to award a contract tomultiple Proposers.II. General InformationAvailable at the following web address: www.bangormaine.gov/proposals on the City’swebsite. By submitting a response to this solicitation, the Proposer accepts theresponsibility for downloading, reading, and bidding by the terms and conditions setforth in the City’s “General Information for Vendors”.In your proposal, please specify whether you currently have or are in the process ofdeveloping a domestic violence policy. If you do not have such a policy, let us know ifyou would like to receive a copy of the City of Bangor's policy as a reference.III. QuestionsAny questions must be directed in writing to bids@bangormaine.gov no later than 4:30P.M., Friday, January 9, 2026.The City will provide a response by 4:30 P.M. on Friday, January 16, 2026. Thisresponse will be in the form of an addendum, accessible on the City's website.Notifications will be sent to the Registered Vendor List when new addenda arereleased. Late ProposalsIt is the responsibility of the Proposer(s) to see that their proposals have sufficient timeto be received by the Purchasing Department before the submittal deadline. Anyproposal, portion of a proposal, or requested proposal revision received at the CityPurchasing Department after the time and date specified, will be returned to theProposer unopened.VI. Withdrawal of ProposalsNo Proposer may withdraw their proposal for a period of ninety (90) days from the dateof opening. All proposals shall be subject to acceptance by the City during this period.To withdraw a proposal prior to the opening, the Proposer shall request the withdrawalin writing. All costs associated with the withdrawal (i.e. mailing fees) will be borne bythe Proposer.VII. RejectionThe City reserves the right to reject any proposals, waive any informalities or defectsin proposals, or accept a higher cost proposal if it is deemed to be in the best interestof the City. The City also reserves the right to request clarification, of any details, fromthe successful Proposer.Proposal No. P26-26Page 2 of 6Emergency TruckVIII. Information for ProposersA. All Federal and State taxes must be excluded from the proposal price. Uponrequest, a tax exemption certificate for the City of Bangor shall be furnished to thesuccessful Proposer.B. The Bid Form, included with this request must be completed and returned for aproposal to be considered.C. The vehicles and all equipment must be thoroughly inspected, serviced, and readyfor use upon delivery. All work performed must meet established industrystandards of quality to be acceptable. Any unacceptable work must be correctedbefore payment is issued.D. Any exception to the provisions in Section X. Specifications must itemized on aseparate page titled “Exceptions,” referenced by section, subsection, and number,along with a detailed explanation of the exceptions.E. Pages four (4) through six (6) of this request must be completed and returnedwithin the proposal to be considered.IX. AwardThe award will be based on one or more of the following:A. Quality and performance of the vehicle offered.B. Availability of vehicle.C. Prior history and experience with the Proposer and/or prior history and experiencewith the vehicle offered. If there is no history or experience, references may berequested of the successful Proposer.D. Cost.Proposal No. P26-26Page 3 of 6Emergency TruckX. The specifications should be viewed as a guideline for the City’s needs andnot an absolute minimum or maximum requirement.
