Background

The City of Tucson has a continued need for Vehicle Towing, Storage, Auction, Extrication, Stabilization, and Salvage Services for City of Tucson Departments. This need is broken down to include services for the following groups. Offerors shall provide specific pricing for
towing and storage services for each group:

  • Group 1: Mandatory Towing Impound and ARS 28-3511 Vehicle Tows (approx. 1600 tows per year)
Group 1 also requires the Contractor to provide salvage and auction services for unclaimed vehicles. Over the past 5 years, approximately 1300 vehicles per year have been unclaimed and were either auctioned or salvaged. Group 1 In addition, offerors shall also provide a revenue sharing plan for all mandatory and ARS 28-3511 towed vehicles. The revenue sharing plan may include, but not be limited to, a referral fee for all vehicles towed, an auction/surplus revenue sharing plan, and a per-day storage revenue sharing plan. Please provide a revenue sharing plan if you are submitting a proposal for Group 1.
  • Group 2: Vehicle Towing and Removal Services (appx. 3800 tows per year)
  • Group 3: Towing Services for of City Owned Vehicles and SunTran/SunVan/SunLink (appx. 1400 tows per year)
  • Group 4: Towing and Removal Services for DTM (Park Tucson) (appx. 60 tows per year)
  • Group 5: Towing and Removal Services for Housing and Community Development (HCD)

The City intends to evaluate and award each group separately and offerors do not need to submit a proposal for all
groups to be considered for award.

A.R.S. 41-1830.51 subsection C, states “a towing firm may only have one contractual agreement per geographic
towing area with the department or a county, city or town for towing or storage services or both.” If an Offeror is
awarded multiple groups, the City will consider that to be one contract.

The City reserves the right to modify the contract at any time to comply with changes to the applicable sections
of the Arizona Revised Statutes.
