ADVERTISEMENT FOR BIDSSALE CITYMITCHELL COUNTY, GEORGIAWATER SYSTEM IMPROVEMENTS - DIVISION IC-111 | 1STILL WATERS ENGINEERING, PROJECT NO.: S0112.001GEFA PROJECT NO.: DW2023001ADVERTISEMENT FOR BIDSSealed Bids for the construction of the Water System Improvements - Division I will be received, bySale City, at the Sale City – City Hall – 122 East Broad Street, Sale City, GA 31784, until 10:30 AMlocal time on March 19, 2025, at which time the Bids received will be publicly opened and read. Nobid may be withdrawn after the closing time for receipt of bids for a period of sixty (60) days exceptas specifically detailed in the Instructions to Bidders.The Project consists of raising the City’s existing 75,000 gallon elevated water storage tank toincrease the high-water level by 33 feet and all other items indicated in these Contract Documents.Bids submitted via mail shall be mailed to Sale City at the Sale City – City Hall - 122 East BroadStreet, P.O. Box 67, Sale City, Georgia 31784.Bids will be received for a single prime Contract. Bids shall be on a lump sum and/or unit price basis,with any alternate bid items if indicated in the Bid Form.The Issuing Office for the Bidding Documents is: Still Waters Engineering, 130 Veterinary Way - Unit2, Leesburg, GA 31763, 229-496-5700. Prospective Bidders may examine the Bidding Documentsat the Issuing Office on Mondays through Fridays between the hours of 8:30 AM – 5:00 PM, and mayobtain copies of the Bidding Documents from the Issuing Office as described below.Bidding Documents also may be examined at the Sale City - City Hall; during the City’s regularbusiness hours.Bidding Documents may be obtained from the Issuing Office during the hours indicated above, bycalling 229-496-5700, or by requesting via email from Mark Stalvey at mstalvey@stillwaterseng.comor Nikki Griffith at officeadmin@stillwaterseng.com. Bidding Documents are available electronically(as portable document format (PDF) files) for a non-refundable charge of $300.00. Paper copies ofbid documents are also available for an additional $100.00 non-refundable charge. Upon IssuingOffice’s receipt of payment, Bidding Documents will be sent via email or other means of electronicfile distribution. The date that the Bidding Documents are transmitted by the Issuing Office will beconsidered the prospective Bidder’s date of receipt of the Bidding Documents. Partial sets of BiddingDocuments will not be available from the Issuing Office. Neither Owner nor Engineer will beresponsible for full or partial sets of Bidding Documents, including Addenda if any, obtained fromsources other than the Issuing Office. Bids will not be accepted from prospective bidders not onrecord with the Issuing Office as having purchased and received a complete set of BiddingDocuments.Bid security shall be furnished in accordance with the Instructions to Bidders. If awarded the Contractthe successful bidder will be required to furnish a Performance Bond and Payment Bond, each in theamount of one hundred percent (100%) of the Contract amount. Bonds must be provided by suretiesappearing on the U.S. Treasury Department’s most current Circular 570 Listing and be licensed inthe State of Georgia.SALE CITY, GAWATER SYSTEM IMPROVEMENTS – DIVISION IDECEMBER 1, 2025PROJECT #S0112.001ADVERTISEMENT FOR BIDSC-111 | 2All permits required for the construction of this project are expected to be approved prior to the dateof full contract execution and notice to proceed.Acquisition of property for easements and/or right of way is not expected to be required for thisproject.This agreement is for services related to the project that is subject to the Build America, Buy AmericaAct (BABA) requirements under Title IX of the Infrastructure Investment and Jobs Act (“IIJA”), Pub. L.177-58. Absent an approved waiver, all iron, steel, manufactured products, and constructionmaterials used in the project must be produced in the United States, as further outlined by the Officeof Management and Budget’s Memorandum M-22-11, Initial Implementation Guidance onApplication of Buy America Preference in Federal Financial Assistance Programs for Infrastructure,April 18, 2022.This project is expected to be funded all or in part by the Georgia Environmental Finance Authority’s(GEFA) Drinking Water State Revolving Fund loan. The construction contract will be subject to GEFA’sSupplemental General Conditions for Federally Assisted State Revolving Loan Fund ConstructionContracts including Disadvantaged Business Enterprise requirements and Davis Bacon & Related Actrequirements.Sale City reserves the right to reject all bids, including without limitation, the right to reject any or allnonconforming, nonresponsive, unbalanced or conditional bids, and to make an award in the bestinterest of Sale City.Owner: Sale CityBy: Hon.
