Description* This is to notify interested parties that USACE is updating the site visit date for this project from 19 March 2026 to 26 March 2026 starting at a 10:30AM (MST). The site visit has been tentatively scheduled in advance of the planned solicitation formal release. Any interested parties should refer to the Site Visit Instructions below and respond with the required information by no later than 12 March 2026 at 4:00PM to confirm your attendance.
This is a pre-solicitation notice and any offers received as a result of this pre-solicitation notice will not be accepted or evaluated.
Site Visit Instructions: An organized site visit is tentatively scheduled for 26 March 2026, starting at 10:30 AM (MST). All interested participants should contact the following Point of Contacts (POCs) below via email for details and registration:

USACE Omaha District intends to issue a Request for Proposal (RFP) solicitation W9128F26RA085 for the following action in March 2026 with the planned proposal due date in April 2026.
Project Title: Construct Ground Based Strategic Deterrent (GBSD) Integrated Training Center (ITC)
Project Location: Francis E. Warren (FEW) Air Force Base (AFB), Wyoming (WY)
NAICS Code: 236220 - Commercial and Institutional Building Construction
PSC Code: Y1JZ – Construction of Miscellaneous Buildings
Period of Performance: Commencement of work will begin within 10 days of Notice to Proceed and complete within a proposed duration not to exceed 1,095 days.
Magnitude: The estimated cost of this project is between $75,000,000 and $100,000,000.
Set-Asides: This solicitation will be issued unrestricted; both small and large businesses are encouraged to participate.
Synopsis of Project: Construct an Integrated Training Center at FEW AFB to support Ground Based Strategic Deterrent training by consolidating wing-level training for Maintenance, Security Forces, Cyber Defense, and Operations into one facility. Construction shall consist of a two-story structure combined with a single-story high bay volume. The two-story structure contains the classrooms, administrative space, Virtual Training, and the training spaces for Security Forces, Cyber Defense and Operations. The single-story volume contains the Maintenance Training functions that require high-bay spaces for vehicles, cranes, and other equipment required for the training mission. The facility will consist of structural steel frame and columns on a concrete slab-on-grade foundation. Exterior cladding consists of brick with metal panel accents and a standing seam metal roof. The second floor of the facility including Security Forces, Cyber Training, and Operations will require secure construction to be built to Intelligence Community Directive 705 Technical Specifications. Project will include all supporting facilities such as site improvements, clearing, grubbing, grading, minor demolition, pavements, walkways, communications, and utilities necessary to provide a complete and useable facility.
Project Labor Agreement: USACE is exempting the requirement for Offerors to submit a Project Labor Agreement for this project.
Evaluation: Proposals will be evaluated based on a best-value approach, considering both technical merit and price. Technical Factors will be evaluated using an adjectival rating method. Evaluation criteria are anticipated to cover Past Performance, Technical Approach, Key Personnel, and Contract Schedule. Price will be evaluated separately for reasonableness and realism. All responsible sources may submit a proposal, which will be considered by the agency.

- PIEE Registration: The Procurement Integrated Enterprise Environment (PIEE) system will be used to distribute contract bid documents (i.e., plans, specifications, etc.) and receive proposals for this solicitation. Registration instructions are as follows: Every Vendor must register in the Procurement Integrated Enterprise Environment for the specific applications they wish to use. During registration, offerors will need to register for the solicitation module with the relevant role (Proposal Manager).
