REQUEST FOR INFORMATION (RFI)



Procurement Office: The Mission and Installation Contracting Command (MICC), Yuma Proving Ground (MICC-YPG), is currently conducting market research to attempt to bolster government and industry coordination and partnership in supporting the Garrison Yuma Proving Ground Fire Department (YPGFD) at United States Army Yuma Proving Ground (USAYPG), AZ. This RFI is being issued to inquire about the maintenance and services for Self-Contained Breathing Apparatus (SCBA) assemblies and masks located at USAYPG, AZ.



The service requirement covers the annual inspection, maintenance, and minor repairs of SCBA units and masks located at USAYPG, AZ, for the Garrison YPGFD. All work shall be performed in accordance with the publications referenced in the Performance Work Statement (PWS), including all applicable Mine Safety Appliance (MSA) manufacturer recommendations and specifications, as well as OSHA 1910.334, OSHA 1910.156, NFPA 1500, NFPA 1852, NFPA 1981, and NFPA 1989.



All technicians performing work under this requirement must hold MSA CARE Comprehensive Training certifications. These certifications must be current and maintained throughout the duration of the contract. In addition, the contractor must possess a valid MSA CARE Facility certification and provide proof of this certification during the solicitation phase. All certifications must remain compliant with current MSA requirements.



The technician shall adjust each component in accordance with the manufacturer’s specifications. A total of 60 SCBA assemblies and 45 masks will be tested. Minor repairs include the replacement of o‑rings, grease, silicone, and other rubber components routinely consumed during inspection, adjustment, and testing.



Masks must successfully pass a visual inspection, leakage test, and exhalation pressure test. Individual test results shall be documented and submitted to the COR.



MSA G1 airpacks will be inspected and tested using Posi3 USB or an equivalent system. The testing unit must be calibrated prior to beginning any testing. Testing will include, but is not limited to:




  • Verification of all serial numbers and IDs associated with each airpack

  • Visual inspection of the backframe/harness, low‑pressure warning system, and hoses

  • Functional tests, including:

    • Static facepiece pressure

    • Static medium pressure

    • Medium pressure creep

    • First‑breath activation

    • High‑pressure leakage

    • Bypass pressure



  • Alarm activation pressure testing of the G1 4500 bell (33%), including ringdown results

  • Gauge accuracy testing at 1000 PSI, 2000 PSI, and 3000 PSI

  • G1 4500 HUD testing at 33% and 50%



Any item that fails any portion of the testing must be repaired and retested until all results meet “Pass” criteria.



SCBA Maintenance Period of Performance (PoP)



Base Year: 01 October 2026 through 30 September 2027



Option Year 1: 01 October 2027 through 30 September 2028



Option Year 2: 01 October 2028 through 30 September 2029



Option Year 3: 01 October 2029 through 30 September 2030



Option Year 4: 01 October 2030 through 30 September 2031

Garrison YPGFD at USAYPG, AZ requires a contractor with the proper expertise to inspect, maintain, and perform minor repairs on SCBA units and masks. These services are critical to sustaining fire department operations, as SCBA equipment provides the respiratory protection firefighters rely on when entering smoke‑filled, toxic, or oxygen‑deficient environments. Failure to properly maintain this equipment can disrupt mission activities, limit the department’s ability to respond to emergencies, and increase the risk of property loss due to inoperable respiratory gear. Most importantly, it places firefighters’ lives, health, and safety in significant danger. Without fully functional SCBA units and masks, firefighters cannot safely respond to fires or hazardous conditions, jeopardizing both personnel safety and the installation’s operational readiness.



THIS REQUEST FOR INFORMATION (RFI) is solely for information and planning purposes. It does not constitute a Request for Quote (RFQ) or a promise to issue an RFQ in the future. Further, MICC is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense.



The Government is interested in any input from the industry as well as questions regarding the requirement. We encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price.



INFORMATION: Service to be supplied is anticipated to be classified under the following North American Industry Classification (NAICS) 811310 – Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance, which was considered and selected as it comprises of establishments primarily engaged in providing operating staff to perform a combination of services within a client's facilities. Establishments in this industry either sharpen/install commercial and industrial machinery blades and saws or provide welding (e.g., automotive, general) repair services; or repair agricultural and other heavy and industrial machinery and equipment (e.g., forklifts and other material handling equipment, machine tools, commercial refrigeration equipment, construction equipment, and mining machinery). The associated SBA size standard for the referenced NAICS is $12.5 million dollars.
