INVITATION TO BID
1. This solicitation is officially posted on the County’s website
https://lakecountyfl.gov/procurement-services exclusively.
1.1. Sealed bids will be received by the Office of Procurement Services until 3:00 p.m.
on June 25, 2026, for the furnishing of all services, labor, materials, and equipment
for the construction of the following project: CR 452 from CR 44 to the Lake/Marion
County Line – Phase 2, Bid No. 25-741; Project No. 2025-03..
1.2. County Road 452, from County Road 44 to the Lake/Marion County Line – Phase 2
project is with Lake County. This project is a safety improvement project that starts
around 138 feet southeast of County Road 44 and stops at the Lake County/Marion
County line. The total length of the project is around 8.93 miles.
1.3. The proposed improvement to this project will be the installation of 8-foot shoulders
containing 5-foot paved shoulders (including base, stabilization, asphalt) and 3-foot
unpaved shoulders (including base) throughout the project limits. At the intersection
of County Road 44 and County Road 452 towards the northeast corner, there will be
widening improvements. At the intersection of Goose Prairie Road and CR 452, there
will be widening improvements followed by milling and resurfacing of the roadway.
The limits for this work will be 665 feet northwest of Goose Prairie Road and 842
feet southeast of Goose Prairie Road. At the intersection of Felkins Road and County
Road 452 there is a proposed reconstruction portion of the project. Part of the road
will be realigned. During the reconstruction, a section will be removed and replaced
with a residential driveway and the placement of sod.
1.4. Additional improvement will include the installation of inlets and drainage structures
connecting to existing pipes throughout the project. The installation of new concrete
and asphalt driveways for the residents to accommodate the new 8-foot shoulder
along CR 452. Some additional improvements will be to furnish and install post
mounted signs, curb and gutter and the installation of pavement markings.
1.5. Other construction elements include mobilization, maintenance of traffic, erosion
control, clearing and grubbing, embankment, and sod.
1.6. All pedestrian facilities shall adhere to current Americans with Disabilities Act
(ADA) standards. The Agency has received a permit exemption from the Water
Management District. Right of way acquisition is not needed for this project. The
Agency shall construct the project within the terms of the existing right of way or
easements.
1.7. Plans, specifications and bid forms may be obtained at 25-741 CR452 from CR44 to
Lake-Marion County Line -Phase2
2. A non-mandatory pre-bid conference will be held via a Telephone Conference on May 28,
2026, at 9:00 a.m. Bidders may access the telephone conference by dialing 1-321-332-7400
and entering Conference ID 669 583 771#. Bidders are encouraged to download and review

the plans, specifications, and bid forms prior to the non-mandatory pre-bid conference so
that questions may be presented at that time..
3. Hand delivery of submittals will not be accepted. RESPONSES MUST BE SUBMITTED
THROUGH THE SOLICITATION RESPONSE PORTAL TO BE CONSIDERED –
https://procurement.lakecountyfl.gov/login. Responses will not be accepted if submitted
after the official due date and time.
3.1. Interested parties may listen to the 3:01 P.M. solicitation opening by calling 1-321-

3.2. Bids may be withdrawn prior to the date of opening, but no bids may be withdrawn
for a period of sixty (60) days after the date of opening of bids.
3.3. The Board of County Commissioners reserves the right to reject any or all bids, to
waive formalities, and to award the contract in the best interest of Lake County,
Florida.
3.4. All bids must be accompanied by a Bid Guarantee acceptable to the County Attorney,
which shall be one of the following; bid bond or letter of credit, in the sum of five
percent (5%) of the base bid and made payable to Lake County. Said bid bond or
letter of credit shall be a guarantee that should the bid be accepted, the bidder will,
within ten (10) days after written notice of the award of the contract, enter into a
contract with Lake County for the services proposed to be performed and will at that
time furnish an acceptable contract surety. Cash, company or personal checks will
not be accepted.
