Project Description

The San Francisco Public Utilities Commission (SFPUC) is soliciting interest and feedback on project delivery methods for the implementation of the Southeast Plant Mainstream Nutrient Reduction Project (Project). SFPUC will seek to engage potential builders and engineers for delivery of the Project through a subsequent competitive process.

This Request for Interest (RFI) is for informational purposes only. The information is general and preliminary in nature, subject to change, and will provide the basis for discussion and planning by SFPUC. No person, entity, or other party is entitled to rely on this RFI or the information contained herein for any purpose, including without limitation, submitting a bid or proposal, or entering into a contract related to the Project. The RFI is intended to help shape the procurement strategy for two, potential upcoming contracts: (1) Project Delivery and (2) Owner Advisor. The insights gathered will guide the potential Request for Proposals (RFP)/Invitation for Bids (IFB) for each contract.

The Southeast Treatment Plant (SEP) is the centerpiece of SFPUC’s wastewater treatment operations. Built in 1952, SEP is San Francisco's largest wastewater facility with a treatment capacity rated for 85.4 MGD designed average dry weather flow (ADWF) and 250 MGD of designed peak wet weather flow (PWWF). The SEP is the main treatment plant for the city, handling about 80% of the wastewater from the eastern two-thirds of San Francisco. Treated effluent in dry weather from the SEP is discharged via the Pier 80 Outfall into Lower San Francisco Bay under NPDES No. CA0037664. In wet weather secondary treated effluent from the SEP is discharged to Quint Street Outfall up to 140 MGD and primary treated effluent up to 110 MGD from SEP is discharged to Pier 80 Outfall.

The purpose of this Project is to reduce the amount of nutrients, specifically total inorganic nitrogen, discharged from SEP into San Francisco Bay. The proposed Project assumes maximization of the use of existing infrastructure to reduce costs. This baseline concept for the proposed Project has an escalated, total Project cost of $1.47B and is included in the 10-year capital planning process. It assumes a scope of work comprising:

• Retrofit of the existing high purity oxygen activated sludge system to produce densified activated sludge;
• Construction of a new biological nutrient removal (BNR) system;
• Modification of existing aeration basins (Facility 200); and
• Replacement of the pure oxygen system.

SFPUC recognizes the value market feedback can provide early in the Project development process. To this end, SFPUC seeks information and responses pertaining to Project delivery alternatives and OA contracting. Respondents who submit responses are under no obligation to propose if/when final procurement documents are released. Moreover, responses will not be attributed to a specific company, nor will specific responses be shared with other participants, unless required by law. SFPUC will develop a report that contains findings based on responses for SFPUC’s exclusive use in structuring the procurement of the Project. Responses may be subject to Public Records Act or Sunshine Ordinance requests, with potential withholding rights pursuant to San Francisco Administrative Code Section 67.24. SFPUC will endeavor to give the subject Respondent(s) reasonable notice of any such requests, to the extent possible, so that the Respondent(s) may seek court intervention prior to the production deadline.

SFPUC may seek to hold meetings or discussions with the Respondents to this RFI. In that event, SFPUC will issue further notice to all Respondents regarding the opportunity to meet and the guidelines for such meetings. If SFPUC provides this opportunity, it will be made available to all Respondents on equal terms.
