Request For Proposals
General Notice
The Parks, Recreation, and Cemetery Division of the City of Manchester is requesting Proposals
for the following Project:
Design-Build Soccer Field Conversion
FY26-650-56
Time, Date, and Place for Receipt of Proposals: Proposal for the Project will be received at the
Department of Public Works located at 475 Valley Street, Manchester, NH 03103, until
Thursday, June 25, 2026, at 1:00 P.M. local time. At that time, the Proposals received will be
publicly opened and read.
Project Overview: The City of Manchester is seeking to enter into a single contract for the
Design-Build Soccer Field Conversion project at two existing baseball fields at Sheehan-Basquil
Park.
The selected Design-Build Contractor will provide all design services, permitting, Site
preparation, construction labor, materials, and equipment necessary to deliver a fully
functional natural-grass soccer field complex. The project includes:
One (1) U11/U12 natural-grass soccer field, 165 ft wide × 240 ft long within the limit of
work as designation on Appendix 1. Sheehan-Basquil Existing Conditions & Limit of Work
Two (2) U9/U10 natural-grass soccer fields, 105 ft wide × 165 ft long placed inside the
single U11/U12 field (Appendix 2. Conceptual Drawing)
Efficient and safe orientation of fields, including appropriate spacing and maintenance
access
Installation of no less than a 6-foot perimeter commercial grade, black vinyl, chain-link
fencing, and post extensions with netting for safety and ball containment
Design and install drainage improvements that fully integrate existing perimeter
drainage structures
Irrigation system designed, furnished, and installed for natural-grass athletic use
Furnish and install player amenities, including benches, appropriate permanent goals for
each field size, and any associated minor fixtures needed for full field functionality
Establishment of natural grass using sod
Compliance with Site restrictions: no more than 12 inches of excavation may occur
anywhere onsite
Project phasing and scheduling to ensure sod will be installed and rooted within the
same construction season
Provide a maintenance plan outlining routine maintenance procedure and
troubleshooting guidelines of field and associated amenities
Deliver as-built design plans and warranty manuals

Schedule of Work: The City requires that all Work be completed in time for sod to take root in
the same growing season. Respondents must include:
A detailed construction schedule
Milestones for design, permitting, procurement, construction, and sod installation
Proposal Requirements
Proposals must include the following (more detailed included in the section, Instructions for
Respondents):

Proposal Basis: Design-Build Service – Lump Sum
Respondents must submit a Proposal on a lump-sum price to complete the full design and
construction of the new soccer field and associated amenities in accordance with the RFP, all
specifications, and applicable regulations. All labor, materials, equipment, overhead, and
incidentals shall be included.
In the comparison of Proposal, alternates will be applied in the same order of priority as listed
in the Proposal Form.
Evaluation Criteria
Proposals will be evaluated based on:
Demonstrated experience with athletic field design and construction
Ability to meet seasonal deadlines for sod establishment
Cost competitiveness
Understanding of project constraints and approach
Quality and clarity of proposed schedule
References and past performance
Prequalification: All individuals, firms, partnerships, or corporations intending to submit must
be prequalified for the project if their Proposal exceeds $250,000, per the City of Manchester’s
procurement code. Those Contractors interested in responding shall be required to submit their
project-specific prequalification form at least five (5) working days prior to the Proposal
opening. Prequalification forms may be obtained at the Office of the Department of Public
Works (475 Valley Street) for $5.00 or downloaded from the following:

Obtaining the Proposal Documents: Proposal Documents may be downloaded from the City of
Manchester’s designated website:
https://www.manchesternh.gov/Departments/Purchasing/Bid-Opportunities-and-Results
The designated website will be updated periodically with addenda and other information
relevant to submitting a Proposal for the Project. All official notifications, addenda, and other
Proposal Documents will be offered only through the designated website. Neither Owner nor
Engineer will be responsible for Proposal Documents, including any addenda, obtained from
sources other than the designated website.
Pre-Submittal Conference: A pre-submittal conference for the Project will be held on
Wednesday, June 10, 2026, at 1:00 P.M. at Sheehan-Basquil Park located at 297 Maple St,
Manchester, NH 03103. Attendance at the pre-submittal conference is encouraged but not
required.
Instructions to Respondents: For all further requirements regarding Proposal submittal,
qualifications, procedures, and contract award, refer to the section, Instructions to
Respondents included in the Request for Proposal.
Proposal Security and Bonds: Each Proposal must be accompanied by a Bid Bond or certified
check in the amount of 5% of the total Proposal, including Add Alternatives. A Performance and
Payment Bond, each in the amount of 100% of the contract price, is required of the successful
Respondent.
