Please be advised that this contract is not subject to prevailing wage. Please note Vendor must use electric blowers only. If the batteries die the vendor is responsible to sweep the debris to edge of the property and not leave the clipping/ debris in the middle of the road The agreement resulting from this Request for Bids will include all services including the furnishing of all materials, including bags, equipment, labor and incidentals to perform the maintenance in accordance with the specifications herein under the direction of the Superintendent of Streets and Highways or his authorized designee.

Awarded vendor shall provide city contact with a cell phone number andemail address for the person administrating the contract.Locations will be:• Fire Station 1 – 45 Harrison Street• Fire Station 4 – 155 Drake Avenue• Fire Station 5 – 496 Stratton RoadSPRING CLEANING (ONE-TIME SERVICE)Spring cleaning shall include, but not be limited to:• Removal of all leaves, branches, and sticks from the property• Raking of all lawn areas using steel rakes• Blowing of all grounds using gas-powered leaf blowers• Loading, removal, and off-site disposal of all debrisLocations:• Station 1 – 45 Harrison Street• Station 4 – 155 Drake Avenue• Station 5 – 496 Stratton RoadMONTHLY GROUNDS MAINTENANCEApril through November (8 months total)Services performed weeklyMonthly maintenance shall include:• Mowing all lawn areas• Trimming and edging of lawn and landscaped areas• Blowing all grounds using gas-powered leaf blowers• Removal of papers, litter, and debris• Pruning of bushes and shrubs when necessary• Loading, removal, and off-site disposal of all debris5850-2FINAL FALL CLEAN-UPA one-time final fall cleanup shall be performed at the end of November at each location and shall include:• Complete removal of all fallen leaves• Loading debris onto a truck using a leaf vacuum• Off-site disposal of all debrisLocations:• Station 1 – 45 Harrison Street• Station 4 – 155 Drake Avenue• Station 5 – 496 Stratton RoadGENERAL CONDITIONS• All labor, equipment, materials, and disposal costs are included in the bid pricing.• Contractor shall comply with all applicable City, State, and Federal regulations.• Work shall be coordinated so as not to interfere with Fire Department operations.5850-3Instructions, Terms and Conditions, Spec. # 58501. Submission of Bids: Each bid must be in a separate sealed envelope, clearly labeled with vendorname, bid number and due date and addressed to City of New Rochelle, Department of Finance-Purchasing Office, City Hall, New Rochelle, New York 10801. All bids must be properly signed andreceived by the time and date specified in order to be valid.2. Award of Bids: Awards will be made, if at all, to the "lowest responsible bidder" meeting thespecifications. The City reserves the right to reject any and all bids or portion thereof, or anybids that are vague, incomplete or indefinite.3. Withdrawal of Bids: The submission of the bid proposal shall constitute an irrevocable offer whichshall remain in full force and effect until the bid proposals received by the City are either acceptedor rejected. Proposals may be withdrawn at any time prior to the bid opening.4. Bid Deposits: Bid deposits, if required, will be returned to unsuccessful bidders after the bid has beenawarded. A successful bidder's deposit will be returned after a written contract has been executed,or after a performance bond, if required, has been accepted by the City.5. Bid Format: Bidders are advised to become familiar with all conditions, instructions andspecifications governing this bid. Once the award has been made, failure to have read all theconditions, instructions and specifications shall not be cause to alter the original bid.All bids must be priced per unit specified in the bid specifications or on the bid form submitted, andmust be signed and dated. In the event of a discrepancy between the unit price and extension, theunit price will govern. No exceptions will be allowed with regard to errors made in the computation of abid.Purchases by the City of New Rochelle are not subject to any federal, state or local taxes. Do notinclude any of these taxes when bidding or invoicing. Exemption certificates will be furnished uponrequest.6. Substitutions: Any deviation from specifications or indicated brand shall be clearly stated and fullyexplained by accompanying specification sheets with submitted bid. Samples shall be supplied by thevendor, at no charge to the City, upon request. The City reserves the right to accept equalsapproved by it. If exception to indicated brand is not noted, bidder is required to deliver brandspecified.7. Delivery of Product: All delivery are to be considered inside delivery to locations as specified by theauthorized City agent. All items must be guaranteed against faulty material and workmanship anddelivered as such. Deliveries of incorrect or faulty items will be rejected and returned at vendors’expense. Failure to deliver within the specified time maybe cause for cancellation of the order.8. Shipping Terms: Shipping terms will be considered F.O.B. Destination and without charge forcontainers, packing, etc., unless specified on the bid and the cost thereof quoted.9. Payment Terms: The City of New Rochelle shall pay invoices at net 30 days after receipt of invoiceand of material; whichever is later, unless alternate terms are indicated on the bid.5850-410. Collusion Clause: By submission of this bid, each bidder and each person signing on behalf of anybidder certified, and in the case of a joint bid, each party thereto as to its own organization, underpenalty of perjury, that to the best of its knowledge and belief:A. The prices in this bid have been arrived at independently without collusion, consultation,communication or agreement, for the purpose of restricting competition, as to any matterrelating to such prices with any other bidder or any competitor; andB. unless otherwise requires by law, the prices which have been quoted in this bid havenot been knowingly disclosed by the bidder prior to the opening, directly or indirectly, toany other bidder or to any competitor; andC. no attempt has been made or will be made by the bidder to induce any other person,partnership or corporation to submit or not to submit a bid for the purpose of restrictingcompetition.The bidder certifies that this bid is made without any connection with any other person making a bid forthe same purpose, and is in all respects fair and without collusion or fraud, and that no elected officialor other officer or employee or person whose salary is payable in whole or in part from the citytreasury is directly or indirectly interested therein, or in supplies materials and equipment to which itrelates, or in any portion of the profits thereof.11.
