NOTICE OF ADVERTISEMENT FOR PRE-QUALIFICATIONSCITY OF POST FALLS2026 BASALT CHIP AND FOG SEALThe City of Post Falls is seeking to pre-qualify general contractors for the 2026 Basalt Chip andFog Seal in the City of Post Falls, pursuant to Idaho Code 67-2805, “Procurement of PublicWorks Construction”. Pre-qualification applications will be received at the office of the CityClerk, located at City Hall, 408 N. Spokane Street, Post Falls, Idaho 83854 until 10:00 a.m. localtime, Wednesday, March 30th, 2026.Work associated with the proposed project is generally described as follows:The work includes the application of bituminous material followed by the application of a both1/2” basalt chip seal and fog seal on selected City of Post Falls streets.The Contractor shall provide the necessary equipment, labor and materials to complete the basaltchip sealing and fog coat of those roadways described in the Contract Documents, in accordancewith the Specifications, as directed by the Project Manager. All work shall be in accordance withthe applicable latest sections of the Idaho Department of Transportation (ITD) StandardSpecifications for Road and Bridge Construction, supplemental Specifications, and all recentrevisions to the same.All responses must be signed and companies who wish to submit a proposal must have acurrent, valid Idaho Public Works Contractor license for the work under consideration in orderto submit. Upon receipt of SOQs, the City will evaluate and determine which Contractors arequalified to bid. If the City proceeds with bidding the project, all contractors deemed qualifiedby the City will be invited to submit formal bids for the project as delineated in the BiddingDocuments, which will be made available to pre-qualified bidders.The City, in accordance with Title VI of the Civil Rights Act of 1964, 78 stat. 252, 42 U.S.C. 2000dto 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A,Office of the Secretary Part 21, Nondiscrimination in Federally-assisted programs of theDepartment of Transportation issued pursuant to such Act, hereby notifies all bidders that itwill affirmatively ensure that in any contract entered into pursuant to the advertisement,disadvantaged business enterprises as defined at 49 CFR Part 23 will be afforded fullopportunity to submit bids in response to this invitation and will not be discriminated againston the grounds of race, color, national origin, or sex in consideration for an award.Any protest of determination of qualifications or bidding procedures will be handled inaccordance with procedures delineated in Idaho Code 67-2805.Contractors will be responsible for all costs (including site visits, if any) incurred inpreparing or responding to this Request for Qualifications.Prequalification of contractors will be conducted according to Idaho Code Section 67- 2805.The City of Post Falls anticipates the 2026 Basalt Chip and Fog Seal to be advertised forconstruction bids in late winter/early spring of 2026.Interested contractors may obtain the pre-qualifications package at the City’s website:www.postfalls.gov Electronic documents in PDF format may be downloaded for no cost.Any addenda will be posted to the same website as the pre-qualification package at leastthree (3) days prior to the application deadline.
