TENNESSEE TECH UNIVERSITYRequest for QuotationsFlooring ServicesQuotation Due:May 26, 2026 / 3:00 p.m. CSTElectronic copies of this Request for Quotations available by contacting tgirdley@tntech.edu11.INTRODUCTION1.1.BackgroundTennessee Tech University is a four-year comprehensive university located in Cookeville, Tennessee.Tennessee Tech is the state’s only technological university and currently enrolls more than 10,000students. Tennessee Tech offers more than 40 bachelor’s and 20 graduate degree programs and 120concentrations through its various academic divisions – the College of Agriculture and Human Ecology,College of Arts and Sciences, College of Business, College of Education, College of Engineering,College of Fine Arts, College of Graduate Studies, Whitson-Hester School of Nursing, and the Collegeof Interdisciplinary Studies. Tennessee Tech also offers the PhD in education, engineering, andenvironmental science and maintains three Centers of Excellence, including the Center for EnergySystems Research, the Center for Manufacturing Research and the Center for the Management,Utilization and Protection of Water Resources. The Appalachian Center for Craft, a University satellitecampus and an academic program offered through the College of Education, is a nationally accreditedSchool of Art, Craft and Design, offering a Bachelor of Fine Arts degree with concentrations in clay,fibers, glass, metals and woods. Tennessee Tech has consistently achieved high rankings foracademic excellence and affordability.1.2.Statement of PurposeTennessee Tech seeks to secure a contract for a qualified company to provide Vinyl Tile Flooringand/or Carpet Flooring Services on an “as needed” basis.Tennessee Tech has issued this Request for Quotations (RFQ) to define Tennessee Tech’s minimumproducts/service requirements; solicit quotations; detail quotation requirements; and outlineTennessee Tech’s process for evaluating quotations and selecting the Contractor.Through this RFQ, Tennessee Tech seeks to buy the best products/services at the most favorable,competitive prices and to give ALL qualified businesses, including those that are small, minority, orwomen-owned an opportunity to do business with Tennessee Tech as contractors and subcontractors.Tennessee Tech reserves the right to award both primary and secondary contract(s) so that if theprimary contractor is unable to accommodate the university’s needs for flooring services, thesecondary contractor might assist Tennessee Tech with such services.1.3.NondiscriminationNo person shall be excluded from participation in, be denied benefits of, be discriminated against inthe admission or access to, or be discriminated against in treatment or employment in TennesseeTech’s contracted programs or activities on the grounds of disability, age, race, color, religion, sex,veteran status, national origin, or any other classification protected by federal or Tennessee StateConstitutional or statutory law; nor shall they be excluded from participation in, be denied benefits of,or be otherwise subjected to discrimination in the performance of contracts with Tennessee Tech or inthe employment practices of Tennessee Tech’s contractors. Tennessee Tech assumes no responsibility for delays or delivery failures resultingfrom the method of dispatch. Actual or electronic “postmarking” of a communication or quotation toTennessee Tech by a deadline date shall not substitute for actual receipt of a communication orquotation by Tennessee Tech.Tennessee Tech will convey all official responses and communications pursuant to this RFQ byposting them on its website at: https://www.tntech.edu/purchasing/bidopportunities.php. It is theresponsibility of each bidder to monitor this site in order to obtain any new and/or additionalinformation that may be distributed relative to this RFQ. Quotations must address all additionalcorrespondence as needed.Only Tennessee Tech’s official written responses and communications shall be considered bindingwith regard to this RFQ. Any oral communications shall be considered unofficial and non-bindingregarding the RFQ.Written Questions/Answer PeriodA written question/comment period is included in Section 2, RFQ Schedule of Events. The purpose ofthe written question/comments period is to allow Bidders to submit any questions they may have with31.6.2.1.6.3.1.7.in regard to the service(s) specifications, scope of services requested and/or other matters relative tothe RFQ.The RFQ Coordinator must receive all written comments, including questions and requests forclarification, no later than the Written Questions/Comments Deadline in Section 2, RFQ Schedule ofEvents.Tennessee Tech reserves the right to determine, at its sole discretion, the appropriate and adequateresponses to written comments, questions, and requests for clarification. Tennessee Tech officialresponses and other official communications pursuant to this RFQ shall constitute an amendment ofthis RFQ.Quotation DeadlineBids must be submitted no later than the Quotation Deadline time and date detailed in the RFQSection 2, Schedule of Events. A bid must respond to the written RFQ and any RFQ exhibits,attachments, or amendments. A late bid shall not be accepted, and a Bidder's failure to submit a bidbefore the deadline shall cause the bid to be disqualified.42.RFQ SCHEDULE OF EVENTSThe following Schedule of Events represents Tennessee Tech’s best estimate of the schedule that willbe followed. Award /Effective Date of Contract6/2/20263.Quotation RequirementsEach Bidder must submit a quotation in response to this RFQ with the most favorable terms that theBidder can offer. There will be no best and final offer procedure. However, Tennessee Tech reservesthe right to further clarify or negotiate with the best-evaluated Bidder subsequent to awardrecommendation but prior to contract execution if deemed necessary by Tennessee Tech. TheUniversity may initiate negotiations, which serve to alter the bid/quotation in a way favorable toTennessee Tech. For example, prices may be reduced; time requirements may be revised, etc. Inno event shall negotiations increase the cost or amend the quotation such that the apparentsuccessful Bidder no longer offers the best quotation.3.1.Tennessee Tech must receive all quotations in response to this RFQ, at the address indicated inSection 1.5.1 no later than the Quotation Deadline time and date in Section 2, RFQ Schedule ofEvents. Late quotations will not be considered and will remain unopened and filed in the RFQ file.3.2.A quotation must be typewritten or hand-written in ink. A Bidder may not deliver a bid orally.5
