Request for Proposal - Construction Manager The Town of Poughkeepsie is seeking to retain the services of a professional Construction Manager in conjunction with its Town Hall Renovation Project at 244 Boardman Road in the Town of Poughkeepsie. While the Town Hall Renovation is in progress, the Town anticipates retaining the services of the same Construction Manager in conjunction with its Police/Court Construction Project at 1 Overocker Road in the Town of Poughkeepsie. Proposals for Construction Manager services may be submitted until 10/15/2026 at 11:00 am. The Town Board has determined that pursuant to its Procurement Policy, and in accordance with General Municipal Law §104-b, the services of a Construction Manager constitute "professional services or services requiring special technical skill, training or expertise" pursuant to the provisions of section V of the Town's Procurement Policy. For those reasons, the formal bidding requirements of §103 of the General Municipal Law need not be followed in procuring the Construction Manager's services. Instead, the Town Board will be disseminating this request for proposals to construction management and/or project management firms whom they determine may have the necessary qualifications to perform the services of Construction Manager for the projects. Representatives of the Town Board and, if necessary, the Town's Engineer and Attorney to the Town will assist in this procurement process. The site of the Town Hall project is 244 Boardman Road in the Town of Poughkeepsie and consists of ~30.7 acres. The Town acquired the site by deed recorded May 4, 2026. The site is improved by a building used as a school until July 1, 2026. It is currently being used on an ad-hoc basis by the Town's Recreation Department. The following documents have been attached to outline the scope of the Town Hall project: Exhibit "A" Architectural Progress Drawings for Town Hall Exhibit "B" Proposed construction schedule for the Town Hall Renovations The Police/Court project is currently in design. It will include renovation and enlargement of the 1 Overocker Road site currently serving as Town Hall.
