Description:	The Pennsylvania State Police (PSP) is issuing this Invitation for Bid (IFB) to procure Academy Rifles as defined in the attached specifications document.  This is a no substitute solicitation. Questions must be submitted in writing to RA-SPPSPBIDS@PA.gov no later than June 18, 2026 at 11:00 a.m. All bids must be submitted through the PA supplier portal at www.pasupplierportal.state.pa.us The Reciprocal Limitations Requirements Act form (GSPUR-89) and Worker Protection and Investment form (BOP-2201) provided must be completed by an authorized vendor representative and uploaded with bid submission. All state and federal licensure requirements per the specifications document must be uploaded with bid submission. ONLY ELECTRONIC BID RESPONSES WILL BE ACCEPTED FOR SUBMISSION.  All bidders are responsible for monitoring the DGS eMartketplace website to view any change notices for this IFB.  The change notices shall become incorporated as part of this bid.  In order to submit a bid response, vendors must be registered.  To register, obtain a vendor number, and to allow for submission of an online bid, please visit www.pasupplierportal.state.pa.us

Contract Scope/Overview:

The Pennsylvania State Police (PSP) is issuing this Invitation for Bid (IFB) for PSP Academy

Rifles. These requirements and quantities are set forth in these specifications as for all related

products and services. This is a no substitute solicitation.

Federal License Required

All bidders must be authorized to sell to Pennsylvania law enforcement and must have all required

state and federal licensure necessary to sell firearms. A copy of all required state and federal

licenses shall be attached to the bid. If these documents are not included with the bid, PSP shall

request the documents and the bidder shall have three (3) business days to provide this

documentation. Result of a failure to provide this documentation will result in the disqualification

of the bidder.

Manufacturer Authorization Letter

If the bidder submitting a response to this IFB and is not the original manufacturer of the equipment

being provided, the bidder must submit a Manufacturers Authorization Letter which clearly states

the bidder is authorized to provide the OEM’s equipment and services required by this IFB. The

Manufacturers Authorization Letter must reference “IFB 6100066184 – PSP Academy Rifles.” As

part of this letter the manufacture must also acknowledge their responsibility for any warranty

issues for the weapon.

Delivery Requirements:

The firearms shall be delivered fully factory assembled and duty ready. The awarded vendor shall

provide weapon serial numbers prior to shipment to the PSP contract person below. The initial

firearms order, training and accessories must be delivered within 90 days after receipt of the notice

to proceed and fully executed purchase order. The awarded vendor shall contact Ken Bassininsky

at 717-783-8441 no less than (seven) 7 business days prior to the delivery to coordinate the delivery

of the order.
