Attention Interested Vendors: The Owasso Police Department is seeking to install

concrete sidewalks at the Owasso Police Department Training Center, located just

south of 600 South Main Street, Owasso.

• Submit a bid to Owasso City Hall, 200 South Main Street, Owasso, Oklahoma 74055,

• Deliver by Friday, June 19, 2026, at 11:30 a.m.

• Questions concerning the specifications, contact Sgt. Mike Barnes at the Owasso

Police Department via email at mbarnes@cityofowasso.com, during regular working

hours (7:00 a.m. to 5:30 p.m. M-TH CST).

• The lowest bid, while a major consideration, will not govern the purchase. Purchase

will be made based on all considerations, such as quality, conformance with

specifications, references, and initial purchase cost.

• The City reserves the right to reject any or all submittals and to determine the bid

deemed in the best interest of the City.

• Any deviations from specifications must be stated in writing and attached to the

vendor’s submittal with an explanation and detailed description of the substitution.

All substitutions shall be "equal to" or "greater than" the items specified and include

full detailed information to enable the purchaser to determine suitability. Unless the

exceptions granted are acknowledged by the purchaser, in writing at the time of

order, such exemptions shall not be accepted at the time of delivery, and the

delivered product shall be expected to conform to every detail of these

specifications or be rejected.

PROJECT SCOPE

• Install four (4) concrete sidewalks approximately 6’ x 71’ x 4” per specifications

outlined in the Project Drawings as engineered by Owasso Public Works, and all

associated finished grading and sod.

• Install twenty-six (26) 2 3/8” x 16” post sleeves in two (2) of the sidewalks only. Post

sleeves to be provided by the City.

ADDITIONAL REQUIREMENTS

• Contractor must provide a one-year maintenance warranty from the date of project

completion, covering workmanship and prompt correction of any defects arising

under normal use.

• The Contractor will be required to carry such compensation and public liability

insurance as may be required under the laws of the State of Oklahoma.

• Contractor must provide references for similar scopes of work.

• All construction employees shall remain within the immediate area of the work site

and parking lot for safety at the Owasso Police Department Training Center.

• All work vehicles shall remain parked on the Owasso Police Department Training

Center asphalt parking lot. Only vehicles allowed to travel off the parking lot are

those necessary for completion of the project, such as concrete trucks, and to

unload and load equipment, etc. Any ruts or damage to the ground will be the

responsibility of the contractor to repair.

CERTIFICATE OF NON-DISCRIMINATION

In connection with the performance of work under this contract, the CONTRACTOR

agrees as follows:

A. The Contractor agrees not to discriminate against any employee or

applicant for employment because of race, creed, color, sex, national

origin, or ancestry. The Contractor shall take affirmative action to ensure

employees are treated without regard to their race, creed, color, sex,

national origin, or ancestry. Such actions shall include, but not be limited

to, the following: employment, upgrading, demotion or transfer,

B. If applicable and in compliance with 21 O.S. § 1289.31, the Contractor

entity or firearm trade association during the term of the contract.

C. In the event of the Contractor or Subcontractor’s non-compliance with

this non-discrimination clause, the contract may be canceled or

terminated by the City of Owasso. The Contractor may be declared by

the City as ineligible for further contracts with the said agency until

satisfactory proof of intent to comply is made by the Contractor.

D. The Contractor agrees to include this non-discrimination clause in any

subcontracts connected with the performance of this agreement.
