REQUEST FOR PROPOSALS (RFP)
LEASE & REDEVELOPMENT OF REAL PROPERTY LOCATED AT
220 NORTH STREET, WEYMOUTH, MASSACHUSETTSRFP-ASSET MANAGEMENT-2025-0016
The Town of Weymouth owns a 0.60-acre (26,043 square feet) parcel of land improved with a former municipal branch library consisting of approximately 8,000 gross square feet, located at 220 North Street, Weymouth, Massachusetts 02191 (the “Property”) and further described by Map-Block-Lot 7-107-16-0 (Parcel ID 7-107-16-0). This Property is zoned as an Open Space District (OSD).
The Town is soliciting sealed proposals for a 5-year lease, pending final approval from Town Council, of the property and grounds known locally as the “North Library” The Town is offering the building and the property in “As Is” condition. The successful Proposer(s) will enter into a triple net (NNN) lease agreement with the Town. The tenant agrees to maintain the building 365 days a week, 24-hours a day and will be responsible to pay property expenses such as, building insurance naming the Town of Weymouth as an additional insured, building maintenance, including outdoor landscaping and snow removal, in addition to rent and utilities.
The Town seeks to restore and reactivate the Property while introducing new uses which serve the community, provide a needed resource in the community as well as provide a public benefit to the Town and its constituents.
Town of Weymouth invites sealed proposals in accordance with M.G.L. c.30B ⸹16. Sealed proposals from interested parties will be received and registered at the Office of the Procurement Department located at 111 Middle Street, Weymouth, MA, 02189 until 12:00pm on Friday, July 18, 2025. All proposals must be clearly marked “RFP – Lease of Real Property at 220 North Street. All proposals will receive consideration without regard to race, creed, color, age, sex, religion, national origin or disability. The Town of Weymouth is an Affirmative Action/Equal Opportunity Employer.
The RFP is available electronically beginning at 9:00am on Wednesday, June 18, 2025 by Email . A site tour will be conducted, by appointment only, by contacting the Procurement Office at 781-682-3662. Site visits will need to be scheduled and completed prior to close of business on Wednesday, June 25, 2025 . All interested parties shall meet at the property at 220 North Street in Weymouth.
Contractors shall submit separateSEALED Price and Non-Price proposals. The Price proposal must be signed, placed in a separate envelope, and sealed. The Non-Price proposal must, at the very least, address and comply with allminimum requirements set forth in this RFP in order to be considered responsive. The Non-Price proposal must also be in a separate envelope. Both envelopes containing the Price and Non-Price proposals must be marked with the Bidder's Name, Date of Opening, and labeled either “Price Proposal”or“Non-Price Proposal – Lease of Real Property at 220 North Street”.
Any and all questions must be in “written form” and sent to the Procurement Office at Email by 4:00pm on Wednesday, July 9, 2025 and will be answered, in the form of an Addendum, and sent to all registered bidders by 4:00pm on Tuesday, July 15, 2025.
The Chief Procurement Officer in conjunction with the Mayor will make the awarding of the contract.
