Services will include the clearance, demolition, removal, reduction, disposal, and hauling of disaster debris as directed by the City.This project is estimated at $3,500,000.AN OPTIONAL PRE-BID MEETING IS AVAILABLE.
Questions must be submitted electronically through IonWave at planotx.ionwave.net. No questions will be answered over the phone or through email.The preferred method for proposal submission is electronically through IonWave. If you choose to submit your bid/proposal in person, Procurement personnel will be available Mondays and Wednesdays between the hours of 10 a.m. and 2 p.m. The person delivering the bid/proposal must call (972) 941-7557 upon arrival during those hours and wait in the lobby for someone to meet them to receive their bid/proposal. Responses delivered in person are to be delivered in a sealed envelope to the Procurement Division at:City of Plano Procurement Division1520 K AvenuePlano, TX 75074Ph: (972) 941-7557All responses are due prior to the published closing date and time. No late responses will be accepted.Bids/Proposals will be opened, and the names of offerors read, on Tuesday, March 17, 2026, at 2:00 PM CT . The reading will take place at City Hall . Tabulations for these solicitations should be available on Ionwave within 48 hours of the opening. In some cases, they may be available earlier. We ask that you limit exposure by viewing tabulations electronically through IonWave, rather than attending at City Hall .Time Critical Bid/Proposal Deliveries: The City of Plano cannot guarantee, due to internal procedures, that any bids/proposals sent via US mail will be picked up and delivered by the closing date and time. It is recommended that critical bid/proposal deliveries be made either electronically through IonWave or in person as described above. It is further recommended that users review all electronic response attachments to ensure the uploaded files are able to be downloaded and viewed. Instructions for this, if needed, can be found in the Supplier Bid Response Quick Tutorial online in Ionwave or by calling Ionwave Support at 844-226-3862. Responses or parts of a response whether hardcopy or electronic that cannot be viewed may deem your submittal as non-responsive. BACKGROUND/INTRODUCTIONCity of Plano (“the City”) is soliciting proposals from qualified and experienced Offerors for stand-bycontracts for disaster debris clearance and removal services in the event of a natural or man-madedisaster. Services will include the clearance, demolition, removal, reduction, disposal, and hauling ofdisaster debris as directed by the City.The City is vulnerable to numerous natural and man-made hazards. Following a large emergency ordisaster, City resources for debris management activities can overwhelm the City’s assets and capabilities.Most roads in the City of Plano are maintained by the City. The exceptions to this include US 75 (CentralExpressway), State Highway 121 (Sam Rayburn Tollway), the Dallas North Tollway, and President GeorgeBush Turnpike. US 75 is maintained by the Texas Department of Transportation (TxDOT); and the SamRayburn Tollway, Dallas North Tollway and President George Bush Turnpike are maintained by the NorthTexas Tollway Authority (NTTA).Due to the wide expanse of roads and public lands in the City, it is necessary to address debrismanagement activities in the City to ensure timely and efficient handling of debris pickup and disposal.Expeditious debris clearance, removal, and disposal efforts can mitigate potential threats to health, safetyand welfare to the citizens of Plano.This Statement of Objectives (SOO) identifies the broad, basic, top-level objectives of the acquisition andis used as a focusing tool for both the City of Plano and Offerors. While requirements are listed, it is theCity’s intent to provide maximum flexibility to allow for each Offeror to propose an innovative approachthat it believes meets the requirements and should be considered by the City.2. DEFINITIONS2.1 ApplicantState agency, local government, or eligible private nonprofit organization that intends to applyfor Federal Emergency Management Agency (FEMA) Public Assistance grants.2.2 Authorized RepresentativeCity employees and/or contracted individuals designated by the City.2.3 BurningReduction of woody debris by controlled burning. Woody debris can be reduced in volume byapproximately 95 percent through burning. Air curtain burners are recommended because theycan be operated in a manner to comply with clean-air standards.2.4 Chipping or MulchingReducing woody related material by mechanical means into small pieces to be used as mulch orfuel. Woody debris can be reduced in volume by approximately 75 percent, based on dataobtained during reduction operations. The terms “chipping” and “mulching” are often usedinterchangeably.2.5 Cleanup CrewA group of individuals and/or an individual working for the Contractor collecting disaster debris.2026-0201-ACStatement of ObjectivesPage 1/232.6 Construction and Demolition (C&D) DebrisAny type of solid waste resulting from the construction of new buildings or remodelingstructures, or the demolition of any building or structure.2.7 DebrisScattered items and materials that were broken, destroyed, or displaced by a natural disaster.Examples: trees, construction and demolition material, personal property.2.8 Debris ClearanceClearing the major road arteries by pushing debris to the roadside to accommodate emergencytraffic.2.9 Debris Management Site (DMS)A location to temporarily store, reduce, segregate, and/or process debris before it is hauled to afinal disposal site.2.10 Debris Project ManagerThe Assistant Director of Public Works, or designee, will function as the City Debris ProjectManager.2.11 Debris RemovalPicking up debris and taking it to a temporary storage site, permanent landfill, recycling facility,or other reuse or end-use facility.2.12 DemolitionThe act or process of reducing a structure, as defined by the State of Texas or local code, to acollapsed state. It contrasts with deconstruction, which is the taking down of a building whilecarefully preserving valuable elements for reuse.2.13 Designated AreasThe designated area for debris removal is bounded by City of Plano limits and includes all publicROWs, easements, parks, and debris staging areas within the City. The City may also authorizethe Contractor to remove debris from non-City roadways or other areas, as directed in writingby the City.2.14 EligibleEligible means qualifying for and meeting the most current stipulated requirements of the FEMAPublic Assistance grant program, FEMA PAPPG and all current FEMA fact sheets, guidancedocuments and disaster-specific documents. Eligible also includes meeting any changes indefinition, rules, or requirements regarding debris removal reimbursement as stipulated byFEMA during the course of a debris removal project.2.15 Final Debris DisposalPlacing mixed debris and/or residue from volume reduction operations into an approved landfill.2.16 GrindingReduction of disaster-related vegetative debris through mechanical means into small pieces tobe used as mulch or fuel. Grinding may also be referred to as chipping or mulching.2026-0201-ACStatement of ObjectivesPage 2/232.17 Hazardous WasteAny waste or combination of wastes of a solid, liquid, contained gaseous or semi-solid formwhich because of its quantity, concentration, or physical, chemical or infectious characteristicsmay:Cause or significantly contribute to an increase in mortality or an increase in seriousirreversible or incapacitating reversible illness; orPose a substantial present or potential hazard to human health or the environmentwhen improperly treated, stored, transported, disposed of, or otherwise managed.Also includes material and products from institutional, commercial, recreational, industrial, andagricultural sources that contain certain chemicals with one or more of the followingcharacteristics, as defined by the Environmental Protection Agency: 1) Toxic, 2) Flammable, 3)Corrosive and/or 4) Reactive. Such wastes may include, but are not limited to, those that arepersistent in nature, assimilated, or concentrated in tissue or which generate pressure throughdecomposition, heat, or other means. The term does not include solid or dissolved materials indomestic sewage or solid dissolved materials in irrigation return flows or industrial discharges,which are point sources subject to state or federal permits.2.18 Household Hazardous Waste (HHW)Used or leftover contents of consumer products that contain chemicals with one or more of thefollowing characteristics, as defined by the Environmental Protection Agency: 1) Toxic, 2)Flammable, 3) Corrosive and/or 4) Reactive. Examples of household hazardous waste includesmall quantities of normal household cleaning and maintenance products, latex and oil basedpaint, cleaning solvents, gasoline, oils, swimming pool chemicals, pesticides, and propane gascylinders.2.19 Illegal DumpingDumping garbage, rubbish, debris, fill or other material in unauthorized areas.2.20 MonitoringActions taken to ensure that a Contractor complies with the contract scope of work and does sowithin FEMA debris eligibility guidelines.2.21 Municipal Solid WasteWaste generated from households, businesses, and institutions within a municipality. This caninclude everyday items like garbage, recyclables, and yard waste. Proper management ofmunicipal solid waste is crucial after a disaster to prevent health hazards and environmentalcontamination.2.22 Mutual Aid AgreementA written understanding between communities, states, or other government entities delineatingthe process of providing assistance during a disaster or emergency.2.23 Public Assistance Program and Policy Guide (PAPPG)This fifth edition FEMA publication applies to incidents declared on or after January 6,2025 and serves as the comprehensive, consolidated resource for Public AssistanceProgram policies throughout the disaster recovery lifecycle.2026-0201-ACStatement of ObjectivesPage 3/23
