Standard Time, Wednesday, January 7, 2026 (The clock located in the City Secretary’s office
will be the official time.) All proposals received will be read aloud at 3:15p.m. on Wednesday,
January 7, 2026. in the City Council Chambers, City Hall, 5th Floor, Port Arthur, TX. Proposals
will be opened in a manner to avoid public disclosure of contents; however, only the names of
proposers will be read aloud.

The enclosed REQUEST FOR PROPOSAL (RFP) and accompanying General Instructions are for
your convenience in submitting proposals for the enclosed referenced services for the City of Port
Arthur.
Proposals must be signed by a person having authority to bind the firm in a contract. Proposals shall
be placed in a sealed envelope, with the Vendor’s name and address in the upper left-hand corner
of the envelope.
ALL PROPOSALS MUST BE RECEIVED IN THE CITY SECRETARY’S OFFICE BEFORE
OPENING DATE AND TIME. It is the sole responsibility of the firm to ensure that the sealed RFP
submittal arrives at the above location by specified deadline regardless of delivery method chosen
by the firm. Faxed or electronically transmitted RFP submittals will not be accepted.

BACKGROUND
The City of Port Arthur is located in the Southeastern portion of Texas, which borders Louisiana.
Port Arthur is known for its Cajun-influenced culture and petrochemical industry, which led to the
world’s largest refinery being located in the area. The City’s population is home to more than 55,000
people. The City is governed by a City Council – City Manager form of Government. The City
Council is composed of a Mayor and six elected Councilmembers for setting policy, and the City
Manager is responsible for the City's operations.
This Request for Proposals (“RFP”) is seeking proposals from experienced individuals, joint
ventures, and/or government relations firms to provide state and federal lobbying services for the
City of Port Arthur, Texas, including, but not limited to, representation, information, professional
advice, research, establishing legislative contacts, developing and pursuing specific legislation, and
providing associated staff services.
SCOPE OF WORK
The term “LOBBYIST(S)” in this RFP shall be interpreted to include sole proprietors and their
subcontractors, individuals, joint ventures, companies, partnerships, corporations, etc.
For the purposes of this solicitation, a lobbyist shall function as the City of Port Arthur’s
representative in establishing and maintaining key contacts in state and federal governments and in
public and private organizations. Work involves the responsibility for representing the City of Port
Arthur at Texas State Legislature and U.S. Congress, performing research on legislative issues,
compiling statistical data and reports, and providing the City with information which may assist
them in making policy decisions.
This solicitation is for professional state and federal lobbying services that are provided in line with
the City of Port Arthur’s legislative program. The resulting contract shall be for the term of 2 years,
effective approximately January 1, 2026.
Lobbying assignments are received from the City Council; however, the lobbyist exercises
considerable independence in the application of research methods and techniques. During those
periods when the Texas Legislature is not in Regular Session or any Special Session, the City.

ESSENTIAL FUNCTIONS
Lobbyists shall represent the interests of the City before appropriate state and federal agencies,
legislative committees, members of the Texas House of Representatives and the Texas Senate, the
Office of the Lieutenant Governor, the Office of the Governor, and the U.S. Congress.
Lobbyists shall secure sponsorship of legislation and shall monitor and advocate the enactment of
legislation as identified in the City of Port Arthur Legislative Agenda.
Lobbyists shall monitor all legislation regarding its impact on the duties and responsibilities of
city government and its officers and employees.
Lobbyists shall advocate the defeat of legislation identified by the City of Port Arthur City
Council as detrimental to the interests of the City.
Lobbyists shall monitor state and federal departments, agencies, and legislative activities on a day-
by-day basis as necessary and as requested by the City of Port Arthur City Council.
Lobbyists shall perform additional legislative services on behalf of the City including:
Working with the City Council on legislative initiatives.
Work with the City Council in the preparation of a legislative package
for City Council Agenda approval for the 90th and 91st Legislative Sessions and any
Special Sessions.
Drafting or assisting in the drafting of proposed legislation and amendments.
Attending and testifying at hearings, scheduling witnesses.
Advocacy on behalf of legislative agenda adopted by City Council, including preparation,
communication, and coordination with the City of Port Arthur delegation and other
members of the Legislature.
Assistance in prioritizing the legislative efforts of the City of Port Arthur.
Regular reporting on the lobbying efforts of the City of Port Arthur.
Tracking legislation throughout the session.
Provides legal research and bill and amending drafting.
Managing the relationship with the City as the main point of contact to receive and carry
out instructions and goals of the City.
Regularly reports on legislative matters to Mayor, Council, City Manager and City
Attorney or designee.
Arranges and accompanies the client to meetings or represents the City at meetings.
Establishes work plans for accomplishing City’s goals.
