Invitation to Bid-Posted DateFurnace & AC1115 38tjh StreetEDPL 6-2026IntroductionThe City of Rock Island is requesting bids from contractors for a rehabilitation project at a house locatedat 1115 38th Street. This owner-occupied property will be undergoing rehabilitation using Housing andUrban Development (HUD) funds to ameliorate deteriorating and deteriorated conditions. All work shallbe subject to HUD 35.930 and Environmental Protection Agency (EPA) regulations. Contractors who areinterested in this project will need to schedule a site visit with the homeowner, Jessica Sinkewicz bycalling them at 309-553-1293, prior to submitting the bid. Sealed bids must be received on or beforeJune 12th by 2 p.m. They shall be addressed and marked as follows.CED DepartmentAttn: Jeff Laxton1528 3rd AvenueRock Island, IL 61201ENCLOSED: 1115 38th Street BidBids may be mailed or delivered in person. Late bids shall not be opened. All sealed bids shall be openedon 6/12/2026 by 2p.m. at City Hall in the CED Department offices. Contractors who have submitted bidsmay attend but are not required to do so. A bid tabulation shall be posted online afterward. Allquestions shall be directed to the Construction Officer at 309-732-2906.Scope of WorkThe bidder shall submit a project plan using the design standards below that is in compliance with allapplicable HUD, EPA, and State of Illinois regulations as well as all local building and zoning codes. Theplan must include a clear project timeline and budget with line item costs. The contractor shall act as thegeneral contractor for the project using subcontractors as required. Subcontractors that will be requiredshould be clearly identified in the project plan.Remove existing furnace located in the basement of the residence. Install aminimum 90% efficient gas fire furnace with correct amp fuse and shut off switch located inan accessible location. The switch and fuse box must be installed in an accessible location.The furnace must be the required BTU for the square footage of the home. A filter slot and acover for a replacement air filter rack with a cover must be installed upon completion.Inspect the gas pipe and in line shut off valve is in proper working order, any excessiverusting on the piping those sections shall be replaced. The flue will need to be properlyvented into the exterior. Fresh air needs to be piped to the exterior, do not pull air from thebasement. All duct work in the basement must be sealed with duct tape or duct paste. Someof the duct work may need to be replaced due to rusted and deteriorated state. This willneed a new condensation pump and line installed. New programable thermoset shall beinstalled in location of existing thermostat. . Remove existing line-set, disconnect, and oldcompressor. Install new line-set, new disconnect with whip wired into the new compressor.Replace new pad with frost protection before installing new exterior unit. Caulk the exteriorpenetrations with exterior material. Lines and AC must be charged and in operational order.Install a new programable thermostat replacing existing unit. Mechanical permit is requiredbefore work begins.Alternative specifications shall be considered only if they are clearly justified, cost effective, and meetall project objectives. The contractor shall have 30 days to complete the work from the date of contractsigning. Change work orders over the course of the project are strongly discouraged.Bidder Qualifications & Requirements1. Bidders must be currently licensed with the Illinois Secretary of State, bonded, and insured.2. Bidders must have or be able to obtain all applicable licenses and permits in addition to meetingall local, state, and federal requirements to perform requested work. Contractors mayberequired additional plans upon permit submittals.3. Bidders must have and provide proof of General Liability, Vehicle, and Workers CompensationInsurances and name the City of Rock Island as a Certificate Holder.4. Bidders must own or be able to rent sufficient equipment to complete the work.5. Contractor maybe required to supply additional plans or stamped drawings for a planreview. Which maybe need to obtain a building permit.Preparation of BidEach bid must be submitted on paper and delivered in a sealed envelope. Said envelope shall be clearlylabeled with “ENCLOSED: 1115 38th Street Bid.” The bid must clearly address all requirements asdescribed above. The cost of the work must be separated into line items with individual costs in additionto providing a total project cost. Labor costs and material costs must be clearly delineated. The companyname, federal tax ID number, SAMs entity number, contact person, email, phone number, and a datewith signature are all required as well.Awarding ContractsThe lowest bid shall not automatically guarantee that a contractor will get the work they bid on. Bidsshall be reviewed for pricing, experience, previous work history, references, State Licenses, StateRegistration, insurances, bonds, subcontractors, equipment owned, equipment rented, operatorexperience, and financial stability. The City at its sole discretion shall decide after a review whichcontractor, if any, is responsive to the invitation to bid. All bidding and award procedures undertaken bythe City in regard to this project shall be consistent with the City’s adopted procurement procedures.Submitted bid prices shall remain valid for 60 days after bid opening.Bidder ResponsibilityBidders shall keep the bidding process confidential. Each bidder shall be fully acquainted with conditionsrelating to the site, the scope of work, any current EPA and HUD regulations pertaining to the work, andrestrictions associated with acceptable execution of requested work. Failure or omission of the bidder toacquaint themselves with site conditions shall in no way relieve them of any obligation with respect totheir bid or subsequent contract.Federal, State, and Local Reporting ComplianceThe contractor shall provide financial and programmatic information as required by the City of RockIsland to comply with all Federal, State, and local law reporting requirements.
