TOWN OF CHESHIRE – REQUEST FOR PROPOSALS#2526-23REQUEST FOR RECREATIONAL USE PROJECT – HIGHLAND AVENUEApril 2026The Town of Cheshire is competitively procuring proposals from interested parties for thedevelopment of ten (10) acres of undeveloped land along Highland Avenue (CT Route 10) acrossfrom Cheshire park and adjacent to the Manson Youth State facility for a recreational useproject. The property was received from the State of Connecticut via public act 98-255 for useby the Town of Cheshire, or to lease the property to a third party for recreational purposes only(subject property).The purpose of this RFP is to solicit proposals from qualified individuals or organizations tooperate, maintain, and/or develop the land for recreational activities that will serve the public,enhance community well-being, and promote recreation. This an exciting opportunity tocontribute to the community’s health, wellness, and recreational needs while ensuring that theland is utilized in a sustainable and responsible manner.Respondents are invited to submit proposals for the development and long term lease of thesubject property with One (1) original and seven (7) copies and an electronic copy (copied to aflash drive) to the Cheshire Town Hall, Town Manager’s Office c/o Sean Kimball – TownManager, Room 221, 84 South Main Street, Cheshire, CT 06410 by Friday, May 15th 2026 at2:00pm. The Town of Cheshire (the “Town”) will not accept submissions by e-mail or fax. TheTown will reject proposals received after the date and time noted above.The documents comprising this Request for Proposals (RFP) may be obtained on the Town’swebsite, www.cheshirect.org, under “Bids and Requests for Proposals.” Each proposer isresponsible for checking the Town’s website to determine if the Town has issued any addendaand, if so, to complete its proposal in accordance with the RFP as modified by the addenda.Proposals must be held firm and cannot be withdrawn for ninety (90) calendar days after theopening date. The Town reserves the right to directly negotiate with an entitywho submits a proposal in response to this RFP and to accept a proposal based upon those negotiations alone. TheTown reserves the right to request interviews, discuss all project details, and to select and negotiate a preferreddevelopment proposal that is in the best interest of Town prior to final award.The Town may determine that a proposal is technically and/or substantively non-responsive at any point in theevaluation process and may remove such proposal form further consideration. Proposals arriving after thedeadline may be returned unopened or may simply be declared non-responsive and not subject to evaluation, atthe sole discretion of the Town. All original documents, drawings, renderings, concepts and other submissionmaterials shall become the property of the Town once submitted. The Town is not responsible for any costsrelated to presentations, preparation of responses, or clarifications pertaining to this RFP. All costs are theresponsibility of the respective respondent.“Proposal” shall mean quotation, offer, qualification/experience statement, and/or services. Prospectiverespondents shall also mean proposers, offerors, or any person or firm responding to an RFP.All prospective respondents are responsible for ensuring that no addenda have been made to the original RFPpackage or that all addenda have been received and addressed. All submitted packages and addenda are locatedat the Town of Cheshire Office for the Town Manager or on the Town website.There is no official public opening of proposals. To best protect the integrity of the procurement process, the Townrequires that respondents refrain from requesting proposal information concerning respondents until an awardhas been formally made. Proposal materials will not be disclosed as public information until after a formal award.The prospective respondent warrants, by submission of a proposal, that he/she is not an employee, agent, orservant of the Town, and that he/she is fully qualified and capable in all material respects with regard to therequirements of this RFP and possesses the requisite skill, expertise, experience and resource to fulfill theobligations of its proposal as submitted. Nothing herein shall be construed as creating any contractual relationshipor obligation between the Town and any prospective or actual respondent. Respondents warrant that he/she hasnot paid, and agrees not to pay, any bonus, commission, fee, or gratuity to any employee or official of the Town forpurposes of obtaining any contract or award issued by the Town.The submission of a proposal shall not bind the Town of Cheshire, nor does it constitute a competitive bid. TheTown reserves the right to reject any and all proposals. Faxed proposals will not be accepted. PROJECT OVERVIEWThe Town of Cheshire is soliciting proposals from qualified responders for development of anda long-term lease of ten (10) acres of land located along Highland Avenue (Route 10) forrecreational uses. The property was conveyed with specific deed restrictions (attached).The selected proposer will be required to use the land solely for recreational purposes, suchas, but not limited to:• Outdoor sports and athletic facilities (e.g., soccer fields, tennis courts, basketballcourts)• Indoor sports and athletics• Playgrounds and child recreation areas• Concessions related to recreational activities (e.g., snack stands, rentals)• Outdoor events and programmingProposers are encouraged to present creative ideas that align with the town’s goals for publicaccess to safe, sustainable, and accessible recreational opportunities.2. MUNICIPAL PROCESSThe Town Council, thru its Planning Committee, undertook the process of preparing this RFP to solicit proposalsfrom qualified parties. Proposals will be reviewed by the Planning Committee and or its designee and ultimatelyapproved by the Town Council.Proposed developments will be subject to full compliance with all regulatory requirements, including obtainingnecessary approvals from the Planning and Zoning Commission and, if applicable, the Inland Wetland andWatercourse Commission (should work encroach into regulated areas or if a permit to conduct regulated activity isotherwise required) and any other pertinent Town or State reviews.Page | 5
