Inparticular, heavy-duty diesel engines emit high levels of nitrogen oxides (NOx), aprecursor to photochemical smog, as well as diesel particulate exhaust, which has beencategorized by the California Air Resources Board (CARB) as a toxic air contaminant.The Air Quality Management Plan (AQMP) for the Basin identifies the application ofclean- burning alternative fuels (e.g., natural gas, ethanol, and hydrogen), advancedengine and/or vehicle technologies (e.g., fuel cells, hybrid electric and plug-in hybridP2026-07electric vehicles, battery electric) and advanced stationary source pollution controltechnologies to meet the national ambient air quality standards. It also specifiesincentives as a key strategy to reduce emissions from mobile sources. These air qualitygains, however, may only be realized if programs are in place to develop, commercializeand implement these technologies. Attachment A to this RFP containsdefinitions and further information.Page 2 of 35P2026-07SECTION V: STATEMENT OF WORK/SCHEDULE OF DELIVERABLESA. ObjectiveThe objective of this RFP is to solicit proposals from individuals and organizations withstrong technical expertise in one or more of the areas of work performed by TAO at theSouth Coast AQMD, including but not limited to, the following:Incentive Programs• Technical evaluation of mobile source projects and applicable controltechnologies including but not limited to: on-road heavy duty trucks, off-road equipment, locomotives, marine vessels and heavy-dutyvehicle/equipment infrastructure• CARB incentive programs and guideline requirements (i.e. Proposition 1B– Goods Movement Emission Reduction Program (Prop 1B), Carl MoyerProgram (CMP), Community Air Protection Program Incentives (CAPP),the Enhanced Fleet Modernization Program (Replace Your Ride) and theVolkswagen Environmental Mitigation Trust Program (VW), etc.• Surplus emission reductions and cost effectiveness calculations• Emissions inventory for on-road and off-road mobile sources• Program audit preparation• Grant writing and preparation for State and Federal grant proposalsRDD&D Program• Thorough understanding of low and zero emission technologies for on-road, off-road, marine, infrastructure, and stationary source applications• Preparation of proposals for State and Federal grants• Zero emission vehicle and equipment supporting infrastructure design,development and commissioningThis RFP is being used to leverage staff resources with specialized outside expertiseand technical support with program implementation. The selected consultant(s) shallperform various tasks and functions designed to facilitate cooperation and ensureadequate information exchange to South Coast AQMD staff, key government agencies,existing and potential end users of advanced vehicle and stationary technologies, andindustry organizations.B. Statement of WorkThe selected Consultant(s) shall perform tasks on an as-needed basis upon receivingwritten notification from the South Coast AQMD’s Deputy Executive Officer for TAO. Allwork will be assigned and pre-approved by the Project Manager and the DeputyExecutive Officer. Each assignment will have specific tasks to be conducted andresources to be utilized. No work can be implemented without authorized parties’ priorapproval and acceptance of specific, detailed task assignments. Potential tasks includebut are not limited to the following:Page 3 of 35P2026-07Incentive Programs• Assist South Coast AQMD staff in technical evaluation of applications submitted forfunding consideration pertaining to mobile source incentive programs.• Assist South Coast AQMD staff in evaluating the surplus emission reductionscalculations and cost effectiveness of projects for on- and off-road heavy-duty vehiclesand equipment, including but not limited to marine vessels, locomotives, on-roadheavy duty trucks, cargo- handling equipment, off-road construction equipment, andlocomotives.• Update annual incentive program reporting information to determine compliance withprogram requirements.• Assist in the review of incentive program updates. Subsequently updating outreachmaterial, application forms, policies and procedures and other documentationnecessary to ensure that South Coast AQMD’s program is consistent will any newpolicy or program changes approved by CARB.• Assist in preparing for incentive program audits.• Assist South Coast AQMD staff in preparing briefings, presentations and technicalpapers, and participate in incentive program workshops.• Perform other tasks relating to the implementation of South Coast AQMD incentiveprograms as directed by South Coast AQMD’s Deputy Executive Officer.RDD&D Program• Assist in the writing and preparation of grant proposals for Federal and State grantopportunities.• Assist in evaluating the current status of renewable energies for mobile andstationary sources.• Assist in evaluating the current status of hydrogen storage, hydrocarbon reformingtechnologies and innovative components for hydrogen infrastructure.• Assist in evaluating zero emission goods movement technologies and supportinginfrastructures.• Assist in technical evaluation of proposals submitted to TAO for fundingconsideration pertaining to alternative fuels, battery, hydrogen, fuel cells and otheradvanced vehicle and stationary technologies.• Perform other tasks relating to low and zero emission vehicle and/or stationarysource technologies.Page 4 of 35P2026-07C. Schedule of DeliverablesSpecific deliverables and time schedules for task completion will be established by theDeputy Executive Officer, or his designee, in writing when each task is authorized.Deliverables may include but not be limited to one or more of the following: written and/ororal technical reports, spreadsheets containing calculations and technical evaluation ofprojects, data analysis of emissions inventory, newsletters, articles, draft positionpapers, language for control measures, attendance at meetings with follow-up reports,etc.SECTION VI: QUALIFICATIONSA. South Coast AQMD requests submittal of detailed expertise and capabilities fromconsultants who meet a combination of the technical qualifications listed below.Individuals can team to submit a joint bid if they have complementary expertise andqualifications that collectively meet the requirements. Statements of qualificationsshould include evidence documenting experience, expertise, and capabilitieswherever possible.B. Bidder(s) shall be selected for contract award based on the best combinations ofqualifications.Incentive Programs – Preferred Qualifications1. Experience in implementation of incentive programs designed to reduce emissionsfrom diesel equipment and vehicles and other sources of air pollution.2. At least 3-5 years professional experience in the area(s) of expertise.3. The ability to quickly respond, on short notice, to requests for technical assistance.4. Working knowledge of CARB mobile source regulations and South Coast AQMDincentive program criteria and guideline requirements (CMP, Prop 1B, CAPP, etc.).5. Emissions inventory development preferably with mobile sources.6. Working knowledge of other incentive programs, that may include state and/orfederal incentive programs.7. Proven expertise in any of the technical areas or any combination of areas as listedin Section V: Statement of Work / Schedule of Deliverables under IncentivePrograms.8. Established relationships with equipment manufacturers and/or industry orprofessional associations.9. Experience in conducting outreach for air quality programs, identifying anyoutreach to communities, small businesses and/or developing outreach plans forPage 5 of 35
