Request for Proposals (RFQ) for the City of Winder Website Development
1. IntroductionThe City of Winder is seeking proposals from qualified vendors to design and develop a new, modern website that meets the needs of residents, businesses, and visitors. The new website must be accessible, user-friendly, visually appealing, and compliant with the latest ADA standards. Additionally, it must adhere to strict IT and cybersecurity protocols while being easy to update and maintain.
About the City of Winder:
Founded in 1893, Winder is named from railroad builder John H. Winder. It is the largest City in Barrow County, Winder is the County Seat and latest census data reports We are home to approximately 19,000 residents.
The City of Winder, Georgia's mission is to improve the quality of life for its residents through a variety of services and initiatives. The city's departments work together to achieve this mission.
2. Project Goals
- Enhance accessibility and comply with ADA and WCAG 2.1 standards.
- Improve user experience with intuitive navigation and a responsive design.
- Ensure ease of content updates and management by city staff. Website should be easy to customize.
- Modernize the website’s visual design to reflect the City of Winder’s identity.
- Strengthen security to meet or exceed industry best practices.
3. Scope of Work The selected vendor will be responsible for:
- Designing a website with a clean, professional aesthetic and intuitive navigation.
- Developing the website with a content management system (CMS) that allows non-technical staff to update content easily.
- Ensuring full compliance with ADA, WCAG 2.1, and Section 508 accessibility guidelines.
- Implementing cybersecurity measures in line with industry best practices, including secure hosting, SSL encryption, and regular security updates.

- Online payment options
- Public meeting calendars and agendas
- News and alerts system
- Social media integration
- Contact forms and directories
- Service look-up feature
- Search functionality
- Providing training and documentation for city staff.
- Offering ongoing support and maintenance options.
4. Technical Requirements
- Must be built using a widely supported CMS.
- Mobile-responsive design optimized for all devices and screen sizes.
- Compliance with IT security best practices, including multi-factor authentication and role-based access control.
- Secure coding practices and data protection.
- Hosting solutions that meet government security standards and ensure 99.9% uptime.
- Fast-loading pages optimized for performance and SEO.
- Regular security auditing and updates.
5. Proposal Submission Requirements Interested vendors must submit a proposal that includes:
- Company background and relevant experience.
- Examples of previous government or municipal website projects.
- Approach to design, development, accessibility, and security.
- Proposed CMS and technology stack.
- Methods for ensuring compliance with IT standards.
- Timeline and project milestones.
- Detailed cost breakdown, including licensing, hosting, maintenance, and support fees.

6. Evaluation Criteria Proposals will be evaluated based on:
